Book excerpt: The purpose of this exploratory study was to develop a better understanding of non-host city legacies experienced in relation to the hosting of an edition of the Olympic Games. A case study focusing on Athens, Georgia and the 1996 Olympic Games held in Atlanta, USA was used to illustrate this particular phenomenon of interest. Findings revealed five emergent legacy themes: nostalgia, urban development, volunteering, community engagement, and sport development. Moreover, three major factors (planning approach, external factors, and image) created a different Games experience in Athens and thereby distinguished its legacies from ones created in Atlanta. Challenges and issues associated with providing event legacies in non-host cities are also discussed.

Thus, much sport event management and legacy literature pertains to host city legacies. However, due to the magnitude of the Games, several nearby cities are needed in order to successfully host such an event. Nonetheless, very little research highlights non-host city legacies. Therefore, due to their necessity, the purpose of this study aims to identify the legacies that have accrued in a non-host city as a result of hosting part of an edition of the Games. Using the case study of the 1996 Games, this research examined the non-host city of Athens, Georgia. The findings of this study revealed that non-host cities experience many types of sport event legacies. Also discovered was that host and non-host cities garner dissimilar legacies and that there are challenges faced when planning legacies within a non-host city.

This deployment included several individual projects - a Central Transportation Management Center (TMC), six Traffic Control Centers (TCCs), one Transit Information Center (TIC), the Travel Information Showcase (TIS), and the extension of the Metropolitan Atlanta Rapid Transit Authority (MARTA) Rail network and the new high-occupancy vehicle (HOV) lanes on I-85 and I-75. This report presents the findings of the 1996 Olympic and Paralympic Games Events Study - a compilation of findings of system performance, the benefits realized, and the lessons learned during their operations over the events period. The study assessed the performance of the various Travel Demand Management (TDM) plans employed for Olympic Games traffic management. This intermodal system performance and benefits assessment also presents recommendations for other major special-event host cities and ITS deployments, based on the lessons learned from the Atlanta Centennial Olympic Games transportation operations.

Success in this case is based on financial considerations. There is no doubt that there was a tremendous economic activity associated with not only the city but much of the state of Georgia. Additionally it is well known that the Olympic Games are not a typical sport event, but a social event with several economic and financial extensions. At issue is whether the Olympic Games constitute a consumption or investment activity. We look at multiple measures of labor market changes in Georgia around the Olympics. We find limited positive effects on employment levels in counties close to but that did not have Olympic venues. Further we find that some measures of Olympic effects on labor market measures are startlingly negative.
