A team comprising members of the OECD LEED Secretariat and an external expert visited Serbia in February/March 2012 for a study visit to examine the role, both actual and potential, of social entrepreneurship, and the support which could be given to social enterprise to boost its potential performance. This report is based significantly on the preliminary report prepared by the local experts, the available statistics and on material gathered from the study visit, as well as research conducted both prior to, and after, the study visit.

Available in PDF, EPUB and Kindle. Book excerpt: In the last two decades, the quest for a widely accepted definition of social enterprise has been a central issue in a great number of publications. The main objective of the ICSEM Project (on which this book is based) was to show that the social enterprise field would benefit much more from linking conceptualisation efforts to the huge diversity of social enterprises than from an additional and ambitious attempt at providing an encompassing definition. Starting from a hypothesis that could be termed "the impossibility of a unified definition", the ICSEM research strategy relied on bottom-up approaches to capture the social enterprise phenomenon in its local and national contexts. This strategy made it possible to take into account and give legitimacy to locally embedded approaches, while simultaneously allowing for the identification of major social enterprise models to delineate the field on common grounds at the international level. Social Enterprise in Central and Eastern Europe – the last volume in a series of four ICSEM-based books on social enterprise worldwide — will serve as a key reference and resource for teachers, researchers, students, experts, policy makers, journalists and others who want to acquire a broad understanding of the social enterprise and social entrepreneurship phenomena as they emerge and develop in this region.

Book excerpt: This policy brief on Making the Most of the Social Economy's Contribution to the Circular Economy was produced by the OECD and the European Commission and is part of the LEED Paper series that presents innovative ideas and practical examples on how to boost local development and job creation (https://doi.org/10.1787/20794797). The brief defines concepts of both the circular and social economy and describes the potential of the social economy in supporting circular activities and related business models and in reinforcing uptake of circularity in our economies and societies. It finally identifies policy orientations that build on the complementarity of the social and circular economies, and help the social economy support circularity and drive a green and inclusive transition. Policy briefs are short reports designed for policy makers and practitioners, which are part of a series of documents produced by the OECD on social enterprises and social entrepreneurship with the support of the European Commission. The policy briefs, co-authored with the European Commission, cover a range of topics including the social economy and its contribution to the circular economy, scaling the impact of social enterprises and social impact measurement for social enterprises. The series also includes Good Practice Compendium for boosting Social Enterprise Development and in-depth country reviews on social entrepreneurship including recent studies on Brandenburg (Germany), Estonia, the Netherlands and Lithuania. These publications can be accessed at: https://www.oecd.org/cfe/leed/social-economy/.

Book excerpt: This book continues the discussion on the challenges that organizations face in order to implement sustainability, ethics, and effective corporate governance, all of which are important elements of “standing out” from other companies. Examining the background of the New European Consensus on development with the new guiding motto ‘Our World, Our Dignity, Our Future,’ the authors explore how this new legislation on sustainability issues around the world is forcing companies to deal directly with sustainability issues. The 2030 Agenda for Sustainable Development (2030 Agenda), adopted by the United Nations in September 2015, is the international community’s response to global challenges and trends in connection with sustainable development. With the Sustainable Development Goals (SDGs) at its core, the 2030 Agenda is a transformative political framework designed to eradicate poverty and achieve sustainable development globally. It balances the economic, social, and environmental dimensions of sustainable development, including the key issues of governance and peaceful and inclusive societies, and recognizes the essential interlinkages between its goals and targets, i.e., that they must be implemented as a whole and not selectively. The respective chapters in this volume raise a number of questions regarding corporate social responsibility, ethics, and corporate governance in the face of new technology, and new approaches to climate change and sustainability reporting.

Book excerpt: The origins of Estonian social enterprises can be traced back to at least the 19th century Soviet period when work integration was common. Socialism’s transition to a liberal free-market economy heavily influenced the evolution of social enterprises. Estonia’s current view of these enterprises as ‘civil society’ emerged from the third sector. Foreign aid and donations in the 1990s that have continued since 2002 have advanced the country’s civil society concept. Funding has also had a major influence on the social enterprise sector’s development. In this period, a number of civil society organisations developed a de facto social enterprise model. Use of the term ‘social enterprise’ can be traced back to 2005 in Estonia when the concept of ‘social entrepreneurship’ was first introduced. Currently, the terms social entrepreneurship and social enterprise are used interchangeably with little distinction between the former (mindset/trend cutting across different sectors—private, public and non-profit) and the latter (type of institution/ typology of enterprise).

Social enterprises are discussed as a sustainable business model with a clear social impact, a clearly defined target group, and a specific business purpose. The analyses consider economic, social, political and ecological benefits of social entrepreneurship in the context of contemporary strategic priorities in Europe. Recommendations are provided regarding needed support for social enterprises development and sustainability assurance.
