This document is a compilation of the Reasons for Decision for both detailed route hearings on the Brunswick Pipeline Project -- MH-3-2007 and MH-1-2008. The MH-3-2007 Reasons for Decision were released in a separate publication in May 2008. However, three of the seven decisions rendered in MH-3-2007 stated that the respective portions of the proposed detailed route were not the best possible routes, therefore new detailed route (re-route) applications were required for these three segments. One of these re-route applications triggered detailed route hearing MH-1-2008. Since MH-1-2008 is directly related to MH-3-2007, the Reasons for Decision for both proceedings have been compiled herein for ease of reference. Included in the appendices to the MH-1-2008 Reasons for Decision are the Board letters and Orders approving the two re-route applications that did not trigger a detailed route hearing.--Includes text from document.

Book excerpt: Shale gas is to New Brunswick today what the Free Trade Agreement with the United States was to Canada a quarter century ago: a deeply controversial, highly polarizing issue over which tempers quickly flare up. As was the case with the free trade debate, the public discourse on shale gas has degenerated into a war of words, with most citizens left in the middle with very little information they can trust to secure a better understanding of what is at stake. This study aims to fill part of the wide information gap on shale gas in New Brunswick. While substantial knowledge has been built in recent years on the impact—both positive and negative—of shale gas on communities where it is actively being exploited, much less is available for New Brunswick. Yet, as this document makes clear, no two shales are alike. In order to understand the economic, environmental, social, and other consequences of shale gas, we cannot rely exclusively on other jurisdictions: we also need to investigate New Brunswick’s specific context. Virtually all of the contributors to this study—well-established, credible authorities in their respective fields—are associated with New Brunswick universities in one way or another.

Book excerpt: The development of the gas field off Sable Island and the imminent construction of a gas pipeline which will deliver natural gas to New Brunswick has prompted a thorough examination of energy-related issues in the province. This report presents the findings of the provincial energy committee which examined the implications of the arrival of natural gas to the province. The committee held a series of public hearings and consultations, and also received written submissions. After a historical perspective on natural gas as an energy source in the province and a review of the gas industry participants and their interests, the report discusses such issues as gas pipeline economics, local distribution company operations, infrastructure development, the regulatory framework, energy market competition, regional price equity, development of in-province gas sources, pipeline access, pipeline laterals and expansions, establishment of gas distribution franchises, municipal involvement in gas development, the impact of gas industry development on electric utility restructuring, and the environmental benefits of natural gas. Finally, recommendations are made regarding how natural gas should be regulated and distributed.
