Available in PDF, EPUB and Kindle. Book excerpt: Cameroon has strong goals for its growth and development. By 2035, it aims to be an emerging economy. The country s medium-term goals are focused on alleviating poverty, consolidating democracy, and achieving national unity while respecting diversity. This report contributes substantively to the Government s vision on Strategy for Growth and Employment, putting human development and employment at center stage. Cameroon faces three main challenges: Developing more robust formal and informal employment opportunities by strengthening human development. Increasing productivity in agriculture, mining, and key value chains (timber, tourism, and information and communication technology). Advancing growth by investing in infrastructure and improving the business climate and regional integration. The Strategy sets a target for reducing underemployment from 76 percent of the workforce to 50 by 2020 by creating tens of thousands of formal jobs. But based on results from the first two years of its implementation, the strategy is far from achieving that target. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done. This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."

It offers not only a description of the economic structures of colonial Cameroon, but also an analysis of French public and private investment in Cameroon, the Franco-Cameroonian economic and financial relationship, the contribution of Cameroon to the dynamics of French capitalism, and the role played by French capitalism in the economic development of Cameroon. It is particularly useful for its detailed financial evaluation and assessment of the various effects of FIDES investment in Cameroon and includes numerous tables and figures. Book excerpt: This book presents a series of reflections by Cameroon scholars on a variety of topics associated with regional balance and national integration. The different reflections look for answers to some burning questions of the day such as: Where are we coming from? Where are we going? How are we going where we are going? Have the different state ideologies offered appropriate solutions to the quest for a strong, united, stable and prosperous nation-state? If not, what has gone wrong and why? What can be done to shape the future and accommodate the aspirations of the men and women of Cameroon and of their progeny? The book addresses the issue of national unity and national integration within the context of different political perceptions and visions. It examines the merits and demerits of the policy of regional balance of the Ahmadou Ahidjo years (1960-1982). Focus is also on the underlying flaws of this doctrine and philosophy. The debate also addresses some critical questions of the national integration policy and practices of Paul Biya, President since November 1982. The policy has failed to achieve its stated goals and has ended up in the ethnicisation and polarisation of national life. The future of the Cameroon nation-state, with its rich ethnic and cultural diversity, seems to be in jeopardy as internal forces question the management of civil society by leaders who have lost the sense of justice and equity. Why are there several voices singing the song of destitution and disappointment with the state? Have regionalism and the rhetoric of national integration and balance emerged as untenable polities within a nation-state in search of an identity and responsible leadership? These are some of the questions and issues Cameroonian and Cameroonist scholars have tried to address in this collection of 28 well-researched and outstandingly argued essays.

Book excerpt: The multilingual situation in Cameroon and the status of English as a co-official language constitute a unique and fascinating case for sociolinguistic investigation. Drawing from first-hand material, the author investigates several aspects of this complex configuration, including the historical development of English in Cameroon, the various languages and lingua franca areas, the linguistic policy, the de facto status of English and the situation in the anglophone provinces. The speech community of the Anglophones is highlighted as a rare example of an ethnicity tied to the second language. Apart from important sociolinguistic findings, the work includes a novel, corpus-based analysis of Cameroon English. Certain lexical phenomena are explained by the cognitive coding of culture - particularly the African cultural model of community, which also underlies the self-perception of the Anglophones - a perspective hitherto neglected in the study of the New Englishes.

Book excerpt: Cameroon's suboptimal economic experience since independence (1960) sheds light on broader issues of Africa's development narrative, and provides valuable economic and policy knowledge. While Cameroon's large informal economy is diverse and resilient and rooted in old business traditions, its formal economy has exhibited low productivity and employment growth for over 60 years. This has brought anger, disappointment, and violent conflict in several regions of the country. The Oxford Handbook of the Economy of Cameroon examines the reasons of Cameroon's unsatisfactory economic performance and draws lessons from successful development experience to help tackle these issues. The Handbook provides a critical assessment of the history, patterns, and strategies of economic development in Cameroon, and outlines new approaches to economic enquiry for prosperity and social change. Through Cameroon's governance story, the handbook analyzes the evolving conceptions of economic policy, takes stock of intellectual progress, documents the challenges of implementation, and outlines the intellectual and policy agenda ahead. For a developing country increases in per capita income arise from advances in technology arise from closing the knowledge and technology gap with those at the frontier. And within any country (especially one like Cameroon), there is enormous scope for productivity improvement simply by closing the gap between best practices and average practices. Standards of living can therefore be improved through the implementation of pertinent learning strategies. In this Oxford Handbook of the Economy of Cameroon, an international team of leading development economists and researchers address the wide range of issues facing Cameroon and provide guiding principles on how best the country (and other developing nations) could move human, capital, and financial resources from low- to high-productivity sectors in a constantly changing global economy.
