Houstoun, a Scots surgeon em ployed for many years in the Company's factory at Cartagena, attributes the failure of its slave trade to its original exclusion from the cheapest slave-markets by the Royal African Company,1 but this disability ended in 1721 when an arrangement was made by which the South Sea Company engaged to procure all its slaves from the African Company at the rate of £22, 105. 'per piece' from the Gold Coast, Accra or Whydah, and £18, los. 'per piece' from Angola.2 In any case, it would not account for the unsuccessful voyages of the trading-ship. Nor can they be ascribed to its huge over capitalisation. In 1722 over was sunk in South Sea stock, and no doubt before the trading department was divided in 1723 from that which dealt with annuities, the con cessions of 1713 gave far too little scope for returns of sufficient magnitude to provide a considerable dividend on so vast a sum. Yet in fact the returns were inadequate even in relation to the comparatively small capital appropriated to the American trade, and this.
