Book excerpt: First published in 1998, this volume examines how in the 1980s Australian governments experienced dramatic change in the policy-making environment. The use of consultants by successive Hawke Labour governments in the mid-to-late 1980s to facilitate reviews of public policy was a strategy important to dealing with the complexity of these issues. This book shows how the use of policy consultants complements traditional policy-making processes and the management of public policy change by government. In the 1980s Australian governments experienced dramatic and often unprecedented change in policy-making environment. Moves towards market-orientated, 'small' government in a context of worlds economic liberalisation created new and challenging issues for national governments. The use of consultants by successive Hawke Labour governments in the mid-to-late 1980s to facilitate reviews of public policy was a strategy important to dealing with the complexity of these issues. Using insights from a range of public policy literatures, the research investigated the hypothesis that the use of consultants to review important policy areas could be an effective strategy for devising major new directions needed in a context of economic turbulence. In this situation, the book suggests, use of policy consultants complements traditional policy-making processes and the management of public policy change by government.

Available in PDF, EPUB and Kindle. Book excerpt: Deepening regionalism in Asia demands new leadership. Strong elites who are committed to a supranational identity are a minimum requirement of successful regionalism. Regional leaders are increasingly seen as a new set of leaders in Europe. Currently, Asian regional leaders largely come from the diplomacy community, or trade and economic sectors. Yet further regionalization demands a new type of leadership from civil society and citizens. In this context it is important to cultivate new regional leadership through the development of regional citizenship. This book examines contested ideas of regionalism in Asia with a particular focus on two competing ideas of pan-Asianism and Pacificism. It also identifies a new trend and contestation, the fundamental shift from a civilization understanding of regionalism to a technocratic and functional understanding of regionalism in the form of regulatory regionalism. It also examines the other contested imaginations of regionalism in Asia including elitist versus participatory approaches to regionalism, and democracy-centric versus nationalism-centric approaches to regionalism.

Available in PDF, EPUB and Kindle. Book excerpt: This book sets out to discuss what kind of ‘middle power’ Australia is, and whether its identity as a middle power negatively influences its relationship with Asia. It looks at the history of the middle power concept, develops three concepts of middle power status and examines Australia’s relationships with China, Japan and Indonesia as a focus. It argues that Australia is an ‘awkward partner’ in its relations with Asia due to both its historical colonial and discriminatory past, as well its current dependence upon the United States for a security alliance. It argues this should be changed by adopting a new middle power concept in Australian foreign policy.

Book excerpt: Given its geographical proximity to Asia and its close alliance with the West, Australia, amid the rise of Asian economies, needs to re-formulate its policies on trade, investment and security. Over the years, in making decisions on issues relating to trade, investment and security, the Australian government has often resorted to the notion of 'national interest'. This book attempts to analyse ‘national interest’ from the perspectives of economics, finance, international trade, foreign direct investment, international relations, energy resources, and migration in the context of Australia in the Asian century.Currently, there are no multidisciplinary books on the Australian ‘national interest’. This book fills the gap with a broad and integrated approach in examining the subject. Academics, researchers, and students of various disciplines (such as economics, finance, international relations, international trade, foreign direct investment and Asian studies), policy advisors, government agencies, financial institutions, and trade law practitioners from around the world will find this book useful and stimulating.

Book excerpt: The origins of this book go back 30 years to the stimulation and interest generated by the political geography seminars led by John House at the University of Newcastle-Upon-Tyne. I was very fortunate to graduate among its extremely capable, sporty and enthusiastic "class of '68" from where several academic geographers emerged. Equally fortunately, some of them and their predecessors had already blazed a trail to undertake graduate studies in Canada. At the University of British Columbia I was supervised at different times by Julian Minghi and Victor Prescott, both of whom are not only extremely capable academics but are also very fine people. lowe an enormous debt to John, Julian and Victor and to the British and Canadian taxpayers who provided financial support for my University studies. In 1974, I began an academic career at the University of Western Australia where I have been ever since, save for a two-year period from 1991-3 as Professor of Australian Studies in the Department of International Relations at the University of Tokyo. Viewing Australia and the Asia-Pacific region from this different perspective within an extremely supportive Japanese environment had a profound impact. I am especially grateful for the support provided by so many Japanese academic colleagues and friends beginning as early as 1976. Three individuals deserve special mention for their help, guidance and enduring friendship - George Ohshima, Hiroshi Tanabe and Akihiro Kinda.
