There are three main trends of this development. The first trend can be described as a tendency towards a rigorous formal and analytical language. This means simply that ethics has created beside its own formalized set theoretical language a variety of new formalized, logical and mathemati cal methods and concepts. Thus ethics has become a formalized meta or epidiscipline which is going to replace the traditional concepts, principles and ethical methods in the realm of social sciences. It is clear that a formalized form of ethics can be used more easily in social, economic and political theories if there are ethical conflicts to be solved. This first trend can be regarded as a conditio sine qua non for application in, and imposing ethical solutions on, social scientific theories. The second trend may be characterized as an association- or unification-tendency of a formalized and analytical ethics with decision theory. Decision theory as a new interdiscipline of social sciences is actually an assemblage of a variety of subtheories such as value-utility theory, game theory, collective decision theory, etc. Harsanyi has called this complex of subtheories a general theory of human behavior. They aim at the elaboration and discussion of basic con cepts, at the analysis of specific applied models and at the evaluation of experimental evidence. A game is a mathematical model of a situation where several actors with different goals are engaged in strategic inter action. Game theory explores the nature and the consequence. s of rational behavior in games. With respect to several papers in this volume, it seems to be appropriate to comment on later developments. A list of some important references is given at the end of the intro duction. References already included in the collected pa pers are not repeated here. In casual conversation colleagues sometimes observe that the author on the one hand goes to extremes in the elabora tion of the consequences of Bayesian rationality and on the other hand strongly emphasizes the limited rationality of actual decision behavior. This seeming discrepancy is also expressed in the collection presented here. The author thinks that a sharp distinction should be made between nor ~ative and descriptive game theory. This position of "methodological dualism" has been expressed in a comment to Aumann's paper "What is game theory trying to accomplish?" (Aumann, 1985, Selten 1985) Normative game theory has the important task to explore the nature and the consequences of idealized full rationality in strategic interaction. This requires a thorough discuss ion of first principles. Empirical arguments are irrelevant here.

This work starts from the empirical observation that all three dimensions, namely time, space, and structural functional forms, are important for an integrative framework of modern empirical analysis in regional science. The work thus aims at combining up-to-date econometric tools from the fields of spatial econometrics, panel time-series analysis and structural simultaneous equation modelling to analysis the different research questions at hand. Most of the topics dealt within this work start from a concrete empirical problem, while problem solving also aims at generating some new knowledge in a methodological way, e.g. by the complementary use of Monte Carlo simulation studies to compare the empirical performance of different estimators for specific data samples. Following a first introductory chapter, the work is structured in three parts addressing major issues in building up a stylized regional economic model such as interregional migration, factor and final demand estimation. As a consequence, new ways of cooperation between firms, customers and suppliers will be established. Thirdly, the network economy changes also the inner structure and management of the companies in both countries including new organizational patterns such as the holding company or the virtual enterprise, the tight cooperation of small and medium-sized companies, human resource management and compensation.Although the broad issues in both countries - as in other mature economies - are essentially the same, the details under the surface are different and therefore ask for different solutions. The identification of these similarities and differences by theoretical and empirical methods constituted a key objective of the seminar, as well as of previous seminars.
