Book excerpt: When the Greeks and surviving Armenians of present-day Turkey were forced to leave their homeland in 1922, the movable and immovable property they had to leave behind became known as "abandoned property"(emval-i metruke). In theory, this legal term implied that the absent owners continued to enjoy their property rights and were represented by the state. In practice, however, their houses, fields and belongings were stolen. They were used for the immediate housing needs of the remaining population, distributed among the rich and powerful and sold in public auctions. Initially, only a small part of abandoned property was under control of the new Ankara government, which was eager to use it as a source of revenue for the empty state coffers. Before it could do so, however, the government had to deal with various forms of active and passive resistance: homeless people and refugees squatted "abandoned" homes and fields, and members of parliament initially refused to pass laws that would have legalized government administration of "abandoned" property. From 1924 onwards, the property compensation for among incoming migrants from Greece (the so-called exchangees) threatened the financial interests of the state and pitted the newcomers against the existing population. By focusing on all these aspects of the "abandoned property" question and the multiple forms of resistance against its administration by the state, this book offers unique insights into the social and political history of early republican Turkey.

Book excerpt: Even before the collapse of the Ottoman Empire, Turkic communities, living in states newly independent from Ottoman rule, were 'protected' by the Ottomans. With the creation of the new Turkish Republic, the notion of 'Outside Turks' became embedded in a new foreign policy which aimed to unite these communities, with whom Kemalist Turkey claimed to share ethnic origin, to the homeland. After 1980, and particularly during the Justice and Development Party rule, the country's domestic agenda, however, was transformed to imagine Outside Turks along cultural and religious lines, rather than in a purely ethnic sense. Husrev Tabak provides a foreign policy analysis to account for this vital shift, arguing that four post-Kemalist norms are responsible: Ottomania, de-ethnicized nationhood, Turkish Islam and Islamic Internationalism. By focusing on the case of the Kosovar Turks, the book reveals that the post-Kemalist move to re-imagine Outside Turkish communities was largely counterproductive. In losing Turkey as a secure point of reference for their ethnic identity, these communities began to fashion a nationalism which gained a reactionary character.The Kosovar Turks now more vehemently embrace Kemalist attitudes and discourses and their sense of Turkish ethnicity has been sharpened. Book excerpt: The southernmost and poorest state of the Eurasian space, Tajikistan collapsed immediately upon the fall of the Soviet Union and plunged into a bloody five-year civil war (1992–1997) that left more than 50,000 people dead and more than half a million displaced. After the 1997 Peace Agreements, Tajikistan stood out for being the only post-Soviet country to recognize an Islamic party—the Islamic Renaissance Party of Tajikistan (IRPT)—as a key actor in the civil war as well as in postwar reconstruction and democratization. Tajikistan’s linguistic and cultural proximity to Iran notwithstanding, the balance of external powers over the country remains fairly typical of Central Asia, with Russia as the major security provider and China as its principal investor. Another specificity of Tajikistan is its massive labor migration flows toward Russia. Out of a population of eight million, about one million work abroad seasonally—one of the highest rates of departure in the world. Migration trends have impacted Tajikistan’s economy and rent mechanisms: half of the country’s GDP comes from migrant remittances, a higher share than anywhere else in the world. However, it is in the societal and cultural realms that migration has had the most transformative effect. Migrants’ cultural and societal identities are on the move, with a growing role given to Islam as a normative tool for regulating the cultural shock of migration. Islam, and especially a globalized fundamentalist pietist movement, regulates both physical and moral security in workplace and other settings, and brings migrants together to make their interactions meaningful and socio-politically relevant. It offers a new social prestige to those who work in an environment seen as threatening to their Islamic identity. The first section of this volume investigates the critical question of the nature of the Tajik political regime, its stability, legitimacy mechanisms, and patterns of centralization. In the volume’s second part, we move away from studying the state to delve into the societal fabric of Tajikistan, shaped by local rural specificities and social vulnerabilities in the health sector and gender relationships. The third section of the volume is devoted to identity narratives and changes. While the Tajik regime works hard to control the national narrative and the interpretation of the civil war, society is literally and figuratively on the move, as migration profoundly reshapes societal structures and cultural values.
