In the non-digital dimension, the eastern superpower has made gigantic investments in its Belt and Road Initiative, which include the development of a massive network of highways, industrial centers, harbors, pipelines and bridges, among many other works of infrastructure. These investments allow for the connection of more than 60 countries worldwide, guaranteeing China s energetic security, easier conditions for trading goods and services and, perhaps more importantly, a significant influence in the political and economic events of the world. States with political regimes as diverse as those of Russia and India are part of this growing network; in various cases, in exchange for the benefits associated wi th being part of it, major concessions were made. By way of illustration, Sri Lanka and Pakistan, among others, given their lack of capacity to pay for sorne of the works, have agreed to forfeit control of specific areas of their territories.

The rise of the BRICS countries – Brazil, Russia, India, China, and South Africa – has called into question the future of Western dominance in world markets and geopolitics. However, the developmental trajectories of the BRICS countries are shot through with socio-economic fault lines that relegate large numbers of people to the margins of current growth processes, where life is characterized by multiple and overlapping vulnerabilities. These socio-economic fault lines have, in turn, given rise to political convulsions across the BRICS countries, ranging from single-issue protests to sustained social movements oriented towards structural transformation. The contributions in this book focus on the ways in and extent to which these trajectories generate distinct forms and patterns of mobilization and resistance, and conversely, how popular struggles impact on and shape these trajectories. Even after a national government is democratized, subnational authoritarian 'enclaves' often continue to deny rights to citizens of local jurisdictions. Gibson offers new theoretical perspectives for the study of democratization in his exploration of this phenomenon. His theory of 'boundary control' captures the conflict pattern between incumbents and oppositions when a national democratic government exists alongside authoritarian provinces (or 'states'). He also reveals how federalism and the territorial organization of countries shape how subnational authoritarian regimes are built and how they unravel. Through a novel comparison of the late nineteenth-century American 'Solid South' with contemporary experiences in Argentina and Mexico, Gibson reveals that the mechanisms of boundary control are reproduced across countries and historical periods. As long as subnational authoritarian governments coexist with national democratic governments, boundary control will be at play.
