Book excerpt: The debate over U.N. funding focuses on several questions, including: (1) What is the appropriate level of U.S. funding for U.N. system operations and programs? (2) What U.S. funding actions are most likely to produce a positive continuation of U.N. system reform efforts? For more than 60 years, the U.S. has been the single largest financial contributor to the U.N. system, supplying in recent years 22% of most U.N. agency budgets. This report tracks the process by which Congress provides the funding for U.S. assessed contributions to the regular budgets of the U.N, its agencies, and U.N. peacekeeping operations, as well for U.S. voluntary contributions to U.N. system programs and funds. Basic info. is provided to help the reader understand this process. Illus.

Available in PDF, EPUB and Kindle. Book excerpt: How do international organizations in the United Nations system put together their budgets? What is the role of complex principals - most notably member states - and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of 22 UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes-- proceduralization, routinization, and budgetary segmentation - as international organizations grapple with managing discord over priorities as a result of complex principal-- agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations become more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances, in some cases even leading to the setting up of new international organizations; and budgeting and resource mobilization become ever more intertwined. As a consequence, the capacity of international bureaucracies to fulfil their budgeting responsibilities is stretched to the limits and beyond. Transformations in Governance is a major academic book series from Oxford University Press. It is designed to accommodate the impressive growth of research in comparative politics, international relations, public policy, federalism, and environmental and urban studies concerned with the dispersion of authority from central states to supranational institutions, subnational governments, and public-private networks. It brings together work that advances our understanding of the organization, causes, and consequences of multilevel and complex governance. The series is selective, containing annually a small number of books of exceptionally high quality by leading and emerging scholars. The series is edited by Liesbet Hooghe and Gary Marks of the University of North Carolina, Chapel Hill, and Walter Mattli of the University of Oxford.

Download or read book Financing the United Nations – An Introduction written by Klaus Hüfner and published by Frank & Timme GmbH. This book was released on 2019-08-23 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since its foundation, the United Nations is confronted with heavy financial problems. The payment morale of fulfilling the membership dues is extremely low. The author offers an overview of the methods and scope used to finance the activities of the UN. The main focus is on the mandatory funding of the UN Organization and of its peace-keeping activities. Furthermore, the quantity and the quality of voluntary contributions to seven UN Special Funds and Programmes are analysed. It shows that the unbalanced move towards earmarked contributions for specified programmes, projects or countries change the working character of the UN. In addition, innovative financing sources presented by the UN Secretary- Generals and by experts are presented and discussed. An overview about the financing of UN Specialized Agencies and a finance tableau about the whole UN system are given in an appendix. Also, the book includes a glossary which contains technical and institutional terms.

Book Synopsis Law and Practice of the United Nations by : Simon Chesterman
Download or read book Law and Practice of the United Nations written by Simon Chesterman and published by Oxford University Press. This book was released on 2016-03-01 with total page 793 pages. Available in PDF, EPUB and Kindle. Book excerpt: Law and Practice of the United Nations: Documents and Commentary combines primary materials with expert commentary demonstrating the interaction between law and practice in the UN organization, as well as the possibilities and limitations of multilateral institutions in general. Each chapter begins with a short introductory essay describing how the documents that ensue illustrate a set of legal, institutional, and political issues relevant to the practice of diplomacy and the development of public international law through the United Nations. Each chapter also includes questions to guide discussion of the primary materials, and a brief bibliography to facilitate further research on the subject. This second edition addresses the most challenging issues confronting the United Nations and the global community today, from terrorism to climate change, from poverty to nuclear proliferation. New features include hypothetical fact scenarios to test the understanding of concepts in each chapter. This edition contains expanded author commentary, while maintaining the focus on primary materials. Such materials enable a realistic presentation of the work of international diplomacy: the negotiation, interpretation and application of such texts are an important part of what actually takes place at the United Nations and other international organizations. This work is ideal for courses on the United Nations or International Organizations, taught in both law and international relations programs.

Book Synopsis Oppenheim's International Law: United Nations by : Rosalyn Higgins
Download or read book Oppenheim's International Law: United Nations written by Rosalyn Higgins and published by Oxford University Press. This book was released on 2017-10-12 with total page 1642 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United Nations, whose specialized agencies were the subject of an Appendix to the 1958 edition of Oppenheim's International Law: Peace, has expanded beyond all recognition since its founding in 1945.This volume represents a study that is entirely new, but prepared in the way that has become so familiar over succeeding editions of Oppenheim. An authoritative and comprehensive study of the United Nations' legal practice, this volume covers the formal structures of the UN as it has expanded over the years, and all that this complex organization does. All substantive issues are addressed in separate sections, including among others, the responsibilities of the UN, financing, immunities, human rights, preventing armed conflicts and peacekeeping, and judicial matters. In examining the evolving structures and ever expanding work of the United Nations, this volume follows the long-held tradition of Oppenheim by presenting facts uncoloured by personal opinion, in a succinct text that also offers in the footnotes a wealth of information and ideas to be explored. It is book that, while making all necessary reference to the Charter, the Statute of the International Court of Justice, and other legal instruments, tells of the realities of the legal issues as they arise in the day to day practice of the United Nations. Missions to the UN, Ministries of Foreign Affairs, practitioners of international law, academics, and students will all find this book to be vital in their understanding of the workings of the legal practice of the UN. Research for this publication was made possible by The Balzan Prize, which was awarded to Rosalyn Higgins in 2007 by the International Balzan Foundation.
