Available in PDF, EPUB and Kindle. Book excerpt: This volume proposes a capacity-centered approach for understanding American bureaucracy. The administrative institutions that made the country a superpower turned out to be fragile under Donald Trump’s presidency. Laboring beneath systematic accusations of deep statism, combined with a market oriented federal administration, bureaucratic capacity manifested its decay in the public health and constitutional cataclysms of 2020, denting America’s global leadership and contributing to its own people’s suffering. The authors combine interviews with a historical examination of federal administrative reforms in the backdrop of the recent pandemic and electoral tumult to craft a developmental framework of the ebb and flow of capacity. While reforms, large and small, brought about professionalization and other benefits to federal administration, they also camouflaged a gradual erosion when anti-bureaucratic approaches became entrenched. A sclerotic, brittle condition in the government’s capacity to work efficiently and accountably arose over time, even as administrative power consolidated around the executive. That co-evolutionary dynamic made federal government ripe for the capacity bifurcation, delegitimization, and disinvestment witnessed over the last four years. As the system works out the long-term impacts of such a deconstruction, it also prompts a rethinking of capacity in more durable terms. Calling attention to a more comprehensive appreciation of the dynamics around administrative capacity, this volume argues for Congress, citizens, and the good government community to promote capacity rebuilding initiatives that have resilience at the core. As such, the book will be of interest to citizens, public reformers, civic leaders, scholars and students of public administration, policy, and public affairs.

Book excerpt: This 2019 Article IV Consultation with Nicaragua highlights that social unrest and its aftermath eroded confidence and caused large capital and bank deposits outflows that resulted in a prolonged output contraction. Banks cut lending, which exacerbated the downturn. Faced with sharply lower revenues and a severe tightening in available financing, including on account of sanctions, the government was forced to cut spending and adopt a procyclical tax package. The economy is projected to continue to contract in the near term as it adjusts to weaker confidence and lower external financing. The sharp contraction in credit will continue to depress investment, and the tight fiscal and external financing situation will continue to drag down medium-term growth. The key risks relate to further erosion in confidence and renewed deposit outflows. The imposition of additional sanctions by trading partners could also heighten economic stress. It is recommended to maintain a conservative fiscal stance in 2020 remains the key to maintain macroeconomic stability. Curbing expenditures on goods and services will allow increased spending on social programs, social safety nets, and public investment, which would lead to more equitable and sustainable growth.

Available in PDF, EPUB and Kindle. Book excerpt: In 2020 the United Kingdom reached a bewildering milestone: ten successive years of Conservative rule. In that decade there were three prime ministers, each in turn described as the worst leader we ever had; ministerial resignations by the hundred; and an unrelenting stream of ineffectual, divisive bum-slurry oozing from 10 Downing Street. The Decade in Tory is an inglorious, rollicking and entirely true account of ten years of demonstrable lies, relentless incompetence, epic waste, serial corruption, official police investigations, anti-democratic practices, abuse of power, dereliction of duty and hundreds of thousands of avoidable deaths. With his signature scathing wit, Russell Jones breaks down the government’s interminable failures year by year, covering everything from David Cameron’s pledge to tackle inequality – which reduced UK life expectancy for the first time since 1841 – through the bewildering storm of lies and betrayals that led to Brexit, devastating education cuts, serial mismanagement of the NHS and Boris Johnson’s calamitous response to the Covid-19 pandemic. It will leave you gasping and wondering: can things possibly get any worse?

Available in PDF, EPUB and Kindle. Book excerpt: You too can follow in the steps of the great astronomers such as Hipparchus, Galileo, Kepler and Hubble, who all contributed so much to our modern understanding of the cosmos. This book gives the student or amateur astronomer the following tools to replicate some of these seminal observations from their own homes: With your own eyes: Use your own observations and measurements to discover and confirm the phenomena of the seasons, the analemma and the equation of time, the logic behind celestial coordinates, and even the precession of the equinoxes. With a consumer-grade digital camera: Record the changing brightness of an eclipsing binary star and show that a pulsating star changes color as it brightens and dims. Add an inexpensive diffraction grating to your camera and see the variety of spectral features in the stars, and demonstrate that the Sun’s spectrum is similar to one particular type of stellar spectrum. With a backyard telescope: Add a CCD imager and you can measure the scale of the Solar System and the distance to a nearby star. You could even measure the distance to another galaxy and observe the cosmological redshift of the expanding universe. Astronomical Discoveries You Can Make, Too! doesn’t just tell you about the development of astronomy; it shows you how to discover for yourself the essential features of the universe.

India’s institutional framework has been systematically undermined, from within and without. In the tenth volume of the Rethinking India series, some of India’s most eminent persons write of how we can think of re-engineering India’s hardware (redressing structural flaws in India’s existing institutions, creating new institutions equipped to address fresh challenges and re-engaging all of India’s systems), as well as ensuring progressive forces radically re-invent their political strategies and operational methodologies to socialize Indians to constitutional values.
