Book excerpt: This joint venture between ICOMOS, the advisory body to UNESCO on cultural sites, and the International Astronomical Union is the second volume in an ongoing exploration of themes and issues relating to astronomical heritage in particular and to science and technology heritage in general. It examines a number of key questions relating to astronomical heritage sites and their potential recognition as World Heritage, attempting to identify what might constitute "outstanding universal value" in relation to astronomy. "Heritage Sites of Astronomy and Archaeoastronomy--Volume 2" represents the culmination of several years' work to address some of the most challenging issues raised in the first ICOMOS-IAU Thematic Study, published in 2010. These include the recognition and preservation of the value of dark skies at both cultural and natural sites and landscapes; balancing archaeoastronomical considerations in the context of broader archaeological and cultural values; the potential for serial nominations; and management issues such as preserving the integrity of astronomical sightlines through the landscape.Its case studies are developed in greater depth than those in volume 1, and generally structured as segments of draft nomination dossiers. They include seven-stone antas (prehistoric dolmens) in Portugal and Spain, the thirteen towers of Chankillo in Peru, the astronomical timing of irrigation in Oman, Pic du Midi de Bigorre Observatory in France, Baikonur Cosmodrome in Kazakhstan, and Aoraki-Mackenzie International Dark Sky Reserve in New Zealand. A case study on Stonehenge, already a World Heritage Site, focuses on preserving the integrity of the solstitial sightlines.As for the first ICOMOS-IAU Thematic Study, a international team of authors including historians, astronomers and heritage professionals is led by Professor Clive Ruggles for the IAU and Professor Michel Cotte for ICOMOS.

The collision, which was not the first recorded between two satellites in orbit-but the most recent and alarming-produced thousands of pieces of debris, only a small percentage of which could be tracked by sensors located around the world. In early 2007, China tested a kinetic anti-satellite weapon against one of its own satellites, which also generated substantial amounts of space debris. These collisions highlighted the importance of maintaining accurate knowledge, and the associated uncertainty, of the orbit of each object in space. These data are needed to predict close approaches of space objects and to compute the probability of collision so that owners/operators can decide whether or not to make a collision avoidance maneuver by a spacecraft with such capability. The space object catalog currently contains more than 20,000 objects, and when the planned space fence radar becomes operational this number is expected to exceed 100,000. A key task is to determine if objects might come closer to each other, an event known as "conjunction," and the probability that they might collide. The U.S. Air Force is the primary U.S. government organization tasked with maintaining the space object catalog and data on all space objects. This is a complicated task, involving collecting data from a multitude of different sensors-many of which were not specifically designed to track orbiting objects-and fusing the tracking data along with other data, such as data from atmospheric models, to provide predictions of where objects will be in the future. The Committee for the Assessment of the U.S. Air Force's Astrodynamic Standards collected data and heard from numerous people involved in developing and maintaining the current astrodynamics standards for the Air Force Space Command (AFSPC), as well as representatives of the user community, such as NASA and commercial satellite owners and operators. Preventing collisions of space objects, regardless of their ownership, is in the national security interested of the United States. Continuing Kepler's Quest makes recommendations to the AFSPC in order for it to create and expand research programs, design and develop hardware and software, as well as determine which organizations to work with to achieve its goals.

It surveys all major US wars from the War of Independence to the campaigns in Iraq and Afghanistan, as well as most smaller US conflicts to determine what patterns, if any, existed in American uses of force. Contrary to many popular sentiments, Echevarria finds that the American way of war is not astrategic, apolitical, or defined by the use of overwhelming force. Instead, the American way of war was driven more by political considerations than military ones, and the amount of force employed was rarely overwhelming or decisive. As a scholar of Clausewitz, Echevarria borrows explicitly from the Prussian to describe the American way of war not only as an extension of US policy by other means, but also the continuation of US politics by those means. The book’s focus on strategic and operational practice closes the gap between critiques of American strategic thinking and analyses of US campaigns. Echevarria discovers that most conceptions of American strategic culture fail to hold up to scrutiny, and that US operational practice has been closer to military science than to military art.
