Available in PDF, EPUB and Kindle. Book excerpt: This paper takes stock of Seychelles’ plans to manage climate change, from the perspective of its macroeconomic implications. It suggests macro-relevant reforms that could strengthen the plans’ likelihood of success. It highlights high public awareness and a body of existing sustainable development planning, which puts Seychelles several steps ahead toward preparedness. Next steps would be to ensure that climate change planning is integrated with the forthcoming National Development Plan. Disaster preparedness is a relatively strong point, but there is much still to be done—from improving warning systems to resilience building to contingency financing.

Book excerpt: The Seychelles Systematic Country Diagnostic (SCD) aims to identify the most pressing constraints to inclusive, sustained growth in Seychelles, based on a comprehensive search for, and analysis of, evidence. The SCD is presented using a slide deck which lays out the analysis and results. This document provides a brief overview of the approach taken, and sets the stage for the SCD. It also provides additional information: six selected supplementary topical notes, and annexes (data diagnostic, summary of consultations, and sources). The framework adopted by the SCD takes as its starting point that Seychelles is a successful, high-income, small island state. The country now seeks to secure the sustainability of its development progress to date, to accelerate this progress, and to address a high level of public concern being reflected in political discourse over disparities in incomes and opportunities. The SCD examines Seychelles' economic growth characteristics, the characteristics of poverty and income distribution (inclusion), and the risks to environmental, social and macroeconomic sustainability. The approach is systematic in that it attempts to be as comprehensive as possible, within the constraints of the available data, by harnessing the existing evidence and conducting new analysis where feasible, informed by consultations. Finally, the SCD sorts the 13 constraints identified into five top priorities, five additional priorities, and a further three areas which should be considered for priority action, subject to confirmation from additional analysis ('likely priorities'). This prioritization was based on an assessment of how important each constraint was, directly, to meeting the relevant challenge, indirectly, through its potential impact in helping to loosen other constraints (complementarity), the strength of the evidence base on the importance of the constraint, and, finally, the attainability of addressing the constraint (reflecting factors such as cost, technical difficulty and timeframe).

First published in 2011, it has been used widely across the development and academic communities. The book incorporates real-world examples to present practical guidelines for designing and implementing impact evaluations. The updated version covers the newest techniques for evaluating programs and includes state-of-the-art implementation advice, as well as an expanded set of examples and case studies that draw on recent development challenges. It also includes new material on research ethics and partnerships to conduct impact evaluation. The handbook is divided into four sections: Part One discusses what to evaluate and why; Part Two presents the main impact evaluation methods; Part Three addresses how to manage impact evaluations; Part Four reviews impact evaluation sampling and data collection. Case studies illustrate different applications of impact evaluations. The book links to complementary instructional material available online, including an applied case as well as questions and answers. The updated second edition will be a valuable resource for the international development community, universities, and policy makers looking to build better evidence around what works in development.

Book excerpt: SOCIAL POLICIES IN SMALL STATES SERIES The country case studies and thematic papers in this series examine social policy issues facing small states and the implications for economic development. They show how, despite their inherent vulnerability, some small states have been successful in improving their social indicators because of the complementary social and economic policies they have implemented. CASE STUDY - SEYCHELLES Seychelles has one of the most extensive social policy programmes in the developing world, and has been identified as a model for the rest of Africa. As a small state, however, it remains economically vulnerable and in 2008 had to accept a financial rescue package from the IMF. This book provides comprehensive analysis of social policy development in the country from the colonial era onwards, focusing on the political and economic developments that have led to the current situation. The challenge now is to maintain current levels of social policy interventions in the face of severe indebtedness and the stagnation of economic growth.

Available in PDF, EPUB and Kindle. Book excerpt: More than twenty years after the Earth Summit was held in Rio de Janeiro in 1992, both national and international actors in governmental and nongovernmental fields are still searching for insights into how sustainable development can be advanced and environmental concerns incorporated into the development agenda more effectively. Moreover, climate change has emerged as a preeminent challenge to both the environment and to development. Evaluating Environment in International Development provides international perspectives and in-depth knowledge of evaluating development and the environment and applies evaluation knowledge to climate change mitigation and adaptation. The book focuses on the approaches and experiences of leading international organizations, not-for-profits, and multilateral and bilateral aid agencies to illustrate how systematic evaluation is an essential tool for providing evidence for decision-makers. It provides novel and in-depth perspectives on evaluating environment and sustainability issues in developing countries. Moving beyond projects and programmes, it considers aspects such as evaluating normative work on the environment and evaluating environmental consequences of economic and social development efforts. This original collection should be of interest to scholars of environment studies, development studies, international relations, sustainable development and evaluation, as well as practitioners in international organizations and development and environmental NGOs.

Available in PDF, EPUB and Kindle. Book excerpt: Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.
