Book excerpt: The U.S. monetary system is based on paper money backed by the full faith and credit of the fed. gov't. The currency is neither valued in, backed by, nor officially convertible into gold or silver. Through much of its history, however, the U.S. was on a metallic standard of one sort or another. On occasion, there are calls to return to such a system. Such calls are usually accompanied by claims that gold or silver backing has provided considerable economic benefits in the past. This report reviews the history of the GS in the U.S. It clarifies the dates during which the GS was used, the type of GS in operation at the various times, and the statutory changes used to alter the GS and eventually end it. It is not a discussion of the merits of the GS. A print on demand oub.

Book excerpt: What is money, and how does it work? In this tour de force of political, cultural, and economic history, Felix Martin challenges nothing less than our conventional understanding of one of humankind’s greatest inventions. Martin describes how the Western idea of money emerged in the ancient world, and was shaped over the centuries by tensions between sovereigns and the emerging middle classes. Money, he argues, has always been an intensely political instrument, and that it is our failure to remember this that led to the crisis in our financial system and the Great Recession. He concludes with practical solutions for making money serve us—and, in an introduction and epilogue new to this edition, a discussion of what Bitcoin and other cryptocurrencies mean for money's future. From John Locke to Montesquieu, from Sparta to the Soviet Union, Money is a far-ranging and magisterial work of history and economics, with profound implications for the world today.

Available in PDF, EPUB and Kindle. Book excerpt: A History of Money looks at how money as we know it developed through time. Starting with the barter system, the basic function of exchanging goods evolved into a monetary system based on coins made up of precious metals and, from the 1500s onwards, financial systems were established through which money became intertwined with commerce and trade, to settle by the mid-1800s into a stable system based upon Gold. This book presents its closing argument that, since the collapse of the Gold Standard, the global monetary system has undergone constant crisis and evolution continuing into the present day.

Available in PDF, EPUB and Kindle. Book excerpt: This book traces the history from colonial times to the present of the monetary powers exercised by the Congress under the Constitution. It follows the evolution of the American banking and monetary system from the perspective of specific provisions in the Constitution that authorize the government to coin money and regulate its value. The author critically examines how far the development of the contemporary money and banking system has pushed beyond the narrow powers spelled out in the Constitution. He shows how changes in congressional legislation, Supreme Court decisions on precedent-setting cases, and the evolution of central banking powers within the Federal Reserve System have expanded the scope of the federal government's monetary powers. Yet, the author views this history within the context of private limits to the authority of Congress and the Congress's distrust of lodging the central bank within the Executive branch, preferring instead to respect an independent central banking tradition. The Hamiltonian tradition, he concludes, still offers the best institutional arrangement to confront unstable markets and destabilizing political influence.

Book excerpt: Benjamin Franklin (January 17, 1706 - April 17, 1790) was one of the Founding Fathers of the United States and in many ways was "the First American." A world-renowned polymath, Franklin was a leading author, printer, political theorist, politician, postmaster, scientist, inventor, civic activist, statesman, and diplomat. As a scientist, he was a major figure in the American Enlightenment and the history of physics for his discoveries and theories regarding electricity. As an inventor, he is known for the lightning rod, bifocals, and the Franklin stove, among other inventions. He facilitated many civic organizations, including Philadelphia's fire department and a university. Franklin earned the title of "The First American" for his early and indefatigable campaigning for colonial unity; as an author and spokesman in London for several colonies, then as the first United States Ambassador to France, he exemplified the emerging American nation. Franklin was foundational in defining the American ethos as a marriage of the practical values of thrift, hard work, education, community spirit, self-governing institutions, and opposition to authoritarianism both political and religious, with the scientific and tolerant values of the Enlightenment. In the words of historian Henry Steele Commager, "In a Franklin could be merged the virtues of Puritanism without its defects, the illumination of the Enlightenment without its heat." To Walter Isaacson, this makes Franklin "the most accomplished American of his age and the most influential in inventing the type of society America would become." Franklin, always proud of his working class roots, became a successful newspaper editor and printer in Philadelphia, the leading city in the colonies. With two partners he published the Pennsylvania Chronicle, a newspaper that was known for its revolutionary sentiments and criticisms of the British policies. He became wealthy publishing Poor Richard's Almanack and The Pennsylvania Gazette. Franklin was also the printer of books for the Moravians of Bethlehem, Pennsylvania (1742 on). Franklin's printed Moravian books (printed in German) are preserved, and can be viewed, at the Moravian Archives located in Bethlehem. Franklin visited Bethlehem many times and stayed at the Moravian Sun Inn. For many years he was the British postmaster for the colonies, which enabled him to set up the first national communications network. He was active in community affairs, colonial and state politics, as well as national and international affairs. From 1785 to 1788, he served as governor of Pennsylvania. Toward the end of his life, he freed his own slaves and became one of the most prominent abolitionists. His colorful life and legacy of scientific and political achievement, and status as one of America's most influential Founding Fathers, have seen Franklin honored on coinage and the $100 bill; warships, the names of many towns, counties, educational institutions, namesakes, and companies, and, more than two centuries after his death, countless cultural references. In 1736, Franklin created the Union Fire Company, one of the first volunteer firefighting companies in America. In the same year, he printed a new currency for New Jersey based on innovative anti-counterfeiting techniques he had devised. Throughout his career, Franklin was an advocate for paper money, publishing A Modest Enquiry into the Nature and Necessity of a Paper Currency in 1729, and his printer printed money. He was influential in the more restrained and thus successful monetary experiments in the Middle Colonies, which stopped deflation without causing excessive inflation. In 1766 he made a case for paper money to the British House of Commons. As he matured, Franklin began to concern himself more with public affairs. In 1743, he set forth a scheme for The Academy, Charity School, and College of Philadelphia.

Available in PDF, EPUB and Kindle. Book excerpt: This paper marks the launch of a new IMF series, Fintech Notes. Building on years of IMF staff work, it will explore pressing topics in the digital economy and be issued periodically. The series will carry work by IMF staff and will seek to provide insight into the intersection of technology and the global economy. The Rise of Digital Money analyses how technology companies are stepping up competition to large banks and credit card companies. Digital forms of money are increasingly in the wallets of consumers as well as in the minds of policymakers. Cash and bank deposits are battling with so-called e-money, electronically stored monetary value denominated in, and pegged to, a currency like the euro or the dollar. This paper identifies the benefits and risks and highlights regulatory issues that are likely to emerge with a broader adoption of stablecoins. The paper also highlights the risks associated with e-money: potential creation of new monopolies; threats to weaker currencies; concerns about consumer protection and financial stability; and the risk of fostering illegal activities, among others.

Book excerpt: "[What is Money? and The Credit Theory of Money is] the best pair of articles on the nature of money written in the twentieth century." -L. Randall Wray, professor of Economics, Bard College (2004) What is Money? (1913) is one of two important articles written by British economist Alfred Mitchell-Innes about money and credit. This publication includes a positive review by John Maynard Keynes. Together with Mitchell-Innes' other article, The Credit Theory of Money (also available from Cosimo Classics), it influenced Modern Monetary Theory, which states that governments can print as much money as they need without having to borrow or tax to finance spending. What is Money? is essential reading for students of monetary theories and economic history.
