Book excerpt: This paper is aimed at analysing state aid to the railway sector in selected countries of the European Union. Although this is a preliminary exercise, literature lacks of specificity. From the analysis, a highly differentiated situation emerges: a group of countries with permanently lower subsidies (the Iberians, the Scandinavians and Austria); a group of countries with a medium level of subsidies (all of the major countries: Germany, France and the UK) and a group of countries with permanently high subsidies (Italy, Denmark, Belgium and the Netherlands). This paper demonstrates that railways have so far benefited from weakened forms state aid control. This can be motivated (i) by the need for modal rebalance recognised by national transport policies, (ii) by the natural monopolistic character of the network whose duplication is not economically feasible and (iii) by the non-competitive traditional structure, from a legal point of view, of even the transport service. This situation, however, is set to change drastically with the opening up of services to competition, which has already been done in the European Union for the freight sector and in some countries, although only on a voluntary basis, even for the passenger sector. By focusing on Italy, this study finds that the elevated state aid to the rail sector consequently results in both a major public finance problem and a potential factor of competition distortion.

This shift of resources may undermine competition. The findings of this study help to fill the gap in estimating State aid to European railways.

Book excerpt: In the wake of stagnant modal share of the European rail freight sector, this support study provides market information for the revision of the Guidelines on State aid for railway undertakings. It addresses four areas of interest: status of rail infrastructure; accessibility and costs pertaining to rolling stock; profitability and demand elasticity of rail freight services; and effectiveness of State support measures. A novel dataset of costs and revenues of rail freight across Europe, compiled using both publicly available data and input from extensive stakeholder consultation was built for that purpose. The findings are as follows. The inadequacy of intermodal terminals, congested rail networks, and costliness of private sidings all restrict the capacity of European rail infrastructure. Access to rolling stock is characterised by high costs and a lack of technical standardisation across Member States. We find that rail freight sectors in many countries are loss-making, with some segments being profitable. Efficient transshipment and transport of high freight volumes over long distances improves profitability of intermodal operations. The study shows that price sensitivity of rail freight services differs depending on the level of competition faced by road transport. The study also highlights to what extent higher thresholds for proportionate State aid and improved flexibility of schemes could be considered.

One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.

Book excerpt: Faced with increasing challenges, railways around Europe have recently undergone major reforms aiming to improve the efficiency and competitiveness of the railway sector. New market structures such as vertical separation, deregulation and open access can allow for reduced public expenditures, increased market competition, and more efficient railway systems. However, these structures have introduced new challenges for managing infrastructure and operations. Railway capacity allocation, previously internally performed within monopolistic national companies, are now conferred to an infrastructure manager. The manager is responsible for transparent and efficient allocation of available capacity to the different (often competing) licensed railway undertakings. This thesis aims at developing a number of methods that can help allocate capacity in a deregulated (vertically separated) railway market. It focuses on efficiency in terms of social welfare, and transparency in terms of clarity and fairness. The work is concerned with successive allocation of capacity for publicly controlled and commercial traffic within a segmented railway market. The contributions include cost benefit analysis methods that allow public transport authorities to assess the social welfare of their traffic, and create efficient schedules. The thesis also describes a market-based transparent capacity allocation where infrastructure managers price commercial train paths to solve capacity conflicts with publicly controlled traffic. Additionally, solution methods are developed to help estimate passenger demand, which is a necessary input both for resolving conflicts, and for creating efficient timetables. Future capacity allocation in deregulated markets may include solution methods from this thesis. However, further experimentations are still required to address concerns such as data, legislation and acceptability. Moreover, future works can include prototyping and pilot projects on the proposed solutions, and investigating legal and digitalisation strategies to facilitate the implementation of such solutions.
