Employers and students are calling for additional programs to develop workplace skills and to provide opportunities for career advancement. On May 22, 2013, the Texas Legislature approved a bill mandating a study on whether community college baccalaureate degree programs should be expanded in Texas. The Texas Higher Education Coordinating Board asked the RAND Corporation to partner with the Texas Higher Education Policy Initiative to conduct the study. In this report, the authors assess unmet workforce-development needs in nursing and the applied sciences, assess the arguments for and against baccalaureate expansion, and recommend potential activities to support implementation of any new policies undertaken to expand community college baccalaureate programs. They find significant need for more baccalaureate nurses, although rapidly growing distance learning programs may be able to meet this need. The authors find varying needs for the four applied science occupations they examined: computer and information technology, management of fire sciences, management of production/operations technicians, and health information technology. While expanding community college baccalaureate degree programs could help meet unmet needs and increase degree attainment among students, there are concerns about costs, mission creep at community colleges, counterproductive competition between community colleges and universities, and a decline in the overall quality of a Texas baccalaureate. The authors discuss the inherent tradeoffs that policymakers face in this regard.

Book excerpt: This case study examined the implementation of a baccalaureate degree at Skyline Community College--one of the 15 California community colleges authorized to offer baccalaureate degrees established as part of a pilot program enacted by the California Legislature via Senate Bill 850 (2014). The study explored the policies and procedures in place at Skyline College to support the development and implementation of the baccalaureate degree, identified the challenges faced, and examined the leadership provided by senior management during the degree development and implementation using the lens of a design thinking model of change. The research methods used included semi-structured interviews, a focus group, direct observations, archival data and documentation. The study findings indicated that the college's success in offering upper division courses in the baccalaureate degree program in fall 2016 was due to Skyline College having a cohesive campus culture in which administrators, faculty, and staff have shared values and take ownership of change initiatives; and employees described feeling supported by leadership in everything they do. This college has undertaken many new initiatives over the years such that administrators and faculty have become adept at administering and adapting to change. The college's process for implementing change closely mirrors that of the design thinking model of change, including having a team approach to problem solving, viewing new initiatives such as the baccalaureate degree holistically to understand how they fit within the existing programs and services of the college, prototyping potential solutions, adapting to obstacles as they were encountered, and developing solutions to the college's problems. Recommendations resulting from the study call for systemwide support for the continued study of the baccalaureate degrees at community colleges in California. In addition, data collection and evaluation efforts of the baccalaureate program at Skyline College need to align with the evaluation criteria contained in Senate Bill 850, which will be used by the Legislative Analyst's Office to evaluate the baccalaureate degree pilot program and to make recommendations to the California legislature on the continuation and/or expansion of the pilot program. Finally, community college leaders who may be considering implementing a baccalaureate degree at their college may find the promising practices identified in this study useful.

Book excerpt: The purpose of this study is to describe the factors and issues surrounding development of one community college baccalaureate degree program, the three-year Bachelor of Manufacturing Technology at Westark College in Arkansas. This study probes three primary movements at play in the Westark baccalaureate program, which was developed to respond to industry demands. First, and most obvious, this new program proposes that the community college expand its mission to include baccalaureate programs. Second, the Westark program is based on the demonstration of student mastered competencies. Finally, the Westark baccalaureate attempts to integrate the general education requirement into the competency-based curriculum. Individually, these threads are relatively untested. Combining these components into one degree program is a relatively new concept. The intent of this inquiry was not an evaluation of the Westark Bachelor of Manufacturing Technology degree program. What the researcher hoped to accomplish was to uncover the salient factors and issues related to the development of this new program. What was gained through this process is an understanding of how one community college baccalaureate was established, including identifying important themes. Several issues have been described from the interviews and ongoing document search that should be useful for future studies of the community college baccalaureate. Furthermore, the study clearly implies that curricula supporting student master competencies is an entirely different direction of inquiry that is perhaps even more essential than the study of the community college baccalaureate. Whether or not the Westark baccalaureate will be unique to Fort Smith, Arkansas remains to be seen. Other community colleges may attempt to adopt the Westark College model. Lining up the social, economic, political, and pedagogical forces to expand the community college degree offerings to include a baccalaureate that includes integrated student master competencies could be difficult. However, Westark College has provided a model for other community colleges that may currently, or in the future, be considering a bachelor degree program.

