Book Synopsis The Political Spectrum by : Thomas Winslow Hazlett
Download or read book The Political Spectrum written by Thomas Winslow Hazlett and published by Yale University Press. This book was released on 2017-05-23 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the former chief economist of the FCC, a remarkable history of the U.S. government’s regulation of the airwaves Popular legend has it that before the Federal Radio Commission was established in 1927, the radio spectrum was in chaos, with broadcasting stations blasting powerful signals to drown out rivals. In this fascinating and entertaining history, Thomas Winslow Hazlett, a distinguished scholar in law and economics, debunks the idea that the U.S. government stepped in to impose necessary order. Instead, regulators blocked competition at the behest of incumbent interests and, for nearly a century, have suppressed innovation while quashing out-of-the-mainstream viewpoints. Hazlett details how spectrum officials produced a “vast wasteland” that they publicly criticized but privately protected. The story twists and turns, as farsighted visionaries—and the march of science—rise to challenge the old regime. Over decades, reforms to liberate the radio spectrum have generated explosive progress, ushering in the “smartphone revolution,” ubiquitous social media, and the amazing wireless world now emerging. Still, the author argues, the battle is not even half won.

The text explains the technology, why it creates so many surprises and why things often don't work the way we expect them to. It is also about things the information explosion is destroying: old assumptions about who is really in control of our lives.

Book Synopsis Digital Microwave Communication by : George Kizer
Download or read book Digital Microwave Communication written by George Kizer and published by John Wiley & Sons. This book was released on 2013-06-24 with total page 756 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first book to cover all engineering aspects of microwave communication path design for the digital age Fixed point-to-point microwave systems provide moderate-capacity digital transmission between well-defined locations. Most popular in situations where fiber optics or satellite communication is impractical, it is commonly used for cellular or PCS site interconnectivity where digital connectivity is needed but not economically available from other sources, and in private networks where reliability is most important. Until now, no book has adequately treated all engineering aspects of microwave communications in the digital age. This important new work provides readers with the depth of knowledge necessary for all the system engineering details associated with fixed point-to-point microwave radio path design: the why, what, and how of microwave transmission; design objectives; engineering methodologies; and design philosophy (in the bid, design, and acceptance phase of the project). Written in an easily accessible format, Digital Microwave Communication features an appendix of specialized engineering details and formulas, and offers up chapter coverage of: A Brief History of Microwave Radio Microwave Radio Overview System Components Hypothetical Reference Circuits Multipath Fading Rain Fading Reflections and Obstructions Network Reliability Calculations Regulation of Microwave Radio Networks Radio Network Performance Objectives Designing and Operating Microwave Systems Antennas Radio Diversity Ducting and Obstruction Fading Digital Receiver Interference Path Performance Calculations Digital Microwave Communication: Engineering Point-to-Point Microwave Systems will be of great interest to engineers and managers who specify, design, or evaluate fixed point-to-point microwave systems associated with communications systems and equipment manufacturers, independent and university research organizations, government agencies, telecommunications services, and other users.

Book Synopsis Free Speech and the Regulation of Social Media Content by : Valerie C. Brannon
Download or read book Free Speech and the Regulation of Social Media Content written by Valerie C. Brannon and published by Independently Published. This book was released on 2019-04-03 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the Supreme Court has recognized, social media sites like Facebook and Twitter have become important venues for users to exercise free speech rights protected under the First Amendment. Commentators and legislators, however, have questioned whether these social media platforms are living up to their reputation as digital public forums. Some have expressed concern that these sites are not doing enough to counter violent or false speech. At the same time, many argue that the platforms are unfairly banning and restricting access to potentially valuable speech. Currently, federal law does not offer much recourse for social media users who seek to challenge a social media provider's decision about whether and how to present a user's content. Lawsuits predicated on these sites' decisions to host or remove content have been largely unsuccessful, facing at least two significant barriers under existing federal law. First, while individuals have sometimes alleged that these companies violated their free speech rights by discriminating against users' content, courts have held that the First Amendment, which provides protection against state action, is not implicated by the actions of these private companies. Second, courts have concluded that many non-constitutional claims are barred by Section 230 of the Communications Decency Act, 47 U.S.C. § 230, which provides immunity to providers of interactive computer services, including social media providers, both for certain decisions to host content created by others and for actions taken "voluntarily" and "in good faith" to restrict access to "objectionable" material. Some have argued that Congress should step in to regulate social media sites. Government action regulating internet content would constitute state action that may implicate the First Amendment. In particular, social media providers may argue that government regulations impermissibly infringe on the providers' own constitutional free speech rights. Legal commentators have argued that when social media platforms decide whether and how to post users' content, these publication decisions are themselves protected under the First Amendment. There are few court decisions evaluating whether a social media site, by virtue of publishing, organizing, or even editing protected speech, is itself exercising free speech rights. Consequently, commentators have largely analyzed the question of whether the First Amendment protects a social media site's publication decisions by analogy to other types of First Amendment cases. There are at least three possible frameworks for analyzing governmental restrictions on social media sites' ability to moderate user content. Which of these three frameworks applies will depend largely on the particular action being regulated. Under existing law, social media platforms may be more likely to receive First Amendment protection when they exercise more editorial discretion in presenting user-generated content, rather than if they neutrally transmit all such content. In addition, certain types of speech receive less protection under the First Amendment. Courts may be more likely to uphold regulations targeting certain disfavored categories of speech such as obscenity or speech inciting violence. Finally, if a law targets a social media site's conduct rather than speech, it may not trigger the protections of the First Amendment at all.

Available in PDF, EPUB and Kindle. Book excerpt: The Tcl language and Tk graphical toolkit are simple and powerful building blocks for custom applications. The Tcl/Tk combination is increasingly popular because it lets you produce sophisticated graphical interfaces with a few easy commands, develop and change scripts quickly, and conveniently tie together existing utilities or programming libraries. One of the attractive features of Tcl/Tk is the wide variety of commands, many offering a wealth of options. Most of the things you'd like to do have been anticipated by the language's creator, John Ousterhout, or one of the developers of Tcl/Tk's many powerful extensions. Thus, you'll find that a command or option probably exists to provide just what you need. And that's why it's valuable to have a quick reference that briefly describes every command and option in the core Tcl/Tk distribution as well as the most popular extensions. Keep this book on your desk as you write scripts, and you'll be able to find almost instantly the particular option you need. Most chapters consist of alphabetical listings. Since Tk and mega-widget packages break down commands by widget, the chapters on these topics are organized by widget along with a section of core commands where appropriate. Contents include: Core Tcl and Tk commands and Tk widgets C interface (prototypes) Expect [incr Tcl] and [incr Tk] Tix TclX BLT Oratcl, SybTcl, and Tclodbc
