Available in PDF, EPUB and Kindle. Book excerpt: For the past three-quarters of a century, the United States has led the world in technological innovation and development. The nation now risks falling behind its competitors, principally China. The United States needs to advance a national innovation strategy to ensure it remains the predominant power in a range of emerging technologies. Innovation and National Security: Keeping Our Edge outlines a strategy based on four pillars: restoring federal funding for research and development, attracting and educating a science and technology workforce, supporting technology adoption in the defense sector, and bolstering and scaling technology alliances and ecosystems. Failure could lead to a future in which rivals strengthen their militaries and threaten U.S. security interests, and new innovation centers replace the United States as the source of original ideas and inspiration for the world.

Available in PDF, EPUB and Kindle. Book excerpt: Canada’s thirteen provinces and territories are significant actors in Canadian society, directly shaping cultural, political, and economic domains. Regions also play a key role in creating diversity within innovative activity. The role of provinces and territories in setting science, technology, and innovation policy is, however, notably underexplored. Ideas, Institutions, and Interests examines each province and territory to offer real-world insights into the complexity and opportunities of regionally differentiated innovation policy in a pan-continental system. Contributing scholars detail the distinctive ways in which provinces and territories articulate ideas and interests through their institutions, programs, and policies. Many of the contributing authors have engaged first-hand with either micro- or macro-level policy innovation and are innovation leaders in their own right, providing invaluable perspectives on the topic. Exploring the vital role of provinces in the last thirty years of science, technology, and innovation policy development and implementation, Ideas, Institutions, and Interests is an insightful book that places innovation policy in the context of multilevel governance.

Book excerpt: This revised edition of a popular textbook is written for students, physical oceanographers, engineers, hydrologists, fisheries experts and a number of other professionals who require quantitative expressions of biological oceanographic phenomena. It is designed to lead the reader, step by step, through a progression from the distribution of marine organisms, to discussions on trophic relations, to a final chapter on some practical applications of biological oceanography to fisheries and pollution problems. The book covers subject matter in the pelagic and benthic environments, and is intended to bridge the gap between entirely descriptive oceanography texts and works on the mathematical modelling of marine ecosystems.

Available in PDF, EPUB and Kindle. Book excerpt: During his successful campaign to become Conservative Party leader in the spring of 2004, Stephen Harper said of the Maritime provinces, "We will see the day when the region is not the place where you visit your grandparents, but instead more often than not the place where you visit your grandchildren." In Visiting Grandchildren, esteemed policy analyst and scholar Donald J. Savoie explores how Canadian economic policies have served to exclude the Maritime provinces from the wealth enjoyed in many other parts of the country, especially southern Ontario, and calls for a radical new approach in how Canadian governments determine policies that affect the different regions. Savoie advocates a 'ratchet effect' for national economic policies, whereby regions take turns at high growth, with the slow-growth region of one period becoming the high-growth region of the next, with none moving from slow-growth to decline. He demonstrates how this pattern has been effective in countries undergoing long-term regional convergence and how it would recognize that what is good for the Maritimes is good for Canada no less than what is good for Ontario is good for Canada. Visiting Grandchildren looks to history, accidents of geography, and to the workings of national political and administrative institutions to explain the relative underdevelopment of the Maritime provinces. Savoie argues that the region must strive to redefine its relationship with the national government and with other regions, that it must ask fundamental questions of itself about its own responsibility for its present underdevelopment, develop a cooperative mindset, and embrace the market, if it is to prosper in the twenty-first century. Savoie's work serves as the blueprint for a new way of envisioning the Maritime region.

Available in PDF, EPUB and Kindle. Book excerpt: Public management increasingly takes place in multilevel settings, since most countries are decentralized to one degree or another and most problems transcend and cut across administrative and geographical borders. A collaboration of scholars in the Transnational Initiative on Governance Research and Education (TIGRE Net), Making Multilevel Public Management Work: Stories of Success and Failure from Europe and North America brings together two strands of literature—multilevel governance and public management—and draws conclusions on practices of public management in multilevel governance settings. The book focuses on how to make multilevel public management work. Using an inductive logic, the editors study a particular case or a few selected cases, highlight lessons learned and implications, and identify trends and concerns. The book underscores factors essential to making multilevel public management work, namely coordination and collaboration, and new skills and leadership capacities. It discusses the pitfalls of creating networks instead of managing them and the importance of finding the right leadership skills, institutional design, and network management mechanisms to avoid deadlock and manage conflict effectively. Multilevel public management creates multiple opportunities and their accompanying challenges. By bringing together case studies in Europe and North America, this book identifies conditions for success and those under which such governance arrangements fail. Demonstrating the insights gained by the cross-fertilization of ideas, the book has also been strengthened by the participation of researchers from various disciplines, including public management, political science and international relations, economics, as well as administrative law. The interdisciplinary nature of the scholarship provides a complete and compelling portrait of multilevel public management as practiced and studied on two continents. The book opens the debate on what is needed to make it work
