Book excerpt: A brilliantly researched and gripping history of the BBC, from its origins to the present day. 'The book could scarcely be better or better timed. It is elegantly written, closely argued, balanced, pulls no punches.' MELVYN BRAGG, GUARDIAN Charlotte Higgins, the Guardian's chief culture writer, steps behind the polished doors of Broadcasting House and investigates the BBC. Based on her hugely popular essay series, this personal journey answers the questions that rage around this vulnerable, maddening and uniquely British institution. Questions such as: what does the BBC mean to us now? What are the threats to its continued existence? Is it worth fighting for? Higgins traces its origins, celebrating the early pioneering spirit and unearthing forgotten characters whose imprint can still be seen on the BBC today. She explores how it forged ideas of Britishness both at home and abroad. She shows how controversy is in its DNA and brings us right up to date through interviews with grandees and loyalists, embattled press officers and high profile dissenters, and she sheds new light on recent feuds and scandals. This is a deeply researched, lyrically written, intriguing portrait of an institution at the heart of Britain. 'Engrossing.' EVENING STANDARD 'Beautifully written'. THE SPECTATOR 'Exactly observed and beautifully written.' MAIL ON SUNDAY 'A loving portrait . . . never creaks with excess.' FINANCIAL TIMES 'A pleasingly intricate jigsaw of biography, politics, and opinion.' INDEPENDENT 'Excellent and enthralling . . . informative, educational and entertaining.' GUARDIAN

Book excerpt: Media & Entertainment Law presents a contemporary analysis of the law relating to the media and entertainment industries both in terms of its practical application and its theoretical framework, providing a broad and comprehensive coverage of these fast changing branches of the law. Fully restructured to complement how media law is taught today in the digital age, this third edition explores recent updates in the law including the outcomes of the Google Spain case and the ‘right to be forgotten’, the use of drones in breach of privacy laws, internet libel and the boundaries of media freedom and press regulation following the Leveson inquiry. Media & Entertainment Law uses the most up-to-date authorities to explore privacy and confidentiality subjects, such as the Prince Charles 'black spider' letters, the Maximilian Schrems and the celebrity superinjunction PJS v Newsgroup Newspapers cases. The book also covers defamation, contempt of court and freedom of information, plus Scots law. New to this edition: A brand new chapter is dedicated to exploring technology and the media, including contemporary issues such as the dark web, the surveillance state, internet censorship and the law and social media, including bloggers, vloggers and tweeters. The chapters on regulatory authorities have been expanded to provide greater clarification and explanation of broadcasting, press and advertising regulation, including the protection of journalistic sources and comparisons with EU Law. The chapter on intellectual property and entertainment law has been streamlined to match media law courses more effectively. This text provides students with detailed coverage of the key principles, cases and legislation as well as a critical analysis of this vibrant subject.

This book was released on 2004 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report on the BBC's Charter review focuses on four inter-related issues: i) the scope and remit of the BBC in the context of the growth of digital TV and on-going technological developments in audiovisual communications; ii) its funding mechanism; iii) its governance and regulation; and iv) whether a Charter provides the most appropriate means of establishing the Corporation in a rapidly-changing communications environment. Key aspects considered include the role, definition and scope of public service broadcasting, the growth of multichannel television, the on-going roll-out of broadband networks, and the Government's plans to switch off the analogue television signal. The report makes 38 conclusions and recommendations, including i) the BBC should be placed on a statutory basis by Act of Parliament at the earliest opportunity, with allowance for pre-legislative scrutiny by a joint Committee of both Houses; with a five year Charter to cover the interim period, between the date the current Charter expires at the end of 2006 and the passing of the recommended legislation; and ii) fundamental changes in the governance system of the BBC, with responsibility for corporate governance separated from maintenance and regulation of its independence.

