Book excerpt: Les réformes de libéralisation financière, en cours dans l'UEMOA depuis deux décennies, ont enregistré des résultats insuffisants sur le plan de l'intermédiation bancaire et de l'efficacité des instruments de marché de la politique monétaire de la BCEAO. En effet, en 2009 le rapport crédit bancaire/PIB est inférieur aux niveaux atteints à la fin de la décennie 1970 ; pendant que les études empiriques soulignent une liaison distendue entre les taux directeurs de la BCEAO et les variables d'inflation et de croissance économique.En vue d'expliquer cette faiblesse de l'intermédiation bancaire ainsi que l'efficacité limitée de la politique monétaire, cette thèse a entrepris d'étudier les déterminants du crédit bancaire, et d'évaluer, en particulier, la sensibilité du crédit aux impulsions monétaires. Elle s'appuie sur les imperfections des marchés de crédit pour rendre compte des performances des secteurs bancaires de l'UEMOA. Les théories du canal du crédit permettent d'envisager le rôle de la résilience des banques dans la transmission monétaire.La thèse apporte les principaux résultats suivants : i) les bilans bancaires altèrent la transmission monétaire, les firmes bancaires les moins capitalisées, les moins liquides et les plus petites, transmettent plus amplement les chocs monétaires ; ii) la concentration bancaire contraint le financement bancaire de l'économie et affaiblit, de façon importante, la transmission monétaire ; iii) la surliquidité bancaire limite le financement des économies de l'UEMOA et réduit l'efficacité des instruments monétaires de la BCEAO ; iv) la surliquidité bancaire est liée à la concentration des industries bancaires, et le recours à la politique de titrisation peut servir à mobiliser les excédents de réserves ; v) toutefois, un effet d'éviction peut se réaliser, mais les données montrent, au contraire, un recul du financement de l'Etat au profit du crédit aux acteurs privés.Ces résultats ont une portée pratique pour la politique économique dans l'UEMOA. La thèse recommande : i) la prise en compte des liens entre la politique de régulation bancaire et la politique monétaire ; ii) la promotion d'une architecture bancaire fondée sur plusieurs échelons de banques ; iii) un pilotage de la structure des marchés bancaires en vue d'accroitre le financement de l'économie et de renforcer l'efficacité de la politique monétaire ; iv) la mobilisation des excédents de liquidité pour financer le développement ; v) une priorité accordée, en général, à la définition d'une stratégie de développement financier au service du développement endogène.

Book excerpt: The West African Economic and Monetary Union (WAEMU) is a currency union with a fixed exchange rate and limited capital mobility and, therefore, an independent monetary policy in the short run. The Central Bank of West African States (BCEAO) is conducting the single monetary policy with the main goal of preserving price stability and supporting economic growth. However, the effectiveness of its monetary policy remains low, with a weak reaction of market interest rates and inflation to BCEAO’s policy actions. The paper concludes that, while the institutional setup and the instruments of monetary policy are adequate, the transmission mechanism of monetary policy remains constrained by liquidity management practices, shallow and segmented financial markets, and interest rate rigidities. To improve the effectiveness of monetary policy the BCEAO should be more proactive in determining the stance of fiscal policies, develop financial markets, and liberalize controlled interest rates. The BCEAO is undertaking important reforms in these directions.

Ces produits financiers dérivés objets de la réglementation de change ont été définis et expliqués et leurs utilisations en de couverture de risque illustrées par de cas concrets. Les résultats de ces couvertures ont permis d'apprécier leur intérêt et leur revers.Les banques, seules habilitées d'après la réglementation à effectuer des transactions sur produits financiers dérivés pour le compte de leurs clients, doivent informer et éduquer ceux-ci sur la nature des risques auxquels ils sont exposés ainsi que leurs couvertures dans le strict respect des dispositions en vigueur en la matière.The development of commerce and international financial transactions puts UEMOA (West African economic and monetary union) companies at risk when it comes to foreign exchanges and commodity price changes. To allow these companies better hedge their foreign exchange and commodity price risk the new Foreign Exchange Act, 2010 (Règlement n°09/2010/CM/UEMOA/ relatif aux relations financières extérieures des Etats membres de l'UEMOA) provides specific guidelines such as the use of derivative products for hedging purposes. The article at first presents and explains the guidelines. Then the derivatives have also been explained and their use in hedging illustrated through practical case studies. The ensuing results clearly show the rationale of hedging but also their relative drawbacks.Moreover, according to the Foreign Exchange Act only banks are authorized to conduct derivatives transactions on behalf of their clients. In this regard they have the duty to inform and educate clients on their risk exposures and how to hedge them in accordance with the relevant rules.

In many African countries, these flows are larger than foreign direct investment and portfolio debt and equity flows. In some cases, they are similar in size to official aid from multilateral and bilateral donors. Remittance markets in Africa, however, remain less developed than other regions. The share of informal or unrecorded remittances is among the highest for Sub-Saharan African countries. Remittance costs tend to be significantly higher in Africa both for sending remittances from outside the region and for within-Africa (South-South) remittance corridors. At the same time, the remittance landscape in Africa is rapidly changing with the introduction of new remittance technologies, in particular mobile money transfers and branchless banking. This book presents findings of surveys of remittance service providers conducted in eight Sub-Saharan African countries and in three key destination countries. It looks at issues relating to costs, competition, innovation and regulation, and discusses policy options for leveraging remittances for development in Africa.
