Book excerpt: While aviation accidents in the United States are relatively infrequent, recent incidents have heightened concerns about safety on airport runways and ramps. As the nation's aviation system becomes more crowded every day, increased congestion at airports may exacerbate ground safety concerns. To safely handle the anticipated larger volumes of air traffic, the Federal Aviation Administration (FAA) is implementing the Next Generation Air Transportation System (NextGen) to better manage air traffic both in the air and on the ground. GAO was asked to evaluate (1) the progress being made in addressing runway safety and what additional measures, if any, could be taken and (2) the factors affecting progress in improving ramp safety and what is being done by FAA and others to address those factors. We reviewed runway and ramp safety data, interviewed agency officials and industry stakeholders, and surveyed experts.

The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Available in PDF, EPUB and Kindle. Book excerpt: The International Civil Aviation Organization has mandated that all of its member states implement Safety Management Systems (SMS) in their aviation industries. Responding to that call, many countries are now in various stages of SMS development, implementation, and rulemaking. In their first book, Safety Management Systems in Aviation, Stolzer, Halford, and Goglia provided a strong theoretical framework for SMS, along with a brief discourse on SMS implementation. This follow-up book provides a very brief overview of SMS and offers significant guidance and best practices on implementing SMS programs. Very specific guidance is provided by industry experts from government, industry, academia, and consulting, who share their invaluable insights from first-hand experience of all aspects of effective SMS programs. The contributing authors come from all facets of aviation, including regulation and oversight, airline, general aviation, military, airport, maintenance, and industrial safety. Chapters address important topics such as how to develop a system description and perform task analyses, perspectives on data sharing, strategies for gaining management support, establishing a safety culture, approaches to auditing, integrating emergency planning and SMS, and more. Also included is a fictional narrative/story that can be used as a case study on SMS implementation. Implementing Safety Management Systems in Aviation is written for safety professionals and students alike.

Book excerpt: Despite a recent reduction in air traffic due to economic factors, congestion on airport runways remains a safety concern. The nation's aviation system is still expected to grow and become more crowded in the coming years, exacerbating concerns about ground safety issues, including runway incursions, which occur when aircraft enter runways without authorization. This statement addresses (1) recent trends in runway incursions, (2) steps taken to improve runway safety, and (3) what more could be done. This statement is based on GAO's November 2007 report issued to this Subcommittee on runway safety. GAO's work on that report included surveying experts on the causes of runway incidents and accidents and the effectiveness of measures to address them, reviewing safety data, and interviewing agency and industry officials. This statement also contains information from FAA on recent incursions and actions taken since November 2007. In prior work, GAO recommended that FAA take several measures to enhance runway safety, such as updating its national runway safety

Book excerpt: This report is the single best analysis of runway safety, FOD, and on-runway strikes presently available. It is data driven, values neutral, and draws together information from airlines, airports, regulators, and service/technology. It, for the first time, knits together an industry-wide perspective that allows like-for-like comparison of runway safety incidents, including incursions and excursions.Chapters detail the characteristics and statistics behind strike damage; direct and indirect costs; expected costs for the leading airlines and airports; a step-by-step airport investment case; an airline investment case; and details on the minimum required performance standards for scanning systems. The results are compelling and, for many readers, surprising. Long held assumptions about what is and is not important, about what works to reduce risks and what does not, are turned upside down. Structured for easy reading, and quickly digestible with tools to support your own analyses, the report is quickly becoming 'required reading' in the aviation community. Whether read by a regulator, airport operator, airline, service provider, or technology vendors, this report has the answers to your questions about FOD, bird strikes, and automated runway scanning.
