This is for two reasons: first, public reason is unable accommodate diverse perspectives in determining a regulative ideal. Second, regulative ideals are unable to respond to social change. While models based on public reason focus on the justification of principles, this book suggests that we need to orient our normative theories more toward discovery and experimentation. The book develops a unique approach to social contract theory that focuses on diverse perspectives. It offers a new moral stance that author Ryan Muldoon calls, "The View From Everywhere," which allows for substantive, fundamental moral disagreement. This stance is used to develop a bargaining model in which agents can cooperate despite seeing different perspectives. Rather than arguing for an ideal contract or particular principles of justice, Muldoon outlines a procedure for iterated revisions to the rules of a social contract. It expands Mill's conception of experiments in living to help form a foundational principle for social contract theory. By embracing this kind of experimentation, we move away from a conception of justice as an end state, and toward a conception of justice as a trajectory. In particular, the book is concerned with examining if, and how, these shifts have significantly altered how we think about peacebuilding beyond the ‘liberal peacebuilding’ paradigm. To do so, the book engages with the logic of critique that has led to the emergence of different theoretical approaches to peacebuilding, from hands-on institutionalisation, to the ‘local turn’. It uses the case of Kosovo to understand how a lessons-learnt approach facilitated the shift towards more invasive and intrusive forms of peacebuilding first. However, it is also crucial to understanding the recent local turn, as the rise of local ownership discourses in Kosovo is fundamentally tied to the critiques of extensive international missions, and the associated resistance and marginalisation of local agency. The book examines the implications of the framing of ‘everyday’ agency in order to assess the extent to which these bottom-up approaches have been able to by-pass the problems attributed to the liberal peace approach. It argues that despite its critical and radical intentions, the local turn retains certain foundational modernist and positivist qualities that have so far characterised the very mainstream approaches these critiques claim to transcend. This book will be of much interest to students of peacebuilding, statebuilding, peace and conflict studies, security studies and International Relations in general.

Traditional hierarchical government has been challenged by new governance instruments relying on negotiations instead of command and control. Alongside this development there has been a change in the time-framing of politics and steering. Traditional politics implicitly has been based on stability and permanence while new forms of governance explicitly are based on just-in-time actions such as projects and issue-based collaborations in networks and programs. This book analyses the implications of this shortening of time frames, focusing particularly on spatial policy interventions. Spatial policies have a special relevance when it comes to governance and new forms of societal steering. On the one hand, the local (geographical) level in politics is the principal battleground for the struggle between top down and bottom up approaches and aspirations. On the other hand, many of the most burning issues of our time require a global, strategic approach, for example, climate change, resource depletion, population growth are anchored in space and the physical world. Whether and how short-term spatial approaches can achieve sustainable development outcomes is thus a critical question, and forms the focus of this volume. The book examines the characteristics of temporary policy measures across a range of rural, urban and regional contexts, in four continents: Europe, North America, Oceania and Africa. The outcomes and effects of these policies and interventions are analysed, particularly focusing on the tension between short-term interventions and long-term effects.

It asks simple but far-reaching questions: Can 'imagined' communities, or 'invented' peoples, ever be theorized without, at the same time, being re-imagined and re-invented anew? Can polemical concepts, such as popular sovereignty or constituent power, be theorized objectively? If, as this book argues, the answer to these questions is no, theorists who approach the figure of a sovereign people must acknowledge that their activity is inseparable from the practice of constituent imagination. Though widely accepted as important, even vital, for the development of political concepts, the social practice of imagination is almost always presumed to operate either historically or impersonally, but seldom individually. Those who theorize the figures of popular sovereignty do not see that they are, in effect, 'conjurors' of peoplehood. This book invites constitutional, international, normative, and other political and legal theorists of sovereign peoplehood to embrace the conjuring-side of their professional identities, as a way of exploring the possibility of moving beyond eternally recurring, insolvable, and increasingly irrelevant questions. Instead of asking: Who is the people? What is the function of constituent power? Where may the people exercise its right to self-determination? Beyond the People asks the reader to consider the prospect of a riskier and more adventurous theoretical road, that opens with the question: What do I as a 'theorist-imaginer', or 'conjuror of peoplehood', assume, anticipate, and aspire to as I theorize the vehicles that mediate the assumptions, anticipations, and aspirations of others? This question is examined throughout the book as it interrogates the idea of peoplehood beyond disciplinary boundaries, showing how polemical, visual, affective, conceptual, and allegorical language critically shapes our idea of peoplehood. It offers a nuanced account of the contested relationship between the social imaginary of peoplehood on the ground, and the imaginative practices of the professional 'conjurors' of peoplehood in the academy.
