Book excerpt: The Open Method of Co-ordination (OMC) is a multi-dimensional challenge for policy-makers, as well as social actors, researchers and other players. The aim of Building Social Europe through the Open Method of Co-ordination is to describe the role of the OMC as an instrument for the governance of Europe's social dimension from a multi-disciplinary perspective. The underlying issues addressed concern its potential as an instrument of Europeanisation, as well as how the Member States influence EU policy formation. The complexities of national policy-making processes in the area of employment are scrutinised by researchers from different EU countries who seek to understand how, if at all, OMC employment is integrated into Member States' policies. Furthermore, the complex adaptational pressures of the EU on the reform of national public pension schemes (the Netherlands, Germany, Sweden and Italy) are analysed. The editors devote their efforts to understanding the national-European dynamics of OMC in the areas of employment, social exclusion and pensions. The book is a first step towards a theoretical framework that explains the dynamics of OMC.

Available in PDF, EPUB and Kindle. Book excerpt: How can the EU's community of welfare states adapt their public policies to economic globalization? What happens when the economic and social aims of the EU come into conflict? This book examines the developing legal regimes and regulation of public services in the UK and other European countries. Public services are examined though a case-study of the complex area of public employment services. These are job-placement and vocational training services which aim to maximize employment and minimize unemployment within EU member States' Active Labour Market policies. Employment services are at the centre of a complex web of rules in both hard and soft forms of law deriving from the EU, national public law and from private, and at times contractual, agreements. They also lie at the crossroads of a series of trends in regulation, and priorities have been inspired by an array of conflicting policy rationales. These policy rationales include the establishment of an open and competitive European internal market, the establishment of an efficient welfare state, the scaling down of state administrative machinery, the fulfilment of core public service responsibilities, and the creation of public-private partnerships. Public employment services provide a highly informative and novel case study of the interaction and conflict between the economic and social aims of the EU and between regulation at national and supranational levels, and the changing forms which this regulation has taken.

Available in PDF, EPUB and Kindle. Book excerpt: An invaluable exploration of the concern that transfers of power to European Union institutions are producing a worrying new form of democratic deficit. While ongoing reforms of these institutions promise to render decision processes at European level more transparent and accountable, these expert authors examine whether there is a European public sphere for citizens and their representatives to discuss, deliberate and evaluate issues of public relevance. They show how the process of European integration has given rise to a new object of study – European society, and why key questions concerning identity, citizenship, democracy, government and institutions are being raised anew and are major political concerns at European and Member State level. With six case studies of EU policy-making and representative institutions, they analyze the intensity of participatory practices in four dimensions: mobilization of societal actors, public contestation and debate, openness of decision-making, and responsiveness of policy makers. This book will be of strong interest to students and researchers of the European Union, European politics, European studies as well as those concerned with more theoretical aspects of governance and the public sphere.

Book excerpt: The EU's 'social dimension' today is a product of the ideology of the 1990s. Its employment field is directed to increase the employability of workers and the adaptability of labor market regimes. The book argues that this social-liberal approach is best explained with a set of ideas strategically advanced by 'thought communities' in the policy process. It traces the success of this new approach in the debates among academic experts and policy-makers in the mid-1990s, the decisions leading to the adoption of the Treaty of Amsterdam, and the establishment of the approach in the policy field between 1997-2007. The author explores the processes through which ideas came to matter in the policy process. At every stage, the claim that ideas played a predominant role is strengthened by addressing the most viable alternative explanations such as institutional constraints set by Economic and Monetary Union and the preferences of political leaders.

Book excerpt: 'Converging Europe' evaluates the impact of European integration on social policy development since the launch and re-launch of the Lisbon strategy discussing the challenges posed by the still unfolding global economic crisis of 2007-2009. Given the unsettling economic conditions, does European coordination of social policies generate more social cohesion and integration or growing xenophobia, nationalism and exclusion? Informed by diverse theoretical perspectives, this book brings together a team of international experts working on an extensive range of policy issues central to the Lisbon agenda such as labour market policies, social protection systems, and social exclusion/poverty. Contributions assess the interfaces between European integration, the Lisbon strategy and social policy in three groups of countries related to the EU: old member states; the new member states; and a candidate country - Turkey. The richness of content and data allows rigorous analysis and critical comparative insights not only on the social outcomes of the Lisbon strategy but also more broadly on the dynamics and dimensions of European social policy. Pioneering the scholarly reflections on the repercussions of the global economic crisis of 2007-2009 for both the road map drawn at Lisbon and viability of national systems of social provision in Europe, this book is an important acquisition for policy makers and academics alike.

Book excerpt: This book argues that a third wave of research on the EU is needed to adequately understand the increased interconnectedness between the European and national political levels. In particular, the book asks: how has Europeanization affected current modes of integration and cooperation in the EU? The authors argue that deeper integration in other areas requires a degree of input legitimacy that is currently lacking in the EU.
