Book excerpt: In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored. This book attempts to analyze the effects on provincial police in Alberta and Saskatchewan of various social phenomena ranging from political radicals and vagrants to prohibition bootleggers and black market profiteers. These factors placed enormous demands on the development of policing and had a significant impact on three specific and interrelated areas: first, the professionalization of police organizations within society, as evidenced by changes in policing technology, varying political agendas, and, perhaps most importantly, within the police organizations themselves; second, the shifting of focus away from the "dangerous classes" and social agitators towards investigative procedures required for solving serious crime; and finally, the impact of policing on the rates of crime as influenced by the role of police officers as agents of social change and the value of social service in strengthening community and reducing the motivation towards criminal activity. The book concludes with an examination of the transition between federal and provincial responsibilities for policing in the two provinces, the reasons for the disbandment of the provincial police forces, and the broader issues of police development and the rationalization of policing in modern society.

Book excerpt: The Canadian tariff has been a singularly faithful mirror of economic and political change in this country, but it is a glass through which much has been seen darkly. This study is an attempt to improve the view. It traces the administration of the tariff through Canadian history, and provides the first complete treatment of the subject and its significance for the country's commerce. Dr. Blake's work begins with customs administration during the French régime, and follows with the British period---the struggle for responsible government, the problem of smuggling, and the establishment of free ports. The author discusses such early problems as customs union in the Canadas, reciprocity and the Galt tariff, and ad valorem duties and their administrative consequences. Confederation and its effect on customs administration are analysed, as are the tariff schedule up to modern times, valuation and the effects of war, and the system and problems of appraisement. The customs establishment since Confederation is studied under such heads as organization, problems of adjustment, and political patronage in the service. Finally, the Canadian Tariff Board is put under examination. This study does not constitute an argument on either side of the policy controversy as regards free trade or protection nor is it a linearly historical treatment of Canadian commercial policy. It is an attempt to fit into the Canadian environment certain more or less theoretical concepts which may serve to explain the tariff as an important economic institution. It will be of interest to students of Canadian economic history, particularly in the area of national revenue.