This book was released on 2011-06-29 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report into the governance and regulation of the BBC, the Communications Committee finds too many different processes for varying types of complaint, making it very difficult for viewers, listeners and users of BBC content to know where to go to complain. The BBC needs to provide a clear overview of how the complaints process works and publish this in one place on its website and there needs to be a clearing house to direct people through the complaints process. The confusion is in part because the BBC Trust and Ofcom have 'overlapping jurisdiction' in several areas of content regulation, with the exception of issues of impartiality and accuracy and commercial references, which the BBC Trust regulates. In particular, the Committee wants the BBC and Ofcom to consider granting Ofcom the right to regulate the BBC on matters of impartiality and accuracy. In addition, creativity must not be allowed to be stifled by an overly bureaucratic 'compliance culture'. Best practice for programme making needs to be established to ease concerns that it isn't always clear to viewers what is reality, reconstructed and constructed footage. Greater clarity is needed on the governance role of the Non-Executives on the on the BBC Executive Board, who should be recruited from a wider range of backgrounds than they are presently. Terms of access for the NAO to the BBC must be agreed, ensuring that the NAO does not comment on any matters of broadcast content or journalistic integrity.

Book excerpt: ′When the next generation of public affairs practitioners look back to the beginning of the 21st century they will recognise the Handbook of Public Affairs as the cornerstone text on which global practice came to be based′ - Tom Spencer, Executive Director, European Centre for Public Affairs ′Excelling in the practice of corporate public affairs in the 21st century will necessitate bringing together two competencies: possessing a solid professional foundation base don time-tested principles, and having the ability to reach beyond the basics by adapting the best current thinking, practices, and models available. Professionals can enhance both competencies by reading the Handbook of Public Affairs′ - Brian Hawkinson, Director Center for Public Affairs Management/Public Affairs Council Washington ′Understanding the imperatives of stakeholders and special interest groups in the public domain is of increasing importance to leaders in both business and politics. However, knowing how to influence these imperatives, and design communications to proactively affect change, is a well sought-after commodity. Public affairs professionals not only understand these dynamics, but constantly strive to ensure continuous improvement in the counsel they provide and in the results they deliver. As more and more people in business, government, NGO and not-for-profit sectors are seeking out the services of public affairs practitioners, this Handbook will help readers gain a better appreciation for strategies and tactics that comprise successful public affairs campaigns′ - Chris Benedetti, President, Public Affairs Association of Canada ′The Handbook is a landmark development in the field of Public Affairs, bringing together in a single volume contributions from key academics and practitioners in the field. It offers a comprehensive overview of the field for the first time and is an essential reference book to underpin practice, teaching and research in the discipline′ - Professor Andrew Lock, Leeds University Business School ′The Handbook of Public Affairs is a comprehensive guide to best knowledge and practices in the field. Everyone – from business school deans to chief executive officers to seasoned public affairs executives – can find information in the Handbook of Public Affairs to help them achieve their reputation- and public policy-related goals′ - Douglas G. Pinkham, President, Public Affairs Council ′For years, there has been a glaring lack of substantive academic literature to underpin the development of the public affairs profession. Throughout his distinguished career, Craig Fleisher has made a vast contribution to filling that void. In the Handbook of Public Affairs, Craig and his co-editor Phil Harris, have brought together the best minds in the field from around the globe to create a text that will surely support the development of new programs and new careers for the public affairs practitioners of tomorrow′ - Randall Pearce, General Manager Ipsos Mackay Public Affairs, Sydney ′The Handbook of Public Affairs will be a valuable resource for the growing number of public affairs practitioners who seek to balance an appreciation of the global evolution of their profession with the ′hands-on′ reality of applying core concepts and theories to their organisation′s management practices′ - Alexis Lindsay, Director, The Centre for Corporate Public Affairs (Australia) Public Affairs and particularly government relations/lobbying, have evolved in recent years from a tactic adopted by organizations to amend occasional legislation to become a managerial strategy to achieve competitive advantage. At the fore-front of research and practice in Public Affairs, this Handbook draws upon the expertise of leading figures in the field to provide a comprehensive overview of a huge growth area in organisations′ strategic thinking. Articles evoke pan-national experience and are organised into four sections to help readers navigate issues and draw comparisons. Sections cover: - investigation into the development and meaning of Public Affairs - the management and practice of Public Affairs within organisations - global case studies - an overview of scholarly developments.

