Book Synopsis Governing the Island of Montreal by : Andrew Sancton
Download or read book Governing the Island of Montreal written by Andrew Sancton and published by Univ of California Press. This book was released on 2023-04-28 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: Located at the junction of the St. Lawrence and Ottawa rivers, Montreal Island is the main contact point between French and English Canadians. Prior to Quebec's "Quiet Revolution" of the 1960s, local governments in Montreal both reflected and perpetuated the mutual isolation of French and English. Residential concentration in autonomous suburbs, together with self-contained networks of schools and social services, enabled English-speaking Montrealers to control the city's economy and to conduct their community's affairs with little regard for the French-speaking majority. The modernization of the Quebec state in the 1960s dramatically challenged this arrangement. The author demonstrates how the English-speaking politicians in cooperation with certain French-speaking allies have succeeded in preventing the wholesale adoption of ambitious schemes for metropolitan reorganization. He describes the workings of a society divided by language and ethnicity, where the pervasiveness of the politics of language impedes all plans for comprehensive metropolitan reform. Book Synopsis Shifting Sands by : Joan Price Boase
Download or read book Shifting Sands written by Joan Price Boase and published by McGill-Queen's Press - MQUP. This book was released on 1994-03-01 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the 1970s and 1980s policymaking in the complex area of regulatory legislation of the health disciplines became both increasingly important and increasingly difficult for the Canadian provinces. In this comparative study Joan Boase traces the evolution of relationships among governments and health care interest groups in four provinces - Ontario, Quebec, Nova Scotia, and Alberta - and finds that, although they have faced similar problems, they have responded in different ways. She employs several theoretical approaches to explain these different responses, including community/policy networks, institutionalism, and state traditions, and uses case studies to illustrate the intense interest group activity that has occurred in this sector. Boase reaches three conclusions: (1) with the development of a national health insurance plan there has been a shift in the actions of government from reliance on interest group liberalism towards concerted efforts to plan the structure of the welfare system; (2) the different systems of interest intermediation that evolved in the provinces reflected the underlying political and administrative culture and institutional structures within the provinces; and (3) the unique proactive approach taken by Ontario in the 1980s was a deliberate effort to modify the institutional arrangements through which groups had traditionally influenced policy. Boase suggests that the complexities of modern government and the move towards redistributive politics will lead the state to make extraordinary efforts to control its environment in the future. Shifting Sands will be of particular interest to health care specialists, policy-makers, and legislators as well as activists.
Book Synopsis The Emergence of Social Security in Canada by : Dennis T. Guest
Download or read book The Emergence of Social Security in Canada written by Dennis T. Guest and published by UBC Press. This book was released on 1997-01-01 with total page 408 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the major influences shaping the Canadian welfare state. A central trend in Canadian social security over most of the twentieth century has been a shift from a 'residual' to an 'institutional' concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.
