This book sets out to challenge the Eurocentric foundations of modern International Relations scholarship by examining international relations in the early modern era, when European primacy had yet to develop in many parts of the globe. Through a series of regional case studies on East Asia, the Middle East, Africa and Latin America, and Russia written by leading specialists of their field, this book explores patterns of cross-cultural exchange and civilizational encounters, placing particular emphasis upon historical contexts. The chapters of this book document and analyse a series of regional international orders that were primarily defined by local interests, agendas and institutions, with European interlopers often playing a secondary role. These perspectives emphasize the central role of non-European agency in shaping global history, and stand in stark contrast to conventional narratives revolving around the ‘Rise of the West’, which tend to be based upon a stylized contrast between a dynamic ‘West’ and a passive and static ‘East’. These four territorial and centralized states have otherwise fostered peaceful and long-lasting relationships with one another, and as they have grown more powerful, the atmosphere around them has stabilized. Focusing on the role of the "tribute system" in maintaining stability in East Asia and fostering diplomatic and commercial exchange, Kang contrasts this history against the example of Europe and the East Asian states' skirmishes with nomadic peoples to the north and west. Scholars tend to view Europe's experience as universal, but Kang upends this tradition, emphasizing East Asia's formal hierarchy as an international system with its own history and character. His approach not only recasts common understandings of East Asian relations but also defines a model that applies to other hegemonies outside of the European order.

Book excerpt: The idea that society, or civilisation, is predicated on the "state" is a projection of present-day political ideology into the past. Nothing akin to what we call the "state" existed before the 19th century: it is a recent invention and the assumption that it is timeless, necessary for society, is simply part of its legitimating myth. The development, over the past three millennia, of the political structures of western civilisation is shown here to have been a succession of individual, unrepeatable stages: what links them is not that every period re-enacts the "state" in a different guise - that is, re-enacts the same basic pattern - but that one period-specific pattern evolves into the next in a path-dependent process. Treating western civilisation as a single political system, the book charts systemic structural change from the origins of western civilisation in the pre-christian Greek world to about 1800, when the onset of industrialisation began to create the conditions in which the state as we know it could function. It explains structural change in terms of both the political ideas of each period and in terms of the material constraints and opportunities (e.g. ecological and technological factors) that impacted on those ideas and which constitute a major cause of change. However, although material factors are important, ultimately it is the ideas that count - and indeed the words with which they were communicated when they were current: since political structures only exist in people ́s heads, to understand past political structures it is imperative to deal with them literally on their own terms, to take those terms seriously. Relabelling or redefining political units (for example by calling them "states" or equating them with "states") when those who lived (in) them thought of them as something else entirely imposes a false uniformity on the past. The dead will not object because they cannot: this book tries to make their voices heard again, through the texts that they left but whose political terminology, and often whose finer points, are commonly ignored in an unconscious effort to make the past fit our standard state-centric political paradigm.

Jan Vansina continues a career-long effort to reconstruct the history of African societies before European contact in How Societies Are Born. In this complement to his previous study Paths in the Rainforests, Vansina employs a provocative combination of archaeology and historical linguistics to turn his scholarly focus to governance, studying the creation of relatively large societies extending beyond the foraging groups that characterized west central Africa from the beginning of human habitation to around 500 BCE, and the institutions that bridged their constituent local communities and made large-scale cooperation possible. The increasing reliance on cereal crops, iron tools, large herds of cattle, and overarching institutions such as corporate matrilineages and dispersed matriclans lead up to the developments treated in the second part of the book. From about 900 BCE until European contact, different societies chose different developmental paths. Interestingly, these proceeded well beyond environmental constraints and were characterized by "major differences in the subjects which enthralled people," whether these were cattle, initiations and social position, or "the splendors of sacralized leaders and the possibilities of participating in them."

Book excerpt: When American slaveholders looked west in the mid-nineteenth century, they saw an empire unfolding before them. They pursued that vision through diplomacy, migration, and armed conquest. By the late 1850s, slaveholders and their allies had transformed the southwestern quarter of the nation – California, New Mexico, Arizona, and parts of Utah – into a political client of the plantation states. Across this vast swath of the map, white southerners defended the institution of African American chattel slavery as well as systems of Native American bondage. This surprising history uncovers the Old South in unexpected places, far beyond the region's cotton fields and sugar plantations. Slaveholders' western ambitions culminated in a coast-to-coast crisis of the Union. By 1861, the rebellion in the South inspired a series of separatist movements in the Far West. Even after the collapse of the Confederacy, the threads connecting South and West held, undermining the radical promise of Reconstruction. Kevin Waite brings to light what contemporaries recognized but historians have described only in part: The struggle over slavery played out on a transcontinental stage.
