Book excerpt: This second and fully revised edition brings together some of the most influential work on the theory and practice of contemporary EU environmental policy. Comprising five comprehensive parts, it includes in-depth case studies of contemporary policy issues such as climate change, genetically modified organisms and trans-Atlantic relations, as well as an assessment of how well the EU is responding to new challenges such as enlargement, environmental policy integration and sustainability. The book's aim is to look forward and ask whether the EU is prepared or even able to respond to the 'new' governance challenges posed by the perceived need to use 'new' policy instruments and processes to 'mainstream' environmental thinking in all EU policy sectors.

Available in PDF, EPUB and Kindle. Book excerpt: Voluntary environmental agreements (VEAs) – generally agreements between government and business – have been regarded by many as a key new instrument for meeting environmental objectives in a flexible manner. Their performance to date has, however, also led to considerable criticism, with several parties arguing that they are methods for avoiding real action that goes beyond "business-as-usual". Is either of these positions justified? The aim of this book is to highlight and learn the lessons from existing experience, looking not just at results but also at specific elements of agreements and also at the process of the agreement itself. Lessons are drawn from experience from across the world, covering the full range of environmental challenges, and from the perspective of key stakeholder groups. Importantly, the book also presents tools for assessing and improving existing agreements and includes recommendations and guidelines for future agreements in key areas such as climate change. It also deals at length with the problem of how such agreements might be used in developing and transitional economies. The overall view of the book is that there is a real potential for the future use of VEAs as part of the policy mix and as a tool for sharing the responsibility for meeting environmental objectives. For the agreements to play this role, however, significant steps are needed to ensure that they are effective, efficient, equitable and appropriately linked to a portfolio of other instruments. The book is divided into four sections. First, existing agreements, their development and efficacy are considered; second, the prospects for voluntary agreements in developing and transitional economies are discussed; third, a range of authors examine the role of VEAs as part of the policy mix to combat climate change; and, finally, the book concludes with an examination of how new tools for evaluating and improving VEAs could be utilized in the future. Voluntary Environmental Agreements will be of interest not only to academics, governments and businesses wishing to understand this specific instrument, but also to those already implementing or considering applying VEAs to meet their environmental objectives.

Book excerpt: "Despite more than 25 years of Community Environmental Policy - which has been successful in its own terms - general environmental quality in the European Union is not recovering significantly, and in some areas, it is worsening. This present report confirms both that situation and the fact that the unsustainable development of some economic sectors is the major barrier to improvement. Up to now what has been missing has been an assessment of whether the actual economic, sectoral and environmental policies over the next decade or so will bring improvements, or whether there are trends and developments pushing us off target and seriously challenging substantial progress. This report is designed to address this issue, providing information on the current state and future trends that is of direct use for deciding on sound and effective measures to really improve and protect the environment and move towards more sustainable development."--Editor.

Book excerpt: This title was first published in 2002: The adoption of the 1999 Gothenburg Protocol within the Convention on Long-Range Transboundary Air Pollution (CLRTAP) and the 2001 EU National Emission Ceilings (NEC) directive has made for much stronger European air pollution policies. This volume offers the first in-depth analysis available of this key development. Central questions discussed include: -What role did the three new Green member states joining the EU in 1995 play in this development? -Will these significantly stronger policies only be followed by weaker implementation? -Why are the EU emission ceilings more ambitious than those of CLRTAP? -Do these more ambitious EU NEC emission ceilings and wider trends such as EU enlargement signal that CLRTAP is fading away as a central forum for European policy development? Decision makers, negotiators and international and non-governmental organizations will benefit from this book as it discusses important institutional issues. Students and academics will also find it extremely useful.

Book excerpt: The Future of European Union Environmental Politics and Policy investigates the trajectory of European Union (EU) environmental policy and reflects on how this hugely vital policy area of the EU has evolved over the decades. Gathering together a selection of the leading scholars working on European environmental policy, the volume assesses the extent to which change has occurred in important dimensions of EU environmental policy research. These dimensions include the EU’s values and approaches; the provision of leadership; the possibilities of Brexit and the dismantling of policies; policy instruments and climate change; policy implementation and enforcement; and policy evaluation. The contributors situate their research in the context of current developments and conditions, including the global economic challenges and the rise of political challenges to both European governance and integration. Each chapter reviews the EU environmental policy over the long term and assesses the implications of current developments for the future health of European environmental policy, European integration and the environment itself. The Future of European Union Environmental Politics and Policy will be of great interest to scholars of environmental politics, environmental governance and EU policy. The chapters were originally published as a special issue of Environmental Politics.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the development of a European environmental conscience through successive steps of European integration in energy policy. In the 1960s-70s, the world was slowly beginning to realise that environment degradation was not sustainable. With phenomena such as acid rain, it became clear that pollution did not stop at national boundaries and the European environmental conscience developed in parallel to such growing environmental concerns. The oil crisis in 1973 was a turning point in the integration process for both energy policy and environment policy, and while further integration towards the European energy policy failed; the environmental policies took shape in measures such as energy saving. The Commission incorporated both energy and environmental policies into the EU policy canon and built an institutional framework, responding to the insufficiency of national policy answers and the developing environmental conscience of the European people. This book will be of interest to students and scholars of European Integration, European Union politics and history and environmental politics and policy.

Available in PDF, EPUB and Kindle. Book excerpt: The emergence of a common security and foreign policy has been one of the most contentious issues accompanying the integration of the European Union. In this book, Michael Smith examines the specific ways foreign policy cooperation has been institutionalized in the EU, the way institutional development affects cooperative outcomes in foreign policy, and how those outcomes lead to new institutional reforms. Smith explains the evolution and performance of the institutional procedures of the EU using a unique analytical framework, supported by extensive empirical evidence drawn from interviews, case studies, official documents and secondary sources. His perceptive and well-informed analysis covers the entire history of EU foreign policy cooperation, from its origins in the late 1960s up to the start of the 2003 constitutional convention. Demonstrating the importance and extent of EU foreign/security policy, the book will be of interest to scholars, researchers and policy-makers.

Available in PDF, EPUB and Kindle. Book excerpt: Having realized that its traditional mode of coordinating--essentially issuing regulation--no longer commands sufficient political support, the European Union (EU) has turned to what are increasingly referred to as 'new' modes of governance, which rely upon different actors working together in relatively non-hierarchical networks. This book provides the first extended account of how effective they are at addressing 'wicked' policy problems which simultaneously demand greater levels of horizontal and vertical coordination. Taking, as an example, the thirty year struggle to integrate environmental thinking into all areas and levels of EU policy making, it offers a stark reminder that networked governance is not and is unlikely ever to be a panacea. In doing so, it strips away some of the rhetorical claims made about the novelty and appeal of 'new' modes, to reveal a much more sober and realistic appraisal of their coordinating potential.
