Historical pavement condition data were obtained from the Virginia Department of Transportations Pavement Management System for these treatments, and treatment performance models were developed. A district-level treatment selection tool was developed to facilitate the district-level decision-making process. A prioritized list of pavement sections was generated, maximizing the cost-effectiveness of the selected treatments subject to budgetary constraints set by the Central Office. As a pilot implementation, the treatment selection tool was then run for each pavement classification in each district. The results of this pilot suggest that this selection tool has the potential to be a practical decision support tool.

In addition to a nontreated control section, the Specific Pavement Study (SPS)-3 experiment included the following four maintenance treatment alternatives: Thin hot mix asphalt overlay (typically 1 inch (25.4 mm) or less). Slurry seal. Crack seal. Chip seal. Additionally, each site was categorized according to the following five design factors: Moisture (wet or dry climate). Temperature (freeze or no-freeze zone). Subgrade type (fine grained or coarse grained). Traffic loading (low or high). Existing pavement condition (good, fair, or poor). This experimental design resulted in 48 different experimental combinations of factors. In total, 33 States and Canadian Provinces participated in the experiment, and 81 sites were constructed and monitored for the assessment.

Book excerpt: Typical maintenance activities by the Virginia Department of Transportation (VDOT) for existing asphalt pavements involving a periodic placement of a 1.5-in to 2-in layer of asphalt concrete are becoming increasingly costly. When applied at the right time, pavement preservation treatments can restore a smooth, safe driving surface while saving money on future rehabilitation costs. The purpose of this study was to evaluate the performance of three preventive maintenance treatments applied to US 301 in Sussex County, Virginia, to extend pavement life. This report documents the installation of a cape seal application of FiberMat (i.e., FiberMat with microsurfacing on top) over an existing asphalt pavement. FiberMat is designed to act as a crack-resistant membrane and incorporates two applications of polymer-modified asphalt emulsion with a layer of fiberglass strands between them. The study also included a performance comparison with more conventional VDOT surface treatment options: regular cape seal (chip seal with microsurfacing), and microsurfacing without a chip seal. Three years after the treatment application, a visual survey complemented by automated distress data from VDOT’s Pavement Management System showed that the section with FiberMat and microsurfacing performed well with very little reflective cracking. The chip seal with microsurfacing (i.e., regular cape seal) also performed well, but reflective cracking was higher compared to the fiber-reinforced section. The control section (microsurfacing only) showed extensive cracking after 3 years. This study showed that pavement preservation activities such as the use of fiber-reinforced chip seal with microsurfacing and modified single seal with microsurfacing improved both the pavement condition and the surface characteristics in a very cost-effective manner. Based on this study, the unit cost of fiber-reinforced cape seal was 5 .95 dollars/yd2 and that of conventional cape seal was 3 .99 dollars/yd2. In comparison, the average cost of a 2-in mill and fill corrective maintenance treatment with a conventional asphalt plant mixture in VDOT’s Hampton Roads District was 1 0.35 dollars/yd2.

Consequently, many agencies have employed low-cost preventive maintenance (PM) techniques such as crack and surface treatments in an attempt to slow the deterioration rates of the pavements, thus extending the service life and delaying the time until reconstruction. This study sought to address whether or not recent advances in bituminous mixtures and binder selection through SuperPave necessitated a re-examination of current PM practices. In other words should SuperPave pavements be managed differently, compared to other mixture types in the network. The first project task sought to analyze the effectiveness of PM treatments by using historical pavement management data to develop pavement decay curves with time. The results of the analysis indicated a life extension; however due to data limitations, a life cycle cost analysis (LCCA) as well as a specific life extension value were not conclusively determined. The second project task assembled a pavement owner's manual to provide general guidance on applying PM treatments throughout a pavement's life. The recommendations of applying PM are based primarily on the pavement's age and general surface characteristics. The recommendations of task 2 are based upon experienced engineering judgment, empirical evidence and a literature review; consequently they must be tempered to the local conditions, environment and materials.

Evaluation was performed through field monitoring a large number of crack sealed and control sections. Field monitoring included collection of performance data for over five year period after crack sealing. The data collected was used to address the following specific issues: Do existing crack sealing practices within ODOT enhance pavement performance? What is the optimum timing of the treatment? Does crack sealing extend pavement life? Is crack sealing a cost effective treatment? The analysis revel that crack sealed pavements, in general, performed better than the control sections on a 5-year cycle. Regardless of pavement type, aggregate type used in the surface layer, and the prior pavement condition crack sealing always results in performance gain. Maximum performance gain can be achieved by treating pavements with Pavement Condition Rating ranging from 66 to 80. The performance prediction models indicate crack sealing treatment can extend the service life of pavements by up to 3.6 years. The cost analysis using a common metric such as the Net Present Value illustrates that crack sealing, as a maintenance strategy, is economically viable for pavements in the prior PCR range of 66-70. From a practical point of view, it is hereby recommended that ODOT develops a policy to allow crack sealing as a strategy for pavement preventive maintenance for all pavements in the prior PCR range of 66 to 80.
