Au Sénégal, les femmes jouent un rôle primordial dans la bonne marche des familles. Or, leurs conditions de vie socio-économique interrogent sur la prise en compte de leurs besoins. Dans ce contexte, le Gouvernement du Sénégal a mis en place le Programme national de Bourses de Sécurité familiale (PNBSF) pour assurer à tous un développement plus inclusif à travers une redistribution des ressources nationales sous forme de transferts sociaux en espèces aux ménages pauvres et dont la principale récipiendaire est la mère. Dans ce contexte, l'objectif de ce mémoire est d'identifier les obstacles et les éléments facilitant l'autonomie des femmes dans la commune de Saint-Louis. En même temps, il s'intéresse au rôle que pourrait jouer le PNBSF à ce sujet. Pour la réalisation de l'étude, un devis qualitatif a été utilisé et 21 participants dont 14 femmes recevant la bourse du PNBSF, cinq intervenantsde l'ONG Concept responsable de la dispensation de ce programme sur le terrain et un agent du Ministère de la Santé ont pris part à cette recherche. Trois focus group et un entretien individuel ont permis de recueillir les données. Les résultats ont montré que les femmes rencontrent des obstacles sur les plans économique, psychosocial et culturel de même que sur les plans politique, légal et administratif. Leur vulnérabilité a des conséquences surleur santé et l'éducation de leurs enfants. L'étude montre aussi que pour favoriser l'autonomie chez ces femmes, il faut renforcer leurs capacités aussi bien en alphabétisation, dans leurs compétences professionnelles et favoriser leur accès à diverses ressources. Le PNBSF pourrait jouer un rôle dans la formation des femmes, leur financement et le suivi.

Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

Leur culture et leur existence même sont en danger. Qui plus est, les changements profonds qui affectent aujourd’hui leurs sociétés sont en train de remettre en question le statut traditionnel d’égalité entre hommes et femmes. Ce rapport présente les politiques gouvernementales et les instruments juridiques internationaux relatifs aux droits humains que les Twas et les organisations qui les soutiennent pourraient utiliser au Burundi, en Ouganda, en République démocratique du Congo et au Rwanda. En guise de conclusion, le rapport offre des recommandations aux gouvernements de ces Etats et aux organisations de développement.

Among the international participants was Dr Sydel Silverman, President of the Wenner Gren Foundation at the time - a long term partner of the PAAA; she was present at the inaugural conference in 1988. The conference proceedings were initially published in 2000 with very limited circulation. Given the continued relevance of the papers presented, and in view of the call by the President of the PAAA for African anthropologists to reunite anthropological theory and practice in the teaching programmes of African universities, the PAAA is pleased to republish the proceedings of its landmark 9th Annual Conference. The book consists of forty three divided into eight parts, namely: i) teaching anthropology in the decades ahead; ii) Health Challenges: HIV/AIDS Anthropological Perspectives; iii) NGOS: Use and Misuse of Anthropology; iv) Anthropological Focus on Environment; v) Some Applied Issues in Anthropology; vi) The African Family in Crisis; vii) Ethnicity and Ethnic Conflicts; and viii) Population issues and anthropology: Fertility Crisis.