Book excerpt: During the 1960s the German philosopher Jürgen Habermas introduced the notion of a “bourgeois public sphere” in order to describe the symbolic arena of political life and conversation that originated with the cultural institutions of the early eighteenth-century; since then the “public sphere” itself has become perhaps one of the most debated concepts at the very heart of modernity. For Habermas, the tension between the administrative power of the state, with its understanding of sovereignty, and the emerging institutions of the bourgeoisie—coffee houses, periodicals, encyclopedias, literary culture, etc.—was seen as being mediated by the public sphere, making it a symbolic site of public reasoning. This volume examines whether the “public sphere” remains a central explanatory model in the social sciences, political theory, and the humanities.

Available in PDF, EPUB and Kindle. Book excerpt: This important book examines the challenges posed to public service obligations by European Union media law and policy. An in-depth analysis of the extent to which six countries (France, Germany, Greece, Italy, the Netherlands, and the United Kingdom) regulate broadcasting for the public interest reveals a range of vulnerability to national political pressures or, alternatively, to the ideology of market sovereignty. The author examines the country of origin principle and the European quota rule of the Television without Frontiers Directive, revealing the influence of European law on the definition and enforcement of programme requirements, and shows how the case law of the European Court of Justice encourages deregulation at the national level without offering adequate safeguards at the supranational level in exchange. She asks the question whether the alleged ‘European audiovisual model’ actually persists—that is, whether broadcasting is still committed to protecting such values as cultural diversity, the safety of minors, the susceptibility of consumers to advertising, media pluralism, and the fight against racial and religious hatred. The book concludes with an evaluation of the impact of the EU state aid regime on the licence fee based financing of public broadcasting.

Book excerpt: This report investigates: the governance of the BBC's commercial arm, BBC Worldwide; the activities of BBC Worldwide, including programme sales, production, magazines and websites; BBC Worldwide's acquisition of Lonely Planet; and the possible partnership between BBC Worldwide and Channel 4. There are major benefits from the BBC undertaking commercial activities: the profits generated by the exploitation of the BBC's intellectual property can be reinvested in the BBC's public services, to the benefit of licence fee payers. But the manner in which some of the BBC's commercial revenue is generated, and the governance arrangements within which the BBC Worldwide operates, causes increasing concern. Worldwide has proved successful in recent years in exploiting new commercial opportunities, made possible by a loosening of the rules that govern the limits to its operations. However, there a balance to be drawn between Worldwide generating a return for the BBC, and limiting Worldwide's operations in order to ensure it upholds the BBC's reputation and does not damage its commercial competitors. Worldwide's minority stakes in overseas production companies, its controversial acquisition of Lonely Planet, and its growing portfolio of magazines, suggest that the balance has been tipped too far in favour of Worldwide's unrestricted expansion, jeopardising the reputation of the BBC and having an adverse impact on its commercial competitors. It is in the interests of the UK's creative economy as a whole that BBC Worldwide's activities are reined back. The BBC Trust should reinstate the rule that all BBC commercial activity must have a clear link with core BBC programming.

This book was released on 2016-01-18 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scotland's creative industries are an international success story, having produced some of the world's best creative talent and some of the world's best-selling creative content. Scotland also hosts the world's largest arts festival, the Edinburgh Festival Fringe, which brings together performers and audiences from across Scotland, the UK and the world. The creative industries in Scotland have been tremendously successful, and they will no doubt continue to be so. For the potential of these industries to be maximised, however, it is essential that industry views are taken into account by both the UK and Scottish governments in order to create the right policy framework for supporting creative enterprises and benefitting the Scottish economy and Scotland's reputation as a centre of creative talent. Scottish Parliament's Economy, Energy and Tourism Committee recently held an inquiry into the economic impact of the creative industries in Scotland, looking at the film, TV and video games industries, and produced a report in March 2015. Their work focused on devolved areas of responsibility but also considered the impact of reserved matters such as tax reliefs, immigration and broadcasting. The Scottish Government responded to the report in May 2015, accepting a number of their recommendations and committing to take action on them. We launched our inquiry into the creative industries in Scotland to focus on some of the reserved policy areas highlighted by the Scottish Parliament's Economy, Energy and Tourism Committee and to look at how the interests of the creative industries in Scotland are represented at a UK-level.
