Book excerpt: For most military occupational specialties (MOS), the Army lacks objective measures to assess the ability of Soldiers to perform the technical components of their jobs. The objective of this effort was to develop a methodology to produce realistic and cost-effective measures. The authors identified 11 viable types of assessment methods, including computer-based tests and simulations designed to create an engaging, virtual representation of an MOS. Participants in a clustering workshop used this list, descriptions of MOS, and other materials to identify seven groups of MOS. Common to all MOS in a group was their suitability for assessment using a specific type of assessment. The authors developed a two-phased strategy for collecting job analysis information for each group. They provided strategies to reduce the costs of developing and implementing assessment methods, and developed tools to quantify the level of realism in measures. This effort demonstrates that MOS can be grouped into a few clusters for which the same type of assessment method can be used. Following their methodology, it should be possible to create a standard, streamlined approach to job analysis, test design, and test development for each group. Appendixes contain the following: MOS Characteristics, Sample MOS Description, Potential Job Analysis Strategies for use with MOS Clusters, MOS Clusters, Materials for Performing a Preliminary Job Analysis, Assessment Design Guide Template, and Assessment of Realism in Performance Measures.

This early phase of the research was intended to (a) develop and refine the concept, (b) develop methods and formats for applying the concept to Army jobs, and (c) provide an evaluation of its feasibility and utility for analyzing Army jobs. Specifically, the research evaluated the feasibility of using a set of duty modules to adequately represent duty positions of members of an infantry platoon and of using job content data, expressed in duty module format, as a basis for evaluating unit performance. Thirty-one enlisted and 93 officer duty modules were developed, field tested, and revised. Field reactions were highly favorable to using the officer duty modules to describe work activity requirements. In addition, techniques for employing duty modules to describe both unit capabilities and performance worked well when subjected to a pilot test during a field training exercise. Book excerpt: The U.S. Department of Defense (DoD) faces short-term and long-term challenges in selecting and recruiting an enlisted force to meet personnel requirements associated with diverse and changing missions. The DoD has established standards for aptitudes/abilities, medical conditions, and physical fitness to be used in selecting recruits who are most likely to succeed in their jobs and complete the first term of service (generally 36 months). In 1999, the Committee on the Youth Population and Military Recruitment was established by the National Research Council (NRC) in response to a request from the DoD. One focus of the committee's work was to examine trends in the youth population relative to the needs of the military and the standards used to screen applicants to meet these needs. When the committee began its work in 1999, the Army, the Navy, and the Air Force had recently experienced recruiting shortfalls. By the early 2000s, all the Services were meeting their goals; however, in the first half of calendar year 2005, both the Army and the Marine Corps experienced recruiting difficulties and, in some months, shortfalls. When recruiting goals are not being met, scientific guidance is needed to inform policy decisions regarding the advisability of lowering standards and the impact of any change on training time and cost, job performance, attrition, and the health of the force. Assessing Fitness for Military Enlistment examines the current physical, medical, and mental health standards for military enlistment in light of (1) trends in the physical condition of the youth population; (2) medical advances for treating certain conditions, as well as knowledge of the typical course of chronic conditions as young people reach adulthood; (3) the role of basic training in physical conditioning; (4) the physical demands and working conditions of various jobs in today's military services; and (5) the measures that are used by the Services to characterize an individual's physical condition. The focus is on the enlistment of 18- to 24-year-olds and their first term of service.

This report documents the developement and field tryout of task-based MOS-specific knowledge tests, hands-on tests, task performance ratings, and job experience questionnaires for nine Military Occupational Specialties (MOS). Job performance domains were derived from Army Occupational Survey Programs (ASOP) results, Soldier's Manuals and proponent agency input. Subject-matter expert judgements of task criticality, difficulty, and similarity were used to select tasks for test development. All tests were pilot tested on Skill Level 1 soldiers and noncommissioned officers. Field tests were conducted among 114-178 soldiers per MOS. Results were used to revise the instruments and to provide evidence of reliability and validity. Proponent agencies provided technical reviews before the field tests and after the instruments were revised.

Book excerpt: In response to the Army's need to attain optimal use of manpower skills and aptitudes, the New Classification Techniques Task is engaged in a continuing series of studies to develop increasingly accurate and differentiated measures of individual potential. One objective of the Task is to determine the extent to which men of low or low average general ability can be successfully trained in Army school courses. Studies to evaluate Army classification tests as predictors of success in MOS training included enlisted men admitted from 1953-1957 whose AFQT scores were below current enlistment standards. From available data on 48 courses, estimates were made of the expected success in training of enlisted men in AFQT category IV (10th to 30th percentile) and in lower category III (31st to 49th percentile). Substantial numbers of AFQT category IV enlisted men could successfully complete MOS training courses of moderate or low difficulty level. However, supplementary aptitude area prerequisites are essential to assure selection of men who have sufficient probability of success in a given course to keep attrition at permissible levels--usually under 10 percent. For the more difficult courses, failure rates of category IV men were estimated as generally exceeding acceptable levels, even in courses for which the men had attained the requisite 90 or 100 aptitude area scores.

Book excerpt: Literature pertaining to prediction of enlisted military job performance, 1952-1980, was reviewed. The review excluded studies in which training performance or reenlistment is the criterion. Aptitude was the most frequently used predictor and supervisor ratings the most frequent criterion. Relationships among classes of criteria and between predictors and criteria were examined. Major classes of criteria were job proficiency, job performance, and suitability to military service. The following conclusions are supported by the review: (1) For the great majority of jobs, job knowledge tests appear to provide the most practical method of objective measurement; (2) Because job sample tests are very expensive to construct and administer, their use is not practical unless the job is extremely costly or critical; and (3) Use of supervisors' ratings as the only measure of job performance should be restricted to jobs for which motivation, social skill, and response to situational requirements are the only attributes worth measuring. Two promising approaches to improved prediction are the selective use of miniaturized training and assessment centers and the use of self-paced training performance as a predictor. The review includes abstracts of the studies that were reviewed.

The effort produced profiles outlining the physical ability requirements of each MOS given in this report. A criterion task manual containing the more physically demanding tasks for each strength and stamina factor and a procedures manual describing the steps necessary to establish physical ability requirements for additional MOS are published separately as ARI Research Products 80-5a and 80-5b. If the procedure proves valid, the Army can begin to use the methodology to establish physical ability requirements for all MOS on a judgmental rather than an empirical basis. (Author).
