El estudio incluye un análisis de los aspectos institucionales, de financiación, planes de seguridad vial, estadísticas de siniestros, infraestructura, parque vehicular, políticas educativas y de formación vial además de aspectos de legislación y normativa que han afectado a la región entre 2005 y 2009 en materia de seguridad vial. Los resultados de esta investigación de campo y escritorio, arrojaron datos alarmantes al identificar que la región tiene una tasa de mortalidad / siniestralidad de aproximadamente 17 por cada 100,000 habitantes, casi el doble del promedio mundial y muy por arriba de la registrada en países de alto ingreso. La mitad de las muertes en la región ocurren en zonas urbanas y entre grupos de alta vulnerabilidad y riesgo (motociclistas, ciclistas, peatones y otros modos de transporte no motorizado). Aunado al sufrimiento que esta realidad representa para los heridos y familiares, también genera una importante demanda en la atención pre-hospitalaria y de trauma, además de una sobrecarga para los servicios de salud y un alto costo para toda la sociedad.
