Regional service delivery, or pooling, has been advocated as a means of addressing these challenges. This article presents the findings from the first comprehensive study of pooling initiatives in the Pacific. It draws on a review of the literature pertaining to 20 pooling initiatives identified in the region and on interviews with stakeholders involved in many of those initiatives. The study finds that experience with pooling among Pacific Island countries has not met the optimistic expectations of advocates, including development partners. This is the result of the challenges inherent in voluntary regionalism, which are exacerbated by the diversity of Pacific Island states and political economy constraints. The article concludes that an incremental approach to expansion of regional service provision in the Pacific is both likely and appropriate given these factors.

Book excerpt: Pacific island countries are highly vulnerable to various natural disasters which are destructive, unpredictable and occur frequently. The frequency and scale of these shocks heightens the importance of medium-term economic and fiscal planning to minimize the adverse impact of disasters on economic development. This paper identifies the intensity of natural disasters for each country in the Pacific based on the distribution of damage and population affected by disasters, and estimates the impact of disasters on economic growth and international trade using a panel regression. The results show that “severe” disasters have a significant and negative impact on economic growth and lead to a deterioration of the fiscal and trade balance. We also find that the negative impact on growth is stronger for more intense disasters. Going further this paper proposes a simple and consistent method to adjust IMF staff’s economic projections and debt sustainability analysis for disaster shocks for the Pacific islands. Better incorporating the economic impact of natural disasters in the medium- and long-term economic planning would help policy makers improve fiscal policy decisions and to be better adapted and prepared for natural disasters.

Available in PDF, EPUB and Kindle. Book excerpt: There is now quite a widespread view in the Pacific that development policy and practice have not yielded adequately robust results. Governments, regional institutions such as the Pacific Islands Forum Secretariat, and development partners have been trying to find more effective ways to deliver assistance, including helping to strengthen policy and institutional settings. Recent country performance and institutional assessments undertaken by the Asian Development Bank and the World Bank provide some very valuable insights. These assessments are based on a common questionnaire that in turn is based on international development experience and theory. Some "good practices" hold promise and ought to be considered by Pacific governments, regional institutions, and development partners assisting those governments. This policy brief summarizes the practices that appear to have worked. Each Pacific developing member country should apply these practices to their unique social, political, and economic situation. The practices also provide the basis for discussion and improved understanding of alternative---and hopefully better---policies.

Book excerpt: This study maps out the major weaknesses of each fragile situation on the latest country performance assessment exercises. It identifies the overall common issues which require special attention when crafting strategies and implementing programs and projects. Rethinking the Asian Development Bank's engagement in these fragile countries is critically important. This must be backed by a comprehensive understanding of the governance, institutional, political, and social issues that are behind each country's exposure to conflict or fragility.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout the South Pacific, notions of ‘culture’ and ‘development’ are very much alive—in political debate, the media, sermons, and endless discussions amongst villagers and the urban élites, even in policy reports. Often the terms are counterposed, and development along with ‘economic rationality’, ‘good governance’ and ‘progress’ is set against culture or ‘custom’, ‘tradition’ and ‘identity’. The decay of custom and impoverishment of culture are often seen as wrought by development, while failures of development are haunted by the notion that they are due, somehow, to the darker, irrational influences of culture. The problem is to resolve the contradictions between them so as to achieve the greater good—access to material goods, welfare and amenities, ‘modern life’—without the sacrifice of the ‘traditional’ values and institutions that provide material security and sustain diverse social identities. Resolution is sought in this book by a number of leading writers from the South Pacific including Langi Kavaliku, Epeli Hau’ofa, Marshall Sahlins, Malama Meleisea, Joeli Veitayaki, and Tarcisius Tara Kabutaulaka. The volume is brought together for UNESCO by Antony Hooper, Professor Emeritus at the University of Auckland. UNESCO experts include Richard Engelhardt, Langi Kavaliku, Russell Marshall, Malama Meleisea, Edna Tait and Mali Voi.
