Book excerpt: In 2007, a survey - the first of its kind - was carried out to gauge young people's awareness of and attitudes towards ASEAN, following the decision by ASEAN heads of state and government to accelerate the date for accomplishing an integrated ASEAN Community by 2015. Views and attitudes from university undergraduates in the ten ASEAN member states who participated in the survey indicated a nascent sense of identification as citizens of the region as well as their priorities for important aspects of regional integration. An update to the 2007 survey was carried out in 2014-15 among the same target population but with an expanded scope of twenty-two universities and institutes of higher learning across the ten member states. In the updated survey we found that there are more ASEAN-positive attitudes region-wide, but there are also increases in ASEAN-ambivalent attitudes at country-level in some ASEAN members. Young people's priorities for important aspects of regional integration have also shifted away from economic cooperation to tourism and development cooperation. New questions in the latest survey also allow us to demonstrate the descriptive vocabulary and cognitive maps students hold for the region and its nations. This book details the key findings of the updated survey compared to the earlier survey. These include nation-by-nation results and a summary of region-wide trends, as well as what they suggest for the prospects of ASEAN integration beyond 2015. These are assessed in a chapter providing broad recommendations for policymakers and educators in the ASEAN member states.

First, is the problem of the marginalization of indigenous Papuans, and the discriminatory impacts on them resulting from the economic development of, political conflicts in, and mass migrations to Papua since 1970. To respond to this problem, an affirmative policy of recognition must be developed to empower indigenous Papuans. The second issue is the failure of development, particularly in the fields of education, health, and people's economic empowerment. This requires a new paradigm of development, focused on improving public services for the welfare of indigenous Papuans in the villages. The third main problem is the contradictions that exist between Papuan and Jakartan constructions of political identity and history. This problem can only be settled through dialogue, along the lines of the dialogue that was conducted for Aceh. The fourth issue is accountability for past state violence toward Indonesian citizens in Papua. For this, a road to reconciliation must be cleared, on which courts of human rights and the disclosure of the truth are the means of choice for law and justice to be upheld in Papua, for the victims and their families in particular, and all Indonesian citizens of Papua in general. The above four issues and agendas can be woven together to form a mutually interrelated policy strategy for comprehensive long-term resolution of the Papuan conflict. The atmosphere of Reformasi, and the existence of the accommodative Law No. 21/2001 on Special Autonomy (UU Otsus), a responsive central government, as well as the very large size of Papua's budget, lead the LIPI team to have faith that the problems of Papua can be resolved with justice, peace and dignity.

State political boundaries no longer draw the definitive line in people's lives they once did. Borders continue to contain self-described national populations and national activities, but the penetration of economic globalization via growing cross-border trade, investment, and resurgence of myriad regional ethnic groups is pushing and stretching the limits of borders into both interactive spaces and contested terrains. Indeed, new power centers with their own identities are springing out of once politically trivial and economically marginal landscapes. While the terrorist attacks of 2001 and the SARS outbreak of 2003 prompted states to tighten border controls, their efforts amount to only a temporary reversal of a powerful long-term trend toward more open borders and the interactive transnational spaces that openness fosters. This innovative book examines the complexities of de-bordering and re-bordering through a structured comparison of seven transborder subregions along the western Pacific Rim and an extended comparative analysis of the U.S.-Mexico border and several European border regions.
