Available in PDF, EPUB and Kindle. Book excerpt: When Postmaster General Creswell penned his concern about the impact 2 of electronic diversion on his postal organization, the year was 1872. General Creswell, it turned out, fretted unnecessarily. Facsimile did not achieve commercial viability until roughly a century after his tenure as Postmaster General and today that technology is fading rapidly from the communication scene. Moreover, it never appears to have significantly affected physical letter volumes. However, if General Creswell were leading a major postal organization today, he likely would feel threatened by the potential of Internet communication to cause electronic diversion of physical mail. Should recent technology developments cause the oft-predicted (but so far incorrect) inflection point that would mark the beginning of declining mail volumes. the implications from a management standpoint will be profound. The relatively fixed nature of postal costs suggest that volume declines must be offset though improved productivity, reduced cost of inputs, revenue from new products that share common costs, or reduced level of universal service.

Book excerpt: The purpose of this book is to allow interested community members to gain an understanding of the historically important role postal services made to contemporary Australia. Specific attention is given to the appreciation of the beautiful architectural styles of the historically significant postal buildings and red pillar post boxes that are still available to be viewed. In a similar format to our first book ‘Discovering Australia’s historical milemarkers and boundary stones’, this book begins with a brief history of Australia’s postal services dating from the establishment of the first post office in 1809 up to the present day. Information on significant communication strategies such as the Cobb & Co. mail service and the Overland Telegraph Line (OTL) are included. Information is provided on the biographies of some important contributors to the Australian postal services. The following chapters, organised state by state from Queensland to the Northern Territory, describe a sample of post offices and red pillar post boxes. Finally, some interesting postal items are described with references providing links for further reading.

Book excerpt: Utilities Reform in 21st Century Australia: Providing the Essentials traces the development and consequences of the economic reform measures undertaken in the utilities sector in Australia (communications, energy, water/wastewater services, and transport) in the last years of the 20th century, and early decades of the 21st century. In doing so, it looks at the process of reform across industries, and across the state and federal jurisdictions, to identify what motivations the various governments had for pursing reform, how change varied across jurisdictions, and what issues arose in the process. Although by the mid-1990s all states and territories and the Australian Government were committed to reforming utilities as part of the National Competition Policy, not all pursued this reform with the same degree of speed and breadth of action. The broad trends of economic reform in Australia, and abroad, are also touched upon, to provide an outline of the wider context in which the reform of the utilities occurred. This book, therefore, explores the relationship between politics and society on the one hand and economic reform on the other; as well on as the efforts of governments in Australia to promote economic growth and the wealth of Australians in an increasingly complex and challenging global economic climate.

Available in PDF, EPUB and Kindle. Book excerpt: The postal sector is a multi-billion dollar set of activities that touches billions of lives daily and continues to be one of the world's largest employers. Until recently all Posts were monopolies owned by governments in order to maintain a universal postal service. However, in response to technological and international competition as well as public disenchantment with postal subsidies and inefficiencies, governments have embraced a range of new strategies. In The Politics of Postal Transformation Robert Campbell investigates and analyses the most important policy innovations in recent years as countries struggle to create a postal regime that matches domestic political expectations with international and technological realities. Through extensive interviews with numerous key government, regulatory, postal, and union officials in North America, Europe, and Australasia, he identifies four models or strategies, each reflecting particular national characteristics and ambitions: from privatization (Netherlands, Germany) and deregulation (Finland, Sweden, New Zealand) to increased national support (France) and mixed strategies (UK, Australia). Campbell's comparative analysis provides a backdrop for a set of recommendations for policy-makers and lays the foundation for informed speculation about future international postal developments and the possible domination of the system by a select group of postal behemoths.
