Accepting the difficulty in implementing a significant paradigm shift across established departmental boundaries, the recommendation is made that Defence pursue an evolution of national security processes by initiating limited scope cross-departmental capability programs to demonstrate the concept of a holistic national security system. The paper advocates increased public debate and participation in the defence dialogue as key elements in developing security awareness and in turn improving public support for sustained defence investment.
