Book excerpt: This Technical Assistance report highlights that setting up a liquidity forecasting framework would go a long way in establishing a key building block allowing the Royal Monetary Authority of Bhutan (RMA) to fulfil its legal mandate to formulate and implement monetary policy in ways better aligned with current central bank practices. The structural liquidity surplus, mainly due to foreign reserves accumulation, has been broadly stable in the absence of RMA intervention. The paper discusses that the volatility of autonomous factors and the fragmentation of the money market justify ambitious steps by the RMA towards setting up a liquidity management framework. The mission identified several constraints and gaps that need to be addressed to support the effectiveness of a liquidity forecasting framework. The mission’s recommendations presented in the report aim at streamlining the processing of the Government’s financial transactions and cash balances. Looking ahead, monetary policy transmission would benefit from developing RMA’s liquidity forecasting and management capacity.

One reason lies in the colonial economy, which was predicated on an ideology of white supremacy, creating an enclave formal economy employing one-fifth of the labour force. Yet over three decades after independence, the non-formal segment has become even more entrenched. This book assesses Zimbabwe's economy through three main phases: 1980- 0 when a strong social policy framework proved difficult to sustain due to erratic growth, and 1991- 6, when "structural adjustment" demanded a market-driven approach to development. The third phase is characterized by crisis-management leading to policy inconsistencies and reversals. Not surprisingly, such incoherence saw the economy descend into hyperinflation and paralysis in 2007- 8, leading to the signing of the Global Political Agreement in September 2008. In the absence of formal dollarization, economic recovery after the adoption of the multi-currency regime has remained fragile, leaving an estimated 70 per cent of the population outside the banking system. This has further entrenched uneven (enclave) growth as the economy remains locked in a low-income poverty trap. There is a need to facilitate transition towards formality to promote decent jobs. Furthermore, a strategic, developmental role for the state in the economy is now widely recognized as vital for development. Beyond the Enclave argues for a new approach to development in Zimbabwe based on pro-poor and inclusive strategies, which will contribute to the well-being of all of its citizens and wise stewardship of its resources. It offers suggestions on policy formulation, implementation, monitoring and evaluation in all sectors, designed to promote inclusive growth and humane development.

The author explores the RMA hypothesis both theoretically and historically. The book argues that the conduct of an RMA has to be examined as a form of strategic behaviour, which means that, of necessity, it must "work" as strategy works. The great RMA debate of the 1990s is reviewed empathetically, though sceptically, by the author, with every major school of thought allowed its day in court. The author presents three historical RMAs as case studies for his argument: those arguably revealed in the wars of the French Revolution and Napoleon; in World War I; and in the nuclear age. The focus of his analysis is how these grand RMAs functioned strategically. The conclusions that he draws from these empirical exercises are then applied to help us understand what, indeed, is - and what is not - happening with the much vaunted information-technology-led RMA of today.

From the beginning of the very creation of life, the feeling of lack of something or the vision of emptiness/void has been embedded by the creator in all living beings. While recognizing different things as well as the absence of one of these things are easy, it is not so easy to fathom the complete nothingness viz. the universal void. Although we have a very good understanding of nothingness or, equivalently, a zero today, our forefathers had devoted countless hours and arrived at the representation and integration of zero and its compatibility not only with all non-zero numbers but also with all conceivable environments only after many painstaking centuries. Zero can be viewed/perceived in two distinct forms: (i) as a number in our mundane affairs and (ii) as the horrific void or Absolute Reality in the spiritual plane/the ultimate state of mind. Presented are the reasons why zero is a landmark discovery and why it has the potential to conjure up in an intense thinker the dreadful nothingness unlike those of other numbers such as 1, 2, and 3. Described are the representation of zero and its history including its deeper understanding via calculus, its occurrences and various roles in different countries as well as in sciences/engineering along with a stress on the Indian zero that is accepted as the time-invariant unique absolute zero. Although the 'Revolution in Military Affairs' (RMA) concept has enjoyed significant academic attention, the varying paths and patterns of military innovation in divergent strategic settings have been overlooked. This book seeks to rectify this gap by addressing the broad puzzle of how the global diffusion of RMA-oriented military innovation – the process of international transmission, communication, and interaction of RMA-related military concepts, organizations, and technologies - has shaped the paths, patterns, and scope of military innovation of selected small states. In a reverse mode, how have selected small states influenced the conceptualization and transmission of the RMA theory, processes, and debate? Using Israel, Singapore and South Korea as case studies, this book argues that RMA-oriented military innovation paths in small states indicate predominantly evolutionary trajectory, albeit with a varying patterns resulting from the confluence of three sets of variables: (1) the level of strategic, organizational, and operational adaptability in responding to shifts in the geostrategic and regional security environment; (2) the ability to identify, anticipate, exploit, and sustain niche military innovation – select conceptual, organizational, and technological innovation intended to enhance the military’s ability to prepare for, fight, and win wars, and (3) strategic culture. While the book represents relevant empirical cases for testing the validity of the RMA diffusion hypotheses, from a policy-oriented perspective, this book argues that these case studies offer lessons learned in coping with the security and defence management challenges posed by military innovation in general.
