Book excerpt: Excerpt from International Bimetallism BY invitation of the President and Fellows of Har vard University, I delivered a course of lectures on Bimetallism in that institution during the academic term now drawing to a close. Of those lectures this book is the public outcome. The material thus brought together is now published, the lecture form being aban doned, while the order of topics and the style of treat ment are preserved. I am much indebted to Prof. Willard Fisher, of Wesleyan University, and to Pres ident Andrews, of Brown University, for their gener ous assistance. Prof. Fisher has kindly read, not only the manuscript, but the proofs of this work. While he cannot, under the conditions of a hurried revision and publication, be held responsible for any errors which may still remain, I gladly acknowledge many valuable suggestions and corrections from his pen. While I began to write on money for the newspapers as early as 1858, my published works on the subject began with the issue of my large treatise in 1878. The year following I delivered a course of lectures in the Lowell Institute, of Boston, which were brought out in book form under the title Money, Trade, and Industry. I do not know that I have had occasion to change a single one of the opinions expressed in those volumes. The subject seems to me, as it has always seemed, a perfectly simple one if prejudice and passion are not allowed to obscure it. Book excerpt: Excerpt from Bimetallism: A Tract for the Times Let us consider these three questions in the order in which they are stated. I. Is bimetallism desirable, and this in a high degree? I say in a high degree, because it is admitted that for no trivial or transient advantage would it be worth while to set up such a system: What, then, are the advantages which the bimetallist looks to that system to afford? What are the benefits which he expects it to confer upon production and trade? About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from International Bimetallism and the Battle of the Standard It is Of course understood that among economic writers this contrast of methods exists only in widely varying degrees, and often is reduced to a mere divergence Of tendency. Still, if it were necessary to cite representatives Of the two schools, I should name Ricardo and de Tracy for the deductive, Roscher and Adolf Wagner for the historical school. Other writers, as Adam Smith for example, make use of both methods, sometimes one, sometimes the other. SO far as money is concerned, the theories of these two schools are clearly contrasted. The historical school says: Nature has granted to two metals the qualities necessary for money. No manual of poli tical economy, in enumerating the peculiar properties which have induced men to adopt gold and silver as money, makes any distinction between these two pre cions metals. History teaches us that, in spite of very imperfect monetary legislation, they have always been simultaneously used by civilized nations. If we seek abruptly to alter a situation which is the result of the gradual evolution of ages, we inflict profound and disastrous perturbation upon society. Let us then consecrate by legislation this natural and his torical fact, in establishing a bimetallic money. Book excerpt: Excerpt from The Case Against Bimetallism The effect is that the essays are not in the order which would have been adopted in a systematic treat ment of the Subject. If I had had time and strength, I should have endeavoured to recast them; but this is not possible for me, and an introduction like the present becomes necessary. The first essay, then - which I have now called The General Case against Bimetallism, and which, when it was first published in 1879 in the Fortnightly Review, was simply described as The Case against Bimetallism - deals with the whole argument from the point of View of the disorder and extravagance of bimetallic literature, and on the assumption that the main issue, to which I made the briefest reference in passing, had long since been decided. The reference is there, but the main topic is the extravagance of the language and argument of bimetallists as currency faddists. Book excerpt: Excerpt from Gold and Silver as Currency: In the Light of Experience, Historical, Economical, and Practical The division of labor, also, not only between the states and the peoples of a single country, but between the nations of the earth, is the highest type of universal civilization. The exchange of products, skilled labor, and inventions being the substance of commerce, is the bond of social inter course both at home and abroad. Every impediment in the way of building up our own commerce and extending our trade with other nations is a hindrance to the progress of civilization and a hindrance to the payment of our just debts, which can only be paid with our own products and the thrift of our own people. England, France, Germany, and Holland have purchased our securities with gold we cannot legislate their payment in silver. By the full amount of our foreign indebtedness, we are now under bonds to preserve a gold basis with those countries, and we cannot change it until we pay our debts, and then we will not want to. De stroying our credit is a very poor way to pay debts. Before the Civil War cotton was king, and supplied a larger volume of exchange on London than any other pro duct ih this Country. When the writer was in Egypt in 1859 cotton was a very scarce commodity in the port of Alexan dria; now every mill in New England and old England buys Egyptian cotton, and cheap labor in the valley of the Nile and in India affects the great staple of our Southern States unfavorably. We cannot prohibit its importation without promoting increased cultivation in Egypt and India. The Soudan is the natural cotton country of the world, and it is larger than the United States. England has long been reaching out for that prize and will get it soon. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from International Bimetallism and the Gresham Law: With Two Letters on Silver and Mr. Goshen's Currency Proposals A French silver franc contains 15 times more weight than the French gold franc. The United States silver dollar contains sixteen times as much silver as the United States dollar contains gold. There are three courses Open with reference to the world's two monetary intermediaries, and measures of value, gold and silver: (1) TO abolish them (ii.) TO let each metal find its value in proportion to the contents Of its value-giving factors; (iii) to get a temporary universal enforcement, by legislative enact ments, that both gold and silver shall be received in unlimited quantities by all mints and be made unlimited legal tender at fixed relation Of weight between the two metals. Bimetallism is unnatural, unscientific, and unworkable if the following propositions are true (1) that gold and silver are different substances; (2) that no two different substances can be exchanged for any length of time upon parallel lines Of quantities or values, neither can they be produced for any length Of time upon parallel lines Of cost.
