Book excerpt: Over the fifty years between 1940 and 1990, the countries of eastern Africa were embroiled in a range of debilitating and destructive conflicts, starting with the wars of independence, but then incorporating rebellion, secession and local insurrection as the Cold War replaced colonialism. The articles gathered here illustrate how significant, widespread, and dramatic this violence was. In these years, violence was used as a principal instrument in the creation and consolidation of the authority of the state; and it was also regularly and readily utilised by those who wished to challenge state authority through insurrection and secession. Why was it that eastern Africa should have experienced such extensive and intensive violence in the fifty years before 1990? Was this resort to violence a consequence of imperial rule, the legacy of oppressive colonial domination under a coercive and non-representative state system? Did essential contingencies such as the Cold War provoke and promote the use of violence? Or, was it a choice made by Africans themselves and their leaders, a product of their own agency? This book focuses on these turbulent decades, exploring the principal conflicts in six key countries – Kenya, Uganda, Sudan, Ethiopia, Somalia and Tanzania. This book was published as a special issue of the Journal of Eastern African Studies.

The protagonists are not volunteers from afar but rather Somali locals caring for each other: nurses, aid workers, policymakers, drivers, community health workers, and bureaucrats. The contributions of locals are often taken for granted, and the competencies, aspirations, and effectiveness of local staffers frequently remain muted or absent from the planning and evaluation of humanitarian interventions structured by outsiders. Relief work is traditionally imagined as politically neutral and impartial, and interventions are planned as temporary, extraordinary, and distant. Carruth provides an alternative vision of what "humanitarian" response means in practice—not driven by International Humanitarian Law, the missions of Western relief organizations, or trends in the aid industry or academia but instead by what Somalis call samafal. Samafal is structured by the cultivation of lasting relationships of care, interdependence, kinship, and ethnic solidarity. Samafal is also explicitly political and potentially emancipatory: humanitarian responses present opportunities for Somalis to begin to redress histories of colonial partitions and to make the most out of their political and economic marginalization. By centering Love and Liberation around Somalis' understanding and enactments of samafal, Carruth offers a new perspective on politics and intervention in Africa.

Joanna Lewis exposes how they rapidly recovered, mobilising their networks, social capital and professional skills. Crucial to the recovery of the now breakaway state of (former British) Somaliland, these women bore a huge burden, but inspired the next generation, with many today caught between London and a humanitarian impulse to return home. Lewis reveals three histories. Firstly, the women's personal history, helping us to understand resilience as an individual, lived historical process that is both positive and negative, and both inter- and intra-generational. Book excerpt: The recent histories of Italy and Somalia are closely linked. Italy colonized Somalia from the end of the 19th century to 1941, and held the territory by UN mandate from 1950 to 1960. Italy is also among the destination countries of the Somali diaspora, which increased in 1991 after civil war. Nonetheless, this colonial and postcolonial cultural encounter has often been neglected. Critically evaluating Gilles Deleuze and Fx Guattaris concept of minor literature, as well as drawing on postcolonial literary studies, The Somali Within analyses the processes of linguistic and cultural translation and self-translation, the political engagement with race, gender, class and religious discrimination, and the complex strategies of belonging and unbelonging at work in the literary works in Italian by authors of Somali origins. Brioni proposes that the minor Somali Italian connection might offer a major insight into the transnational dimension of contemporary Italian literature and Somali culture.
