Book excerpt: Australia's engagement with Asia from 1944 until the late 1960s was based on a sense of responsibility to the United Kingdom and its Southeast Asian colonies as they navigated a turbulent independence into the British Commonwealth. The circumstances of the early Cold War decades also provided for a mutual sense of solidarity with the non-communist states of East Asia, with which Australia mostly enjoyed close relationships. From 1967 into the early 1970s, however, Commonwealth Responsibility and Cold War Solidarity demonstrates that the framework for this deep Australian engagement with its region was progressively eroded by a series of compounding, external factors: the 1967 formation of ASEAN and its consolidation by the mid-1970s as the premier regional organisation surpassing the Asian and Pacific Council (ASPAC); Britain's withdrawal from East of Suez; Washington's de-escalation and gradual withdrawal from Vietnam after March 1968; the 1969 Nixon doctrine that America's Asia-Pacific allies must take up more of the burden of providing for their own security; and US rapprochement with China in 1972. The book shows that these profound changes marked the start of Australia's political distancing from the region during the 1970s despite the intentions, efforts and policies of governments from Whitlam onwards to foster deeper engagement. By 1974, Australia had been pushed to the margins of the region, with its engagement premised on a broadening but shallower transactional basis.

Book excerpt: In this spirited history of the remarkable first four years of the convict settlement of Australia, Thomas Keneally offers us a human view of a fascinating piece of history. Combining the authority of a renowned historian with a brilliant narrative flair, Keneally gives us an inside view of this unprecedented experiment from the perspective of the new colony’s governor, Arthur Phillips. Using personal journals and documents, Keneally re-creates the hellish overseas voyage and the challenges Phillips faced upon arrival: unruly convicts, disgruntled officers, bewildered and hostile natives, food shortages, and disease. He also offers captivating portrayals of Aborigines and of convict settlers who were determined to begin their lives anew. A Commonwealth of Thieves immerses us in the fledgling penal colony and conjures up the thrills and hardships of those first four improbable years.

Book excerpt: The Commonwealth Orange Book rates Australiaâs performance against similar countries and proposes policy reforms to schools and universities, hospitals and housing, roads and railways, cities and regions, budgets and taxes, retirement incomes and climate change. It includes Grattan Instituteâs new âInternational Scorecardâ, which shows Australians live longer than most other people, and public debt is relatively low. But our electricity supply is more polluting, less reliable and more expensive than in comparable countries; we lag behind other developed economies on school results; and housing costs and homelessness are relatively high. The challenge for the next Commonwealth Government is to revive Australiaâs proud tradition of enlightened public policy. The next government needs to choose to do less, but deliver more. We can continue to be the lucky country, but we must make our own luck. On school education, it suggests that the government needs to finish off school funding reforms, and set up a national evidence institute, while strengthening incentives for universities to improve initial teacher education. On higher education, it recommends a return to demand-driven funding of universities. Reforms to the HELP loan scheme are needed to help fund this change, and potential increases in funding for vocational education. The government should encourage more students into vocational education, although better funding arrangements for vocational education need careful thought and negotiations with the states. Available in PDF, EPUB and Kindle. Book excerpt: In Australia and New Zealand, many public projects, programs and services perform well. But these cases are consistently underexposed and understudied. We cannot properly ‘see’—let alone recognise and explain—variations in government performance when media, political and academic discourses are saturated with accounts of their shortcomings and failures, but are next to silent on their achievements. Successful Public Policy: Lessons from Australia and New Zealand helps to turn that tide. It aims to reset the agenda for teaching, research and dialogue on public policy performance. This is done through a series of close-up, in-depth and carefully chosen case study accounts of the genesis and evolution of stand-out public policy achievements, across a range of sectors within Australia and New Zealand. Through these accounts, written by experts from both countries, we engage with the conceptual, methodological and theoretical challenges that have plagued extant research seeking to evaluate, explain and design successful public policy. Studies of public policy successes are rare—not just in Australia and New Zealand, but the world over. This book is embedded in a broader project exploring policy successes globally; its companion volume, Great Policy Successes (edited by Paul ‘t Hart and Mallory Compton), is published by Oxford University Press (2019).

Book excerpt: This new Defence White Paper explains how the Government plans to strengthen the foundations of Australia's defence. It sets out the Government's plans for Defence for the next few years, and how it will achieve those plans. Most importantly, it provides an indication of the level of resources that the Government is planning to invest in Defence over coming years and what the Government, on behalf of the Australian people, expects in return from Defence. Ultimately, armed forces exist to provide Governments with the option to use force. Maintaining a credible defence capability is a crucial contributor to our security, as it can serve to deter potential adversaries from using force against us or our allies, partners and neighbours.
