This important and controversial new book examines the way in which one of these forces, capital, has emerged in the past two decades as a major influence upon the state, its officials and policies. The emergence of the capitalist class is examined, along with its internal divisions and conflicts and its relations with the state. In particular, attention is given to the fusion of the ruling strata of state officials and the capitalist class - the potential basis for a new ruling class. This is set against the weakness of capital caused by its division into domestic and international, state and private, Chinese and indigenous. These factors are in turn set in the context of international influences - the rise and fall of the oil boom, the activities of the IBRD and IMF, the decline of export earnings and the fiscal difficulties of the state. Since its original publication in 1986, Indonesia: The Rise of Capital has been the best selling academic book on Indonesian politics and the most cited in the SSCI and Google Scholar citation indexes. About the Author At the time of this publication in 1986, Richard Robison was Senior Lecturer in the Asian Studies Program at Murdoch University. Three broad market failures constitute the primary arguments for this form of government intervention: a lack of market integration stemming from inadequate infrastructure, the absence or inadequacy of risk-mitigating institutions and markets, and the need to protect the world's poorest communities from a volatile global market. Opponents of such public intervention schemes claim that the old rationales are no longer convincing, that the programs are not cost-effective and do not allocate resources optimally, and that private institutions are strong enough to take over many of the functions traditionally performed by parastatals. In From Parastatals to Private Trade, the editors—clearly from the latter camp—pose three general questions: Why must parastatal-centered policies in Asia change, when should policy changes occur, and how should such change happen: gradually or abruptly? Experts in agricultural policy use case studies from South Asia (Bangladesh, India, and Pakistan) and East Asia (Indonesia, the Philippines, and Vietnam) to answer these questions; and a concluding chapter synthesizes these countries' experiences with price stabilization programs. In light of the evidence—which indicates that parastatals played important roles in the past but have become overly expensive, and that reduced intervention can promote competition, help develop alternative institutions, and release funds for development and antipoverty programs without jeopardizing price stability—the editors highlight the challenges ahead and propose suggestions for reforming the existing paradigm for price-related policies. Only in the mid-1980s, when it was clear that oil revenues alone would not suffice and that a new engine of growth was needed, did the country's government swing behind a systematic deregulation effort. Tariffs were cut, non-tariff barriers were lowered, foreign investment restrictions were reduced, export promotion incentives were enhanced, and various financial sector regulations were eased. All this combined to spark a labor-intensive export-led economic boom that was accompanied by an expansion in wages and employment and a boost in productivity. This book documents how Indonesia truly became part of the East Asian miracle story starting in the mid-1980s. Destined to become a leading case study of export-led development in Indonesia, this book grew out of a World Bank/Indonesian Economic Society Symposium held in Jakarta. There was, however, a parallel story as well, of crony capitalism and weak governance, that led to the financial and political crisis of 1997-98. These aspects were reflected in continued protection of certain sectors where the cronies were active, in restrictions on domestic trade and competition that were left in place for their benefit, and in financial manipulations that were conducted to their advantage. These aspects are noted as well in the book and pulled together in the concluding chapter, which takes the story up through the crisis years to the present.
