Book Synopsis Biennial Budgeting by : Susan J. Irving
Download or read book Biennial Budgeting written by Susan J. Irving and published by DIANE Publishing. This book was released on 2000-10 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congress has periodically expressed interest in converting the Fed. budget process from an annual to a biennial cycle (BC). However, proposals to move to a BC raise a number of concerns. Both opponents and proponents of a BC have used states' experiences to support their positions. Currently, 23 states have all or part of their budget on a BC. This report studies the BC process of Arizona, Connecticut, and Ohio in detail. It examines how: (1) Arizona and Connecticut implemented their transition from an annual to a BC; (2) each of the 3 states budgets in the off year of its cycle, and (3) each of the states incorporates legislative oversight and program evaluation into its BC. Book excerpt: Proponents of biennial budgeting have generally advanced three arguments-that a two-year budget cycle would (1) reduce congressional workload by eliminating the need for annual review of routine matters; (2) reserve the second session of each Congress for improved congressional oversight and program review; and (3) allow better long-term planning by the agencies that spend federal funds at the federal, state, or local level.
Book Synopsis Financial Strategy for Public Managers by : Sharon Kioko
Download or read book Financial Strategy for Public Managers written by Sharon Kioko and published by . This book was released on 2017-09-07 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Financial Strategy for Public Managers is a new generation textbook for financial management in the public sector. It offers a thorough, applied, and concise introduction to the essential financial concepts and analytical tools that today's effective public servants need to know. It starts "at the beginning" and assumes no prior knowledge or experience in financial management. Throughout the text, Kioko and Marlowe emphasize how financial information can and should inform every aspect of public sector strategy, from routine procurement decisions to budget preparation to program design to major new policy initiatives. They draw upon dozens of real-world examples, cases, and applied problems to bring that relationship between information and strategy to life. Unlike other public financial management texts, the authors also integrate foundational principles across the government, non-profit, and "hybrid/for-benefit" sectors. Coverage includes basic principles of accounting and financial reporting, preparing and analyzing financial statements, cost analysis, and the process and politics of budget preparation. The text also includes several large case studies appropriate for class discussion and/or graded assignments.

Book Synopsis Guidelines for Public Expenditure Management by : Mr.Jack Diamond
Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Book excerpt: The call for a biennial budget included in Vice President Gore's plan to "reinvent" government, entitled National Performance Review (NPR), is not a new one. During the past two decades five proposals for a two-year budget cycle have appeared in congressional bills and have been discussed in reports issued by government and independent agencies. In this working paper, Levy Institute Resident Scholar Charles J. Whalen summarizes these proposals, describes their differences, presents the arguments in support of and against a federal biennial budget, and assesses these arguments.

Download or read book The Price of Government written by David Osborne and published by Basic Books. This book was released on 2009-04-29 with total page 386 pages. Available in PDF, EPUB and Kindle. Book excerpt: Government is broke. The 2004 federal deficit is the highest in U.S. history. The states have suffered three years of record shortfalls. Cities, counties, and school districts are laying off policemen and teachers, closing schools, and cutting services. But the fiscal pain won't go away, and the bankrupt ideologies of left and right offer little guidance. The Price of Government presents a radically different approach to budgeting -- one that focuses on buying results for citizens rather than cutting or adding to last year's spending programs. It advocates consolidation, competition, customer choice, and a relentless focus on results to save millions while improving public services.
