Book excerpt: A wide-ranging investigation of how supposedly transformative technologies adopted by law enforcement have actually made policing worse—lazier, more reckless, and more discriminatory American law enforcement is a system in crisis. After explosive protests responding to police brutality and discrimination in Baltimore, Ferguson, and a long list of other cities, the vexing question of how to reform the police and curb misconduct stokes tempers and fears on both the right and left. In the midst of this fierce debate, however, most of us have taken for granted that innovative new technologies can only help. During the early 90s, in the wake of the infamous Rodney King beating, police leaders began looking to corporations and new technologies for help. In the decades since, these technologies have—in theory—given police powerful, previously unthinkable faculties: the ability to incapacitate a suspect without firing a bullet (Tasers); the capacity to more efficiently assign officers to high-crime areas using computers (Compstat); and, with body cameras, a means of defending against accusations of misconduct. But in this vivid, deeply-reported book, Matt Stroud shows that these tools are overhyped and, in many cases, ineffective. Instead of wrestling with tough fundamental questions about their work, police leaders have looked to technology as a silver bullet and stood by as corporate interests have insinuated themselves ever deeper into the public institution of law enforcement. With a sweeping history of these changes, Thin Blue Lie is a must-read for anyone seeking to understand how policing became what it is today.

Book excerpt: With its integral treatment of ecosystem and resource management, this is the only overview of the field to address current thinking and future trends. All contributions have been written with the novice in mind, explaining the basics and highlighting recent developments and achievements. Unmatched in scope, this two-volume reference covers both traditional and well-established areas of marine biotechnology, such as biomass production, alongside such novel ones as biofuels, biological protection of structures and bioinspired materials. In so doing, it ties together information usually only found in widely dispersed sources to assemble a grand unified view of the current state of and prospects for this multi-faceted discipline. The combination of the breadth of topics and the focus on modern ideas make this introductory book especially suitable for teaching purposes and for guiding newcomers to the many possibilities offered by this booming field.

Available in PDF, EPUB and Kindle. Book excerpt: This book contains the most sustained and serious attack on mainstream, neoclassical economics in more than forty years. Richard R. Nelson and Sidney G. Winter focus their critique on the basic question of how firms and industries change overtime. They marshal significant objections to the fundamental neoclassical assumptions of profit maximization and market equilibrium, which they find ineffective in the analysis of technological innovation and the dynamics of competition among firms. To replace these assumptions, they borrow from biology the concept of natural selection to construct a precise and detailed evolutionary theory of business behavior. They grant that films are motivated by profit and engage in search for ways of improving profits, but they do not consider them to be profit maximizing. Likewise, they emphasize the tendency for the more profitable firms to drive the less profitable ones out of business, but they do not focus their analysis on hypothetical states of industry equilibrium. The results of their new paradigm and analytical framework are impressive. Not only have they been able to develop more coherent and powerful models of competitive firm dynamics under conditions of growth and technological change, but their approach is compatible with findings in psychology and other social sciences. Finally, their work has important implications for welfare economics and for government policy toward industry.

Book excerpt: As humanity enters the Anthropocene epoch the oceans are more at risk than ever before as a result of the increased exploitation of its resources. The Indian Ocean is the third largest ocean in the world comprising 20% of the water on the Earth's surface. The sea lanes in the Indian Ocean are among the busiest in the world with more than 80 percent of global seaborne trade in oil transiting through the Indian Ocean and its vital chokepoints and an estimated 40% of the world's offshore oil production comes from the Indian Ocean. The importance of this region cannot be underestimated and there is no doubt that there are many opportunities for economic growth and job creation presented by the waters washing the shores of the Indian Ocean Rim. In order to ensure a desirable future for humanity it is necessary to make use of the ocean’s resources in a sustainable and responsible manner. Climate change is affecting the Indian Ocean negatively, placing a strain on the ability to ensure food security and damaging the economies of small island states that depend on fisheries and aquaculture for their livelihoods. Increasing ocean temperatures and ocean acidification are taking a toll on ecosystems. This book is the first of its kind, providing fresh insights into the various aspects and impacts of the Blue Economy in the Indian Ocean Region: from shifting paradigms, to an accounting framework, gender dynamics, the law of the sea and renewable energy, this handbook aims at increasing awareness of the Blue Economy in the Indian Ocean Region and to provide evidence to policy-makers in the region to make informed decisions. The contributions are from a mixture of disciplines by scholars and experts from seven countries.
