Book excerpt: Exploring the role of public sector audit in emerging democracies and developing countries, this book provides an account of the relationship between the public sector auditor, the legislature and executive government. In particular, it introduces public sector audit's capacity to assess government agencies' compliance with the law and their management of taxpayer or internationally funded programs and services. The volume: ¢ Explores the Australian model of public sector audit. ¢ Provides a definition of a supreme Audit Institution (SAI) and the role and responsibilities of the public sector auditor. ¢ Examines the authority necessary for the SAI to function effectively. ¢ Discusses likely future reform of the SAI's legal framework. ¢ Illustrates how audit can be used to strengthen democratic institutions in emerging market economies. It will be of use to researchers, academics and students interested in the critical issues surrounding audit in general and public sector audit in particular. It will also be a valuable guide to practitioners in this area.

Available in PDF, EPUB and Kindle. Book excerpt: For the ordinary soldier, the non-commissioned officer and the junior officer—the large proportion of the lower strata in military organisations—the expectations of levels of responsibility and decision-making are rapidly increasing. In 1999, US Marine Corps General Charles C. Krulak addressed this in his essay ‘The Strategic Corporal: Leadership in the Three-Block War’, which described the range of challenges likely to be faced by marines on the modern battlefield and where a range of operations (fighting, peace works and humanitarian assistance) might occur simultaneously within a very limited precinct (three blocks). The chapters in this book use the metaphor of the ‘strategic corporal’ to focus on the demands facing junior leaders in military operations in the twenty-first century, and what might be done to enhance their ability to respond to them. The circumstances in which these decisions are made need to be better understood, by soldiers and their critical onlookers, be they villagers on the scene, senior military or political leaders remote from the operation, or anti-war activists thousands of miles away. Being ‘strategic’ is not just about a soldier’s professional mastery. Increasingly it also means a genuine familiarity with legal and ethical issues, and an ability in low-intensity conflict to understand local culture and communicate with those in villages and neighbourhoods whose goodwill, or at least neutrality, are vital to ultimate success. In the non-war circumstances in which many Western militaries operate, such as humanitarian assistance and disaster relief as well as peacekeeping operations, it means dealing with civil authorities in the distribution of aid or even the administration of justice if local institutions have broken down. Sometimes it involves negotiation and mediation. It may even mean having an understanding of the ways pervasive modern media works, and its potential to surveil—and sometimes derail—a mission. Sometimes it also means having a better understanding of the challenges that face the soldier’s own defence force: including the malign effects of bureaucratic inertia and the ‘outsourcing’ of key capabilities to private contractors. The book combines theoretical discussions with practical examples, but it is not—as so many books about future conflict are—a discussion of the technology of future war. Rather, it provides opportunities for specialists in a range of security-related fields to consider the issues and challenges of military leadership, the role of civilians and contractors, the importance of International Humanitarian Law, and even whether strategic gains can be made without the deployment of troops (‘strategic corporals’ or otherwise).

Why buy a book you can download for free? We print the paperback book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the bound paperback from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these paperbacks as a service so you don't have to. Book excerpt: Defence inflation is a recurring factor in determining defence spending. It is widely reported in official government publications and in the trade press, but remains relatively neglected by defence and peace economists. In this book, international contributors from Finland, Norway, Sweden, the UK and the USA distinguish between defence inflation and cost escalation, and identify the causes of both. They use specific case studies to address a wide variety of theoretical and empirical issues and key questions, including the following: Does defence inflation affect all countries? What are its effects? Why does it occur? How (if at all) can defence inflation be controlled? While most industry and trade press devote considerable ink and space to the discussion of defence inflation, cost escalation, and their consequential impact on the purchasing dollars of the armed forces, economists have been relatively silent. This book aims to rectify this oversight through a multinational survey and analysis of the topic, while also identifying the opportunities for further theoretical and empirical research in the field. This book was originally published as a special issue of the journal Defence and Peace Economics.

This book was released on 2017-07-25 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines how the armed forces of the United States and Australia have responded to the threat posed by climate change to national security. Drawing on established securitisation frameworks (‘Copenhagen’ and ‘Paris’ Schools), the author uses a combination of quantitative and qualitative techniques to systematically examine more than 3,500 speeches, policies and doctrinal articles since 2003. Importantly, the author undertakes an examination of the intersection between the political and the military spheres, probing the question of how ideology has influenced the military’s uptake on the issue. In this context, the author identifies the difficulty of an ostensibly apolitical institution responding to what has become both a hyper-political issue and an unprecedented security threat. A close examination of the key political actors – their intent, outlook and political mandate for broader climate action – is therefore crucial to understanding the policy freedom and constraints within which military leaders operate. The book consists of eight chapters divided into four parts, focusing on: perspectives and methodological insights; empirical case studies; case study comparison; and concluding observations. • Offers a rare and systematic examination of military climate policy by a military officer from Australia• Identifies a divergence of Australian military climate policy from that of the US military during the Obama Administration• Develops a unique method that quantifies climate security, enabling a graphical representation for quick and ready reference ideally suited to policy-makers

Available in PDF, EPUB and Kindle. Book excerpt: After official policy advice to governments is publicly released, governments are often accused of ignoring or rejecting their experts. Commonly represented as politicisation, this depiction is superficial. Digging deeper, is there something about the official advice itself that makes it easy to ignore? Instead of lamenting a demise of expertise, Christiane Gerblinger asks: does the expert advice of policy officials feature characteristics that invite its government audience to overlook or misread it? To answer this question, Gerblinger critically examines official policy advice and finds the language of the rebuffed: government experts reluctant to disclose what they know so as to accommodate political circumstances. She argues that this language evades stable meaning and diminishes the democratic right of citizens to scrutinise the work of government.

Available in PDF, EPUB and Kindle. Book excerpt: Governments own a vast array of real property--from large stretches of land to public housing projects, from water distribution systems and roads to office buildings. Typically, management of public property is highly fragmented, with responsibility for each type of asset falling within a different agency or bureaucracy. In almost all countries, different classes of property are managed according to their own rules, often following traditional practices rather than any assessment of what type of management is appropriate. Over the past decade, however, a new discipline has emerged that examines this important component of public wealth and seeks to apply standards of economic efficiency and effective organizational management. Managing Government Property Assets reviews and analyzes this recent wave of activity. The authors draw upon a wide variety of national and local practices, both in countries that have been leaders in management reforms and in countries just beginning to wrestle with the problem. This comparison reveals that the issues of public property management are surprisingly similar in different countries, despite striking differences in institutional contexts and policy solutions.
