Much of the legitimate fear associated with the prospect of a terrorist attack can be substantially reduced. Improving our ability to address the threat and reducing the fear of citizens and government leaders is possible if-and only if-we are willing to take bold action as a nation. Specifically, we must: 1) craft a truly 'national" strategy to address the threat of domestic terrorism-conventional, cyber, chemical, biological, radiological and nuclear-from the perspectives of deterrence, prevention, preparedness and response; 2) empower a senior authority to be in charge of our overall planning and preparation in the Federal Executive Branch, with special emphasis on preserving our civil liberties in a time of emergency; 3) consolidate the Congressional approach to legislation governing domestic preparedness for such attacks; 4) concentrate much more serious attention on state and local concerns and capabilities; and 5) strengthen functional capabilities across all levels of government for intelligence collection and information sharing; planning, training, equipping and exercising; research and development; health and medical; and across all first responder stakeholders-fire, law enforcement, emergency medical services and emergency management. These five imperatives represent the major themes in this report.

Bush maintained in his address of 20 September 2001, that the successful prosecution of the war against terrorism will require the judicious use of 'every resource at our command - every means of diplomacy, every tool of intelligence, every instrument of law enforcement, every financial influence, and every necessary weapon of war'. Unlike the Cold War, the War on Terrorism is neither a battle against some ideology nor bounded by physical boundaries or conventional political units such as nation-states. The War on Terrorism is the internationalisation, or rather, globalisation of previous wars. Terror is not a nation, and the enemies in such wars are not nations; any regime such as Libya simply by repudiating terrorism, can become an ally of the anti-terror coalition. Regimes that continue to practice terrorism against domestic opponents qualify to participate in the wider war if they conform to certain norms in external affairs. The 28 articles reprinted here consider aspects of that most amorphous of animals - the War on Terrorism. They do not set out to provide all of the answers; nor do they radiate a unified vision of what constitutes the war on terrorism; the pieces begin from a range of political and intellectual outlooks. Taken as a group, however, the difficulties of determining the limits and nature of the war on terrorism receive important attention. The authors address several major themes within the war on terrorism: what falls within its perimeters, its shifting manifestations, implications, responses and future directions.

For decades the ability to ascertain whether states are hiding germ weapons programs has been nonexistent because the 1975 bioweapons ban has no inspection measures. Yet, in 1995 a small United Nations inspection corps pulled off a spectacular verification feat in the face of concerted resistance from Iraq's Saddam Hussein and popular skepticism that it was even possible to conduct effective biological inspections. Working from sketchy intelligence—and hampered by the Iraqis' extensive concealment and deception measures—the inspectors busted open Iraq's cover stories and wrested a confession of biowarfare agent production from Baghdad. This rigorously researched book tells that compelling story through the firsthand accounts of the inspectors who, with a combination of intrepidness, ingenuity, and a couple of lucky breaks, took the lid off Iraq's bioweapons program and pulled off an improbable victory for peace and international security. The book concludes by drawing lessons from this experience that should be applied to help arrest future bioweapons programs, by placing the Iraq bioweapons saga in the context of other manmade biological risks, and by making recommendations to reduce those risks. Murrah Federal Building in Oklahoma City on April 19, 1995. Terrorism is a complex threat, and the American government is expected to deter or intervene in every attack. For that reason, the government must be better prepared to respond to acts of terror. One critical element is to understand what constitutes an "effective response." To answer this key question, the author examined the existing literature and interviewed thirty-one elite participants in the emergency response to the bombing. The result is a unique qualitative case study that analyzes the response efforts undertaken after the bombing to draw conclusions about their relative success or failure. Emergency Response to Domestic Terrorism looks at the nature and interrelationship of bureaucratic structures involved in the response, the organizational networking between the response bureaucracy, and the impact of bureaucratic culture on the response. The work contributes to the existing literatures in both emergency response and bureaucracy. First, theoretical arguments about bureaucracies and their function are put to the test as they are applied to a specific crisis situation. Second, interview materials with key individuals who were on the scene of this American terrorist disaster are provided. Third, the emergency response literature is examined to determine whether the Oklahoma City bombing exhibited the anticipated response challenges. In addition, the work provides insights into the extent to which response communities are familiar with federal response guidelines. The overall results of the study are applicable to emergency response to terrorist incidents and to natural disasters. By bringing together the academic and the practical aspects of emergency response, the work will appeal to students, practitioners, and policymakers. Further, it will foster better understanding of public policy and public administration in general.
