Using various case studies, it raises the question how actors living in these regions perform their belonging despite the apparent constraints of history and politics. In recent years, the Middle East has seen States attempts to shape buffer zones or safe zones in border regions, for example, in Syria’s borderlands in the aftermath of the civil war. Typically studies on in- between borders refer to three interrelated aspects: space (territorial, symbolic), power (states or non-state actors) and identity (definition of the self/other). In this volume, the authors investigate these axes of research through the notions of sovereignty and belonging in order to assess how these concepts may highlight in-betweenness through a political dimension. Stemming from a perception of the borders as processes, these various studies aim to explore the theoretical potential of in- between border spaces to re-think sovereignty and identity belonging in such interstitial zones. While notions such as heterotopia, margins, liminality, borderlands, buffer zones, no man’s land or frontiers will be explored, each case study highlights how actors, territory and powers relate to each other in order to improve our understanding of historical and political process that are shaping identities under spatial constraints. The chapters in this book were originally published as a special issue of the journal, Mediterranean Politics.

The 1990 Iraqi invasion of Kuwait was the gravest challenge yet posed to the system of small states established by Britain during its stay as a protecting power along the western Gulf littoral. Immediately, questions were raised about the origins of these tiny emirates: How had this territorial framework evolved? What was its raison d’être? How capable was this framework of withstanding serious internal and external upheaval such as that caused by the Iraqi invasion? This book reviews these and related concerns from a variety of informed perspectives: those of the boundary-maker himself, the international lawyer, the oil economist, and the political and historical geographer. The origins of the region’s framework of state territory are carefully scrutinised, as are the region’s borders and the contemporary disputes over their status. The period following the first Gulf War has witnessed an increase in the prevalence of Arabian territorial disputes. Some ae new, such as Saudi-Qatar, but most are established cyclical affairs. Although a complete explanation for these developments is premature, they have occurred as states in the region have been making clear moves to finalise the framework of Arabian state territory; only the Saudi-Yemen border remains indeterminate, albeit the subject of current negotiations. The book begins with a major scene-setting chapter by Richard Schofield. This is followed by chapters containing expert insights into the relationship between territory and indigenous notions of sovereignty, Britain’s role in drawing Arabian territorial limits (including a contribution from someone who drew up some of its boundaries), Iran-Kuwait disputes in particular, maritime boundaries, the hydrocarbon dimension, and concepts of shared political space. With many newly-drawn maps based on original research, this volume stands alone as a comprehensive reader on an issue that plays a dominant part in the regional geopolitics of the Gulf and Arabian Peninsula.

In Break all the Borders, Ariel I. Ahram examines the separatist movements that aimed to remake those borders and create new independent states. With detailed studies of the Islamic State in Iraq and Syria, the federalists in eastern Libya, the southern resistance in Yemen, and Kurdish nationalist parties, Ahram explains how separatists captured territory and handled the tasks of rebel governance, including managing oil exports, electricity grids, and irrigation networks. Ahram emphasizes that the separatism arose not just as an opportunistic response to state collapse. Rather, separatists drew inspiration from the legacy of Woodrow Wilson and ideal of self-determination. They sought to reinstate political autonomy that had been lost during the early and mid-twentieth century. Speaking to the international community, separatist promised a more just and stable world order. In Yemen, Syria, Iraq, and Libya, they served as key allies against radical Islamic groups. Yet their hopes for international recognition have gone unfulfilled. Separatism is symptomatic of the contradictions in sovereignty and statehood in the Arab world. Finding ways to integrate, instead of eliminate, separatist movements may be critical for rebuilding regional order.
