Book excerpt: This monograph, based on newly declassified sources from Western and Russian archives as well as on communist texts about international law and neutrality, is the first English-language account of Soviet policy towards neutral yet capitalist Austria during the Cold War. In order to make neutrality a model for the West, the Kremlin presented the unique Soviet-Austrian relationship as a good example of peaceful coexistence and a showcase for the benefits a Western state might reap by declaring neutrality. This honor, however, had strings attached: The communist doctrine of neutrality contained obligations that were expected to make it possible to exploit neutral states as instruments of Soviet policy and bring them nearer the socialist bloc. While Austrian leaders were careful to avoid these pitfalls, Soviet interventions in Hungary and Czechoslovakia in 1956 and 1968 and interference into Austria's interpretation of neutral policy could not but deeply affect Austrian policy and the Soviet-Austrian honeymoon.

Available in PDF, EPUB and Kindle. Book excerpt: These fourteen essays by leading Austrian historians and political scientists serve as a basic introduction to a small but sometimes trend-setting European country. They provide a basic up-to-date outline of Austria's political history, shedding light on economic and social trends as well. No European country has experienced more dramatic turning points in its twentieth-century history than Austria. This volume divides the century into three periods. The five essays of Section I deal with the years 1900-1938. Under the relative tranquility of the late Habsburg monarchy seethed a witch's brew of social and political trends, signaling the advent of modernity and leading to the outbreak of World War I and eventually to the collapse of the Habsburg Empire. The First Austrian Republic was one of the succession states that tried to build a nation against the backdrop of political and economic crisis and simmering civil war between the various political camps. Democracy collapsed in 1933 and an authoritarian regime attempted to prevail against pressures from Nazi Germany and Nazis at home. The two essays in Section II cover World War II (1938-1945). In 1938, Hitler's "Third Reich" annexed Austria and the population was pulled into the cauldron of World War II, fighting and collaborating with the Nazis, and also resisting and fleeing them. The seven essays of Section III concentrate on the Second Republic (1945 to the present). After ten years of four-power Allied occupation, Austria regained her sovereignty with the Austrian State Treaty of 1955. The price paid was neutrality. Unlike the turmoil of the prewar years, Austria became a "normal" nation with a functioning democracy, one building toward economic prosperity. After the collapse of the "iron curtain" in 1989, Austria turned westward, joining the European Union in 1995. Most recently, with the advent of populist politics, Austria's political system has experienced a sea of change departing from its political economy of a huge state-owned sector and social partnership as well as Proporz. This informed and insightful volume will serve as a textbook in courses on Austrian, German and European history, as well as in comparative European politics.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a theoretical framework to discuss how governments coordinate budgeting decisions. There are two modes of fiscal governance conducive to greater fiscal discipline, a mode of delegation and a mode of contracts. These modes contrast with a fiefdom form of governance, in which the decision-making process is decentralized. An important insight is that the effectiveness of a given form of fiscal governance depends crucially upon the underlying political system. Delegation functions well when there are few, or no, ideological differences among government parties, whereas contracts are effective when there are many such differences. Empirically, delegation and contract states perform better than fiefdom states if they match the underlying political system. Additional chapters consider why countries have the fiscal institutions that they do, fiscal governance in Central and Eastern Europe, and the role of such institutions in the European Union.

It has successfully generated improved varieties for the major economical forest tree species. They are part of the present European forestry landscape and largely contribute to intensive wood production and other forest activities. In this book, we describe the state-of-art of breeding for the main forest tree species. We provide a comprehensive, unique and up-to-date overview of the major scientific results and breeding achievements gathered from the many programmes scattered across Europe. The book is divided into 10 chapters, each as a monograph corresponding to a species or group of species Abies spp., (Larix spp., Picea abies, Picea sitchensis, Pinus sylvestris, Pseudotsuga menziesii, and Mediterranean pines; Acer pseudoplatanus, Fraxinus excelsior, and Prunus avium). Each of them is written by a group of experts and focuses on the distribution and economical importance of the species; motivation for breeding and breeding objectives; intraspecific genetic variability, breeding populations and breeding strategy; forest reproductive material deployment including mass-propagation and, prospects and perspectives for joint research and breeding. The book is a unique and up-dated source of information for students, researchers and professionals interested in the genetics and domestication of forest tree species.
