Book excerpt: Transit Signal Priority (TSP) is recognized as an emerging technology that is capable of enhancing traditional transit services. Basic green-extension TSP was implemented on U.S. Route 1 in the Northern Virginia Area (or Washington, DC metropolitan area). This study quantifies the impact of TSP technology on transit-vehicle performance using field-collected Global Positioning System (GPS) data and evaluates the system-wide benefits of TSP operations using computer simulations to expand on the field evaluation study. The field study demonstrated that overall travel-time improvements in the order of 3% to 6% were observed for TSP-operated buses. However, the results also demonstrated that green-extension TSP can increase transit-vehicle travel times by approximately 2.5% during congested morning peak periods. In addition, the study demonstrated that TSP strategies reduce transit-vehicle intersection delay by as much as 23%. The field study demonstrated that the benefits associated with TSP were highly dependent on the roadway level of congestion and were maximized under moderate to low levels of congestion. However, the simulation results indicated that TSP did not result in statistically significant changes in auto or system-wide travel times (differences less than 1%). Furthermore, a paired t-test concluded that basic green-extension TSP did not increase side-street queue lengths. An increase in the traffic demand along Route 1 resulted in increased system-wide detriments; however, these detriments were minimal (less than 1.37%). The study demonstrated that an increase in side-street demand did not result in any statistically significant system-wide detriments. Increasing the frequency of transit vehicles resulted in additional benefits to transit vehicles (savings in transit vehicle travel times by up to 3.42%), but no system-wide benefits were observed. Finally, TSP operations at near-side bus stops (within the detection zone) resulted in increased delays in the range of 2.85%, while TSP operations at mid-block and far-side bus stops resulted in network-wide savings in delay in the range of 1.62%. Consequently, we recommend not implementing TSP in the vicinity of near-side stops that are located within the TSP detection zone. The simulation results indicated that a TSP system generally benefits transit vehicles, but does not guarantee system-wide benefits. In this study, a maximum transit vehicle travel-time savings of 3% to 6% was observed with the provision of green-extension TSP from both the field and simulation evaluation studies. However, the green-extension TSP operation did not benefit nor damage the non-transit vehicles in most cases. Also, it should be noted that the results of the study may be specific to Route 1 corridor because of the unique characteristics of the study corridor, the specific traffic demand, and TSP logic implemented. Finally, the study recommends the calibration of current TSP settings to improve the effectiveness of TSP operation. Also, different transit priority strategies or a combination of other TSP strategies should be investigated to increase the benefits of TSP operations. A conditional TSP system that only provides priority to transit vehicles behind schedule and an intelligent transit monitoring system are also recommended to improve the TSP system on the Route 1 corridor.

Book excerpt: Urban congestion is a problem that plagues many different cities. One solution is to improve bus operations by prioritizing them to make this mode more attractive. Since buses can carry more people than private vehicles in the same amount of space, more users of the bus mode can help mitigate urban traffic congestion. Hence, bus priority strategies have been deployed in many cities. Two commonly used bus priority strategies are transit signal priority (TSP) and dedicated bus lanes (DBL). This thesis focuses TSP strategies with or without dedicated bus lanes. Dedicated bus lanes alone are not studied since this priority method can significantly reduce car capacities if a lane is taken away from general traffic. In general, the impacts of TSP strategies are two-fold: 1) benefits to bus transit service, including reduced delays, increase in reliability and decrease passenger waiting time, and 2) impacts to car traffic, including both the detriment to cross street cars and benefits to arterial street cars. These impacts are not independent since buses and cars use the same space on the roadway and interact with each other. This thesis uses theoretical approaches, such as the kinematic wave theory (KWT) and its variational forms (variational theory (VT) and Lax-Hopf numerical scheme), to analytically model TSP impacts. These models are then used to evaluate the applicability of TSP in different scenarios. Two levels of analysis are considered in this thesis: 1) an isolated intersection, and 2) an arterial consisting of multiple intersections in a series. At an isolated intersection, a numerical analysis utilizing variational theory unveils the trade-off between delays to cars and buses while implementing TSP, for both oversaturated and under saturated traffic conditions when buses and cars travel at the same speed. These models are also used to understand how bus stop locations and bus dwell durations can change the impacts of TSP. Next, the assumption that buses and cars travel at the same speed is relaxed and a KWT-based numerical scheme that solves the Lax-Hopf model is used to evaluate TSP impacts. This model is used to evaluate the sensitivity of TSP to bus stop location, bus dwell duration, and bus detection technology.At the arterial-level, the Macroscopic Fundamental Diagram is first used to quantify the change in car throughput and change in bus travel time for a combined TSP and DBL strategy. Next, the KWT-based numerical scheme to model the changes in car delays and bus travel times is used to understand the impacts of TSP in the absence of dedicated bus lanes. These analytical models are used to optimize locations of TSP implementations to maximize bus benefits and minimize increase in car delays.

However, implementing transit priority applications (TPA) can often increase the delay of non-transit modes. Hence, the system-wide benefits or impacts of transit priority applications are typically unknown. Moreover, the impacts and benefits of TPAs can change the mode and route choice of network users. This relationship between the effects of TPAs on traffic and behavior of the network users makes accurate evaluation of TPA locations challenging. Based on a literature review of studies in the area of location selection and implementation sequence optimization of transit priority strategies, four research gaps are found: 1) lack of network-wide transit priority application location evaluation methodology that can evaluate congested networks; 2) lack of TSP implementation location optimization methodology; 3) the inability of the metaheuristic methods used in transportation literature to account interdependencies in transportation networks; 4) lack of implementation sequence optimization methods for transit priority applications. This dissertation presents a TPA evaluation methodology that can model a wide range of network characteristics, including congested network conditions, to improve the accuracy and applicability of existing bi-level location optimization algorithms for bus lanes. The presented evaluation model is also used for developing novel methods to optimize location selection of transit signal priority implementations and implementation sequences of bus lane projects. The accuracy of the optimization process is also addressed by testing different metaheuristic methods to identify an optimization method that can account for the interdependencies between TPA locations.
