Book excerpt: Congress used two separate authorization methods to control the development of funding of water resources projects--the two-phase authorization for the Corps of Engineers and an authorization ceiling for the Bureau of Reclamation. The two-phase authorization was begun in 1974 to give Congress increased control over the design of water resources projects and the changes which occur during project planning by providing Congress with a second look during the planning phase before authorization of construction. Each of the authorization methods provides some benefits to Congress, but neither is adequate by itself to provide effective control over planning and developing the projects. No Corps projects have been through the two-phase process because of delays by the Secretary of the Army and the Office of Management and Budget in reviewing Corps planning documents. Although the Corps must state that a project is without substantial controversy to allow a continuation of planning, no criteria for defining this term have been established. The Corps has not adequately notified Congress of changes to projects and the reasons for them. It exceeded estimated costs by significant amounts for noninflationary items without notifying the authorization committees and has credited inflation for too much of increased costs. Benefits of the authorization ceiling are that it serves as an early indicator of problems, limits federal expenditures, and controls the nature and scope of projects. Current problems in establishing the authorization ceiling are that it is established too early in the planning process for adequate data to be available, and the Bureau of Reclamation sometimes overstates the ceilings.
Book Synopsis New Directions in Water Resources Planning for the U.S. Army Corps of Engineers by : National Research Council
Download or read book New Directions in Water Resources Planning for the U.S. Army Corps of Engineers written by National Research Council and published by National Academies Press. This book was released on 1999-04-29 with total page 121 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.
Book Synopsis Confronting the Nation's Water Problems by : National Research Council
Download or read book Confronting the Nation's Water Problems written by National Research Council and published by National Academies Press. This book was released on 2004-10-14 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.

Book Synopsis The Federal Budget by : Allen Schick
Download or read book The Federal Budget written by Allen Schick and published by Brookings Institution Press. This book was released on 2008-05-31 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal budget impacts American policies both at home and abroad, and recent concern over the exploding budgetary deficit has experts calling our nation's policies "unsustainable" and "system-dooming." As the deficit continues to grow, will America be fully able to fund its priorities, such as an effective military and looking after its aging population? In this third edition of his classic book The Federal Budget, Allen Schick examines how surpluses projected during the final years of the Clinton presidency turned into oversized deficits under George W. Bush. In his detailed analysis of the politics and practices surrounding the federal budget, Schick addresses issues such as the collapse of the congressional budgetary process and the threat posed by the termination of discretionary spending caps. This edition updates and expands his assessment of the long-term budgetary outlook, and it concludes with a look at how the nation's deficit will affect America now and in the future. "A clear explanation of the federal budget... [Allen Schick] has captured the politics of federal budgeting from the original lofty goals to the stark realities of today."—Pete V. Domenici, U.S. Senate
