Book excerpt: The collaboration between the international agricultural research centers and the national agricultural research system of Bangladesh has been very important to the growth of agricultural research and agricultural productivity in Bangladesh. The collaboration started in 1966 with the beginning of the International Rice Research Institute's (IRRI) relationship with the Agricultural Research Institute and has involved a number of activities. These activities have involved researching crops and posting center researchers in Bangladesh to work with local researchers on local problems, regular visits by center staff, training programs at the centers or run by the centers, joint programs of germplasm testing and publications. The outcome of this collaboration has been more food production and probably improved income distribution. Modern varieties of rice and wheat have increased the demand for labor, which benefits the landless laborers who are the poorest group in Bangladesh. Increased food production has reduced the real price of foodgrains, which primarily benefits poorer consumers both in the cities and the countryside.

Book excerpt: Shrimp is Bangladesh’s main agricultural export and makes a substantial contribution to the economy of southern Bangladesh, but the sector has a checkered history. Bangladesh’s shrimp production and exports have been in steady decline, since peaking in the early 2010’s. Most shrimp exports from Bangladesh are used by the food service and niche ethnic markets in Europe. The complex nature of shrimp supply chains in Bangladesh, comprised of hundreds of thousands of small polyculture farms and tens of thousands of small traders, make it difficult to implement tracea bility and certification initiatives – now a prerequisite for entry into most supermarket supply chains. This report provides an overview of the sector and the challenges it faces, drawing on secondary and survey data, reviews of government reports and academic literature. We also report the findings of an expert consultation conducted to identify key constraints and potential solutions. The consensus among industry stakeholders who were part of the expert consultations is that issues related to the supply and quality of shrimp seed and pond management practices represent some of the most pressing, yet relatively simple-to-solve challenges currently faced by the sector. This would serve as the foundation for establishing traceability and certification processes. Previous interventions aimed at upgrading production practices (such as promoting stocking of disease-free shrimp seed) and facilitating disintermediation and transparency in the supply chain (such as by establishing producer groups, shrimp collection centers, and contracts with processors), have met with limited success. We outline potential interventions and partners that might offer scalable solutions enabling small shrimp farmers to access global markets.

Book excerpt: Since CGIAR centers have been in existence for a number of years, this paper addresses the impact of these centers on national research and extension programs and crop productivity. The study estimates that the CGIAR Centers have had a positive impact on investment in national research programs in each of the crops for which CGIAR crop programs exist except cassava. Estimates for livestock and horticultural crop research programs show a significant positive CGIAR impact as well. National extension spending is also stimulated by CGIAR programs. These estimates are based on an econometric specification that takes into account the impact of several economic development aid initiatives in addition to the activities of the CGIAR impacts. The study estimates that CGIAR Center programs have had significant impacts on crop productivity for maize, millets, sorghum, rice, wheat, beans, cassava and potatoes in all the regions studied. National research programs have had a positive impact on crop productivity in most of these crops as well. In addition, national extension programs have been productive in some crops. These estimates are based on crop production data in 25 countries.
