This book was released on 1980 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: This guide from the Public Libraries Association (PLA) describes a planning process to be used by individual library systems to establish their own standards appropriate to local conditions and needs; design strategies to reach those needs; and inaugurate a planning cycle that involves continuous monitoring of progress and regular adjustment of objectives as community conditions and needs change. The introduction to the guide discusses the need for planning, the planning process, collecting and using data, and subsequent planning cycles. The first of three major sections then addresses preparing to plan, which includes the planning committee, tailoring the process to the library, information for planning, using the data, and presenting the data. Focusing on the planning process, the second section provides information on developing a community profile to determine user needs; assessing how well the library is currently meeting those needs; determining the role the library should play in the community; setting goals, objectives and priorities; developing strategies for change; implementation of the plan, including measuring activity and performance, and monitoring and evaluating progress; and the collection of management data. The third section addresses the collection and use of data, including secondary data for the community profile; statistics and performance measures for the evaluation of services; designing questionnaires, coding and processing the findings, and sample questionnaires for surveys of the library staff, citizens, students, and users; and processing the survey data. Four appendixes contain examples of library goals and objectives, sample forms and maps for the community profile, a set of sample tables for current library services, and sample tables for the analysis of survey responses. Twenty-seven figures and a 44-item selected bibliography are included. (SD)

Book excerpt: The concepts of planning and assessment are intrinsically linked—and understanding them is essential for raising the library’s profile and strengthening its position among stakeholders and the community. Even if you're an LIS student or are new to the profession, or if planning or assessment are not your primary areas of responsibility, you still have a role to play in the success of organizational efforts. Fleming-May has more than a decade of experience in planning and assessment initiatives and instruction, and Mays was her institution’s first assessment librarian; their primer draws from theory, research, and their first-hand observations to illuminate such topics as characteristics of bad planning strategy that can help to illustrate a better approach; reasons why using economic models, like ROI, fall short; how to mix the three types of planning; guidelines to ensure that assessment is meaningful and actionable; tips for creating effective surveys; emphasizing users’ needs with a critical assessment framework; data analysis for surveys, interviews, focus groups, and observation; four questions to ask about audience level before you develop a report; a sample 3-year assessment plan that can be customized; and seven steps for developing a culture of ongoing assessment.

Book excerpt: Challenged to do more, better, at less cost, libraries need to plan so that today's decisions will still be successful tomorrow. The two-volume Planning for Results lays out a new planning process, developed by the Public Library Association, to transform a library to realize a higher level of service that becomes the starting point for the next step in ongoing planning. One volume is a guidebook that introduces the process, explains each step, and in its second part, presents responses to such service demands as basic literacy, community referral, government information, and lifelong learning. Each chapter in part 2 gives examples of needs addressed, possible basic response components, target audiences, resource allocation, and methods of evaluating effectiveness. The other volume is a how-to manual that details each of the planning steps. An appendix contains a complete set of sample work forms. Although aimed specifically at public libraries, the process can be adapted for other types of libraries or for service areas within a particular library. - Edward Swanson-