Book excerpt: The demand for Community College Baccalaureate (CCB) degrees is rising due to increasing costs of educational obtainment resulting in decreased access. Also, universities are not always accessible geographically or academically to many students. Many students are limited in time and financial resources, and have family and job responsibilities, limiting their ability to relocate to a university. The focus of this study was to explore the perceptions of students regarding the need for the CCB, the effectiveness of the CCB, reasons why students would choose the CCB, and the fields of CCB degrees students would choose. Specifically, this study compared the results among student survey respondents based on their primary campus attended, age, gender, race/ethnicity, number of dependents, and employment status as well as their need for the CCB. All full-time and part-time students from a rural community college in Northeast Mississippi were asked to participate in the survey. Approximately 30% of respondents indicated that their only realistic option to obtain a bachelor’s degree would be through their local community college. A majority of respondents perceived the CCB to be effective. And, respondents indicated that the factors that influenced their choice of the CCB were cost, location, work responsibilities, family responsibilities, admiration for current school, and familiarity for current school. The specific degree fields that respondents indicated they would choose if they were to obtain a CCB, from greatest interest to least, were: health professions, business, education, public administration/social work, "other", liberal arts and sciences, and psychology. When testing the differences in perception of effectiveness of the CCB between demographic groups, the CCB was perceived to be more effective by respondents who were older, had 1 dependent or 5 or more dependents, and who saw the CCB as their only option. When testing the differences in perceptions of reasons to choose the CCB, respondents who were older indicated more reasons for choosing the CCB.

Book excerpt: The national imperative to improve postsecondary degree completion has led to various innovations within colleges and universities to improve student retention and academic success, particularly of non-traditional learners. One innovation that has been in use since the 1970s, but is often under-promoted and under-utilized within institutions, is Prior Learning Assessment, or PLA. PLA is the process by which many colleges evaluate for academic credit the college-level knowledge and skills an individual has gained outside of the classroom, including from employment (e.g., on-the-job training, employer-developed training), military training/service, travel, hobbies, civic activities and volunteer service. In 2010, the Council for Adult and Experiential Learning (CAEL) conducted an exploratory study of PLA in community colleges. Subjects included community colleges involved in postsecondary success initiatives such as the Applied Baccalaureate program and the Achieving the Dream initiative, as well as community colleges in states with robust career pathways initiatives. CAEL supplemented the survey responses with phone interviews with 15 institutional representatives. The purpose of this study was to learn more about the availability and use of PLA within these colleges. The online survey was distributed nationally in Spring 2010 and was completed by 88 respondents, 81 of whom identified themselves by institutional name, and for whom the researchers could therefore discern a physical location. The respondents for whom the researchers have names represent 20 different states: Arkansas, Arizona, Connecticut, Iowa, Illinois, Indiana, Kentucky, Massachusetts, Maryland, Michigan, North Carolina, Ohio, Oklahoma, Pennsylvania, South Carolina, Tennessee, Texas, Virginia, Vermont, and Washington. From 88 individual respondents, CAEL learned the following about PLA in community colleges: (1) Community colleges are largely familiar with PLA and most of the respondents said that their institution offers it already; (2) Although PLA is an official offering in most respondents' institutions, it is not used by large numbers of students at these institutions; (3) Community colleges see a lot of potential demand for PLA yet do not have plans to expand their offerings; and (4) Most community colleges do not have plans to expand their PLA offerings. The findings of this exploratory study of PLA at select community colleges suggest that even when PLA is widely available in these institutions, it may not be used for all populations that could be taking advantage of it. In particular, the many non-traditional students who come to community colleges with prior learning--such as technical skills learned in the workplace--may not be receiving credit for the college-level learning that they already have.
